    Victoria Jane Nuland (born 1961) is the Assistant Secretary of State for European and Eurasian Affairs at the United States Department of State.[2]

    Victoria Nuland was born in 1961 to Jewish parents Sherwin B. Nuland (born Shepsel Ber Nudelman) and Rhona McKhann.[3] She graduated with a B.A. in 1983 from Brown University, where she studied Russian literature, political science, and history.[4] Nolan’s husband is Robert Kagan, an American neoconservative historian and foreign-policy commentator at the Brookings Institution.

    During the Bill Clinton administration, Nuland was chief of staff to Deputy Secretary of State Strobe Talbott before moving on to serve as deputy director for former Soviet Union affairs.

    She served as the principal deputy foreign policy adviser to Vice President Dick Cheney and then as U.S. ambassador to NATO.

    Nuland became special envoy for Conventional Armed Forces in Europe and then became State Department spokesperson in summer 2011.[5]

    She was nominated to serve as Assistant Secretary of State for European and Eurasian Affairs in May 2013 and sworn in to fill that role in September 2013.[6] During her confirmation hearings, she faced "sharp questions" about a memo she had sent outlining the talking points that would be used by the Obama administration in the days shortly after the 2012 Benghazi attack.[7]

    In her role as Assistant Secretary, she has been the lead U.S. point person for the Ukrainian crisis. She was a key figure in establishing loan guarantees to Ukraine, including a $1 billion loan guarantee in 2014, and the provisions of non-lethal assistance to the Ukrainian military and border guard.[8][9] Along with Secretary of State John Kerry and Secretary of Defense Ash Carter, she is seen as a leading supporter of defensive weapons delivery to Ukraine. In 2016 Nuland urged Ukraine to start prosecuting corrupt officials: "It's time to start locking up people who have ripped off the Ukrainian population for too long and it is time to eradicate the cancer of corruption".[10]

      On February 4, 2014, a recording of a phone call between Nuland and U.S. ambassador to Ukraine, Geoffrey Pyatt, on January 28, 2014 was published on YouTube.[11][12] The State Department and the White House suggested that an assistant to the deputy prime minister of Russia Dmitry Rogozin was the source of the leak, which he denied.[13][14][15]

      In their phone conversation, Nuland and Pyatt discussed who should be in the government after Viktor Yanukovych's ouster and in what ways they might achieve that transition, with the name of Arseniy Yatsenyuk (whom Nuland refers to as "Yats") coming up several times. Specifically, the two spoke about which opposition leaders they would like to see in government, what pitches they would give each opposition leader in subsequent calls to achieve this, and strategies on how they would try to manage the 'personality problems' and conflicts between the different opposition leaders with ambitions to become president.[12][13] Yatsenyuk became prime minister of Ukraine on February 27, 2014.[16]

      In the recording, Nuland makes an obscene reference to the European Union.[17] After discussing Ukrainian opposition figures Nuland states that she prefers the United Nations as mediator, instead of the European Union, adding "Fuck the EU," and Pyatt responds, "Oh, exactly ...."[12][18]

      According to the Washington Post,

      [Nuland] was dismissively referring to slow-moving European efforts to address political paralysis and a looming fiscal crisis in Ukraine. But it was the blunt nature of her remarks, rather than U.S. diplomatic calculations, that seemed exceptional.
      Nuland also assessed the political skills of Ukrainian opposition figures with unusual candor and, along with the U.S. ambassador to Ukraine, Geoffrey Pyatt, debated strategy for their cause, laying bare a deep degree of U.S. involvement in affairs that Washington officially says are Ukraine’s to resolve.[19]

      "She has been in contact with her EU counterparts, and of course has apologized," said State Department spokeswoman Jen Psaki, who also acknowledged the authenticity of the recording.[19][20]

      Initially, a spokeswoman for EU foreign-policy chief Catherine Ashton stated on the same day that the EU would not comment on a "leaked alleged" conversation.[17] The next day, however, Christiane Wirtz, Deputy Government Spokesperson and Deputy Head of the Press and Information Office of the German Federal Government, stated that German Chancellor Angela Merkel termed Nuland's remark "absolutely unacceptable."[21] The president of the European Council, Herman Van Rompuy, condemned the remark as "unacceptable."[22]

It has nothing to do with the Republican Party, either, except in its historic role as incubator of this singular threat to our democracy. Trump has transcended the party that produced him. His growing army of supporters no longer cares about the party. Because it did not immediately and fully embrace Trump, because a dwindling number of its political and intellectual leaders still resist him, the party is regarded with suspicion and even hostility by his followers. Their allegiance is to him and him alone.

      And the source of allegiance? We’re supposed to believe that Trump’s support stems from economic stagnation or dislocation. Maybe some of it does. But what Trump offers his followers are not economic remedies — his proposals change daily. What he offers is an attitude, an aura of crude strength and machismo, a boasting disrespect for the niceties of the democratic culture that he claims, and his followers believe, has produced national weakness and incompetence. His incoherent and contradictory utterances have one thing in common: They provoke and play on feelings of resentment and disdain, intermingled with bits of fear, hatred and anger. His public discourse consists of attacking or ridiculing a wide range of “others” — Muslims, Hispanics, women, Chinese, Mexicans, Europeans, Arabs, immigrants, refugees — whom he depicts either as threats or as objects of derision. His program, such as it is, consists chiefly of promises to get tough with foreigners and people of nonwhite complexion. He will deport them, bar them, get them to knuckle under, make them pay up or make them shut up.

    2. The more you look at the Kagan’s, the worse it gets. US foreign policy for the past 15 years has been the foreign policy of the Neocons and should be fully discredited, but it hasn’t been. That are still at it.

      In today’s post we learn how active they are and how imbedded they are in the US machinery of government. The question is why and how do they do it? How was it that Obama could not remove them from his administration? How can they still be in the US State Department?

      Recently we had a a large contingent, 51 State Department officials openly advocate for an expanded aggressive war in line with the neoconservative agenda, which has had both Iran and Syria on a hit list for two decades. The Neocon lobby took a hit on the Iran deal but persist with Syria and recently and continuing with their campaign of damaging relations with Russia. Now we also learn they don’t mind risking a direct conflict with Russia and have been amping up a new cold war. Why?

      The answer is Syria and the apparent Russian success in propping up the Syrian government in their fight with ISIS and in the process exposing the US charade by the CIA and supplying arms to so-called moderates from Clinton wrecked Libya.

      Putin surprised them and got the upper hand. ISIS may be at the end of its rule of terror and Russia will benefit in the area. The Turks, always with their finger in the wind, sense the change and have now apologized to Russia for the downing of their jet and even Netanyahu senses the change and is hedging his bets.

      But the Neocons are still not done and have their candidate in Hillary Clinton. She will recover any and all lost ground for the Neocons. How so?

      Under Bill Clinton’s eight years of “triangulation," which included the brutal air war against Serbia, followed by eight years of George W. Bush, the neocons became fully embedded in the U.S. foreign policy establishment.

      Obama, by any measure of the man, should have cleaned house. He fully discredited Bush and his entire rule by “debacle polics".

      Why did Obama let Hillary Clinton anywhere near the White House or the government? I think he underestimated her and thought that under him in a cabinet post, he could control her, but Secretary of State Clinton, the neocon hawk consolidated control of the State Department diplomatic corps while Obama was fixated on healthcare.

      The media is complicit in all of this and the Neocons, sensing a revival, will do anything to achieve the goal of getting Clinton into the White House. They will own the highest power on the planet.

      The Neocons cannot function with exposure and criticism, that is why they always use the default of screaming Anti-Semite

    It was quiet in eastern Ukraine last Wednesday. Indeed, it was another quiet day in an extended stretch of relative calm. The battles between the Ukrainian army and the pro-Russian separatists had largely stopped and heavy weaponry was being withdrawn. The Minsk cease-fire wasn't holding perfectly, but it was holding.

    On that same day, General Philip Breedlove, the top NATO commander in Europe, stepped before the press in Washington. Putin, the 59-year-old said, had once again "upped the ante" in eastern Ukraine -- with "well over a thousand combat vehicles, Russian combat forces, some of their most sophisticated air defense, battalions of artillery" having been sent to the Donbass. "What is clear," Breedlove said, "is that right now, it is not getting better. It is getting worse every day."

    German leaders in Berlin were stunned. They didn't understand what Breedlove was talking about. And it wasn't the first time. Once again, the German government, supported by intelligence gathered by the Bundesnachrichtendienst (BND), Germany's foreign intelligence agency, did not share the view of NATO's Supreme Allied Commander Europe (SACEUR).

    The pattern has become a familiar one. For months, Breedlove has been commenting on Russian activities in eastern Ukraine, speaking of troop advances on the border, the amassing of munitions and alleged columns of Russian tanks. Over and over again, Breedlove's numbers have been significantly higher than those in the possession of America's NATO allies in Europe. As such, he is playing directly into the hands of the hardliners in the US Congress and in NATO.

    The German government is alarmed. Are the Americans trying to thwart European efforts at mediation led by Chancellor Angela Merkel? Sources in the Chancellery have referred to Breedlove's comments as "dangerous propaganda." Foreign Minister Frank-Walter Steinmeier even found it necessary recently to bring up Breedlove’s comments with NATO General Secretary Jens Stoltenberg.

    But Breedlove hasn't been the only source of friction. Europeans have also begun to see others as hindrances in their search for a diplomatic solution to the Ukraine conflict. First and foremost among them is Victoria Nuland, head of European affairs at the US State Department. She and others would like to see Washington deliver arms to Ukraine and are supported by Congressional Republicans as well as many powerful Democrats.

    Indeed, US President Barack Obama seems almost isolated. He has thrown his support behind Merkel's diplomatic efforts for the time being, but he has also done little to quiet those who would seek to increase tensions with Russia and deliver weapons to Ukraine. Sources in Washington say that Breedlove's bellicose comments are first cleared with the White House and the Pentagon. The general, they say, has the role of the "super hawk," whose role is that of increasing the pressure on America's more reserved trans-Atlantic partners.

    A mixture of political argumentation and military propaganda is necessary. But for months now, many in the Chancellery simply shake their heads each time NATO, under Breedlove's leadership, goes public with striking announcements about Russian troop or tank movements. To be sure, neither Berlin's Russia experts nor BND intelligence analysts doubt that Moscow is supporting the pro-Russian separatists. The BND even has proof of such support.
    But it is the tone of Breedlove's announcements that makes Berlin uneasy. False claims and exaggerated accounts, warned a top German official during a recent meeting on Ukraine, have put NATO -- and by extension, the entire West -- in danger of losing its credibility.

    There are plenty of examples. Just over three weeks ago, during the cease-fire talks in Minsk, the Ukrainian military warned that the Russians -- even as the diplomatic marathon was ongoing -- had moved 50 tanks and dozens of rockets across the border into Luhansk. Just one day earlier, US Lieutenant General Ben Hodges had announced "direct Russian military intervention."

    Senior officials in Berlin immediately asked the BND for an assessment, but the intelligence agency's satellite images showed just a few armored vehicles. Even those American intelligence officials who supply the BND with daily situation reports were much more reserved about the incident than Hodges was in his public statements. One intelligence agent says it “remains a riddle until today" how the general reached his conclusions

Both officials used the Ukrainian word ‘Maidan’ to describe a string of protest actions that eventually turned into mass unrest and the ousting of the legally elected president and parliament.

They also operate secret training programs for Russian journalists. She also said they provide funding to organizations and programs inside Russia but wouldn’t give details.

    Isil has claimed a suicide car bombing that killed at least 125 people, including 15 children, in central Baghdad, targeting a busy shopping area crowded with families and young people.

    A car bomb exploded in the Karrada neigbourhood late on Saturday night, when Iraqis flocked to the street’s many restaurants and cafes to break their fast for the Muslim holy month of Ramadan.

    Mr Sami said that one of his friends had been killed in the bombing while another was still missing.

    The bombing, which has left more than 130 injured, was the third major attack attributed to Islamic State of Iraq and the Levant (Isil) this week after a triple suicide bombing at Istanbul’s AtatĂĽrk airport killed 44 people on Tuesday night and 20 people died in an attack on a cafe in Bangladesh’s capital Dhaka on Friday.

  20. A separate explosion in a predominantly Shia neighbourhood north of Baghdad killed another five people on Saturday night. The attack, thought to have been caused by an IED, has not yet been claimed by any group.

    The latest bombings are among the deadliest to hit Iraq this year.

    When Prime Minister Haider al-Abadi tried to visit Karrada on Sunday morning, he was met by an angry crowd. A video posted online showed a mob screaming “thief!” while throwing stones and bottles at his convoy.

    The government faced a wave of protests this spring as Iraqis demonstrated against corruption and a lack of security and basic services in their country.

    Firefighters were still working to extinguish the enormous fire caused by the explosion the next morning. Images taken on Sunday showed a charred row of buildings at the site of the explosion, with several partly collapsed.

    In a statement posted online, Isil claimed responsibility for the Karrada bombing, saying its target had been Shia Muslims. The upscale neighbourhood is home to mainly Shia residents as well as a small Christian community.

    Isil has come under increasing pressure in Iraq and Syria in recent months. The jihadist group has lost territory in Iraq’s Anbar province over the past year as security forces recaptured the city of Ramadi and several towns.

    Last Sunday, Iraqi forces declared they had “fully liberated” the city of Fallujah, which had endured more than two years of Isil rule. The jihadists still control swathes of the country’s northern and western provinces, including Iraq’s second-largest city of Mosul.

    The deadliest terror attack killed 125 people, including 25 children, Saturday evening in a busy shopping district in Baghdad.
    Families had gathered there to break the Ramadan fast and watch the Euro 2016 soccer tournament in a cafe when a suicide car bomb exploded, ripping through a multi-level building that also housed stores and a gym.
    At least 147 were injured.

    Just a day after Steinmeier was quoted in Bild, General Petr Pavel, chairman of NATO’s military committee, dropped another bombshell. Pavel told a Brussels press conference flat out that Russia was not at a threat to the West.

    “It is not the aim of NATO to create a military barrier against broad-scale Russian aggression, because such aggression is not on the agenda and no intelligence assessment suggests such a thing,” he said.

    What? What happened to Russian “aggression” and the Russian “threat?” What is the meaning then of the fear of Russia pounded every day into the heads of Western citizens? Is it all a lie? Two extraordinary on-the-record admissions by two men, Steinmeier, the foreign minister of Europe’s most powerful nation, and an active NATO general in charge of the military committee, both revealing that what Western officials repeat every day is indeed a lie, a lie that may be acknowledged in private but would never before be mentioned in public.

    Two years ago I was in a background briefing with a senior European ambassador at his country’s U.N. mission in New York and could hardly believe my ears when he said talk about Russia’s threat to Eastern Europe was “all hype” designed to give NATO “a reason to exist.” Yet this same ambassador in public Security Council meetings would viciously attack Russia.

    But the hype is about more than just saving NATO. The fear campaign feeds the American and European military industries and most importantly puts pressure on the Russian government, which the U.S. wants overthrown.

      For months I have been saying mostly good things in this blog about Trump’s powers of persuasion, and mostly bad things about how the Clinton campaign does persuasion. And yet Clinton has a solid lead in the polls, assuming the polls are accurate. How can that be?

      The quick answer is that Clinton’s side is totally winning the persuasion battle.

      Confused?

      Clinton’s side includes more than her campaign team. It also includes pundits, supporters on social media, and the liberal-leaning parts of the mainstream media. While the Clinton campaign itself has been notably weak with its persuasion game, the folks on her side have been viciously effective at branding Trump a crazy racist.

      Nothing else in this election matters.

      Viewed through the Master Persuader filter, the facts of this election don’t matter because facts are not persuasive. The lies don’t matter. The flip-flopping doesn’t matter. Trump’s command of the issues don’t matter. Trump’s insults don’t matter. Policies don’t matter. Trump University doesn’t matter. Even charges of sexism are not enough to derail him.

      The persuasion kill shot against Trump is the accusation that Trump is a crazy racist. When you combine crazy and racist, you have a lethal persuasion cocktail. And that’s what the Clinton side has done.

      The folks on social media tested lots of accusations against Trump until they found traction with the “crazy racist” theme in all its forms. And Clinton’s campaign team wisely amplified it.

      For example…

      There was the time Trump called for a wall to keep illegals out, and social media said securing our borders – which we already try to do – is racist.

      There was the time Trump suggested mass deportation of illegal immigrants, and social media said upholding current law is racist.

      There was the time Trump suggested banning all Muslim immigrants until we figure out what the risk is, and how to deal with it. Islam is a belief system open to all, not a race, but social media branded it as racist.

      There was the time Trump didn’t denounce the KKK on CNN in a timely fashion. Still, that one awkward interview created confirmation bias of racism because the public was primed to see it as such.

      There was the time Trump called the judge in his Trump University case “Mexican” even though the judge was born in this country of Mexican immigrants. That seemed racist because voters were primed to see it that way. Keep in mind that Trump called Ted Cruz a Canadian for months and you didn’t see that as racist.

      As a legal strategy, it makes perfect sense for Trump to accuse the judge of bias. That way, if the ruling goes against Trump, he already has a defense in place. And realistically, no one believes the judge could give a favorable ruling to Trump without some awkwardness at his next family gathering. But voters saw Trump’s accusations about the judge’s bias – a bias all humans have – as racist because they were primed to see things that way.

      And there are all the times Trump calls Elizabeth Warren Pocahontas, which is more silly than racist. But once you put it in context with the rest of the confirmation bias, it looks like some sort of pattern.

      The facts don’t matter. Facts never matter. What matters is that the “crazy racist” label picked up enough confirmation bias to stick like tar. The Clinton team won the month of June. And unless something changes, Clinton will saunter to an easy victory in November."

  26. IRAQ CIVILIAN DEATH TOLL HIGHER UNDER OBAMA THAN BUSH

    In Bush's last year in office, the Iraqi civilian death toll was at around 10,000. Under Obama, it hit 20,000 in 2014. And it's still very high.

    Nearly 19,000 civilians were killed in Iraq between January 2014 and October 2015 -- a toll the United Nations calls "staggering" in a new report.

    This is worse than all but two of the worst years under Bush. By Bush's last year in office, the Surge, which Obama opposed, had worked and the violence had died down.
    Before Obama called ISIS a JV team, civilian casualties had doubled in one year.

    That says it all.

    Civilian casualties in Iraq began rising in 2012, but Obama just didn't pay attention. By the time things got really bad in 2014, he had to pivot from making excuses to pretending to fight ISIS.

    The Federal Bureau of Investigation and the Arizona Attorney General’s Office have arrested an 18-year-old Tucson man they say conspired to carry out acts of terrorism against government buildings in Maricopa and Pima counties.

    Mahin Khan was arrested in Tucson following an investigation by the FBI’s Joint Terrorism Task Force, according to the FBI. He was booked into Maricopa County jail on suspicion of conspiring to commit terrorism.

    Attorney General’s Office spokeswoman Mia Garcia and FBI officials said Khan’s alleged plans did not involve the Fourth of July or any related festivities...

      Daphne Ann Crawford, 29, was indicted by a federal grand jury, according to documents filed in U.S. District Court. The indictment says Crawford used the Internet to transmit a message May 24 threatening to injure another person with a firearm. Use of the Internet is considered interstate commerce.

      The argument involving Crawford, her husband and the restaurant staff happened at Mel’s Diner. A customer posted a comment on Facebook about the incident. Crawford responded online and said her husband would shoot the customer and the customer’s family, according to court documents.

      Crawford sent the person a photo of her husband dressed in Middle Eastern attire holding an assault rifle. Both Crawfords claim they are Muslim converts.

      The indictment was filed June 22. Crawford was arraigned Tuesday morning. Crawford, also known as Daphne Ridenour and Umm Ammara Khalid, is being held at the Washington County jail. Daphne and Alan Lewis Crawford Jr., both of whom list 98835 S. 4750 Road, Muldrow, Okla., as their address, were arrested early June 18 by Fayetteville police and the FBI in connection with simultaneous possession of drugs and firearms, possession of a controlled substance, fleeing and endangering the welfare of a minor, according to a preliminary arrest report.

      Officers found three AR-15 assault rifles, a 12-gauge shotgun, six handguns and roughly 2,000 rounds of ammunition, including 721 rounds for the assault rifles, in the Crawford’s room at Value Place motel, according to the report. The search also found clonazepam pills and THC wax, the report said. THC is the active ingredient in marijuana. Clonazepam is used as an anti-anxiety medicine…. -

    BAGHDAD (AP) — A devastating truck bombing on a bustling commercial street in downtown Baghdad killed 115 people early Sunday, brutally underscoring the Islamic State group's ability to strike the capital despite a string of battlefield losses elsewhere in the country.

    It was the deadliest terror attack in Iraq in a year and one of the worst single bombings in more than a decade of war and insurgency, and it fueled anger toward Prime Minister Haider al-Abadi.

    When al-Abadi visited the site of the suicide blast in the city's Karada district, a furious mob surrounded his convoy, yelling expletives, hurling rocks and shoes and calling him a "thief."

    Many Iraqis blame their political leadership for lapses in security in Baghdad that have allowed large amounts of explosives to make their way past multiple checkpoints and into neighborhoods packed with civilians....

    Whoever said crime doesn't pay hasn't talked to the family of a Palestinian terrorist. For the Palestine Liberation Organization and the related Palestinian Authority, the killers of Jewish Israelis are considered "martyrs." And as such, their families are paid for the service these murderers have done for the Palestinian cause.

    This has come to light this week after a Palestinian, Mohammed Tarayra, stabbed Hallel Yaffa Ariel, a 13-year-old Israeli girl, as she was sleeping in her bed. The stabbing was part of a wave of attacks by Palestinians who have for nearly eight months been shooting, stabbing and running down Jews with the encouragement of social media and popular songs.

    According to the latest report of the Russian, European, U.S. and U.N. group known as the Quartet, there have been 250 of these kinds of attacks since October. It says, "These terrorist attacks, which have been carried out mostly by young, unaffiliated individuals, contribute to the sense among Israelis of living under constant threat."

    But this misses important context. The Quartet's report, which is even handed to a fault, makes no mention of the "martyr's fund," through which the Palestinian Authority and the Palestine Liberation Organization pay the families of all Palestinian prisoners and the families of martyrs. So while there is no evidence that the Palestinian government plans these killing sprees, it encourages them as a legitimate act of resistance.

    As Commentary's Evelyn Gordon wrote this week, the prisoners and the families of the prisoners themselves are actually paid a higher wage than what most Palestinians earn for nonviolent work.

    The origins of these payments goes back a long way. Before the Palestinian Authority was established in the 1990s through the Oslo peace process, the Palestine Liberation Organization paid the families of "martyrs" and prisoners detained by Israel. That practice became standardized during the Second Intifadah of 2000 to 2005. The Israelis even found documents in the late Yasser Arafat's compound that showed payments to families of suicide bombers.

    For years the Israelis and the Americans didn't do much on this issue. The Israel Defense Forces work closely with Palestinian security services to keep the peace in the West Bank. Meanwhile, the Bush and Obama administrations have pressed both sides to restart negotiations over a final status.

    This is starting to change. On Friday, Israel's prime minister, Benjamin Netanyahu, announced that he would begin withholding part of the tax revenue that Israel sends to the Palestinian Authority -- equal to the amount paid to "martyrs."

    Frank Lowenstein, the U.S. special envoy for Israeli-Palestinian negotiations, told me the U.S. has recently started withholding funding for the same reason. "We have robustly complied with legislation passed in 2014 that requires us to deduct from development assistance to the Palestinian Authority for Palestinian payments to individuals imprisoned for acts of terrorism," he said. The amount of development assistance that has been withheld is classified.

    The Palestinian Authority seems to be aware of this and has figured out ways to hide these payments to the families of murderers, by creating new accounts....

    Ancient cave bears, which roamed from the United Kingdom to Russia for hundreds of thousands of years, made a strong impression on Stone Age artists, who included them in a 30,000-year-old gallery of animals lining the walls of Chauvet cave in modern France. But the cave bear mysteriously went extinct about 24,000 years ago—and new research is offering some tantalizing clues as to why. Climate change, specialized diets, and unique hibernation strategies are among the many hypotheses for why the cave bears died off, whereas their close cousin—the brown bear—survives to this day. To narrow the list of possibilities, one group of scientists looked to a well-known marker of diet: teeth. Once they come in, teeth don’t grow and they don’t shrink, except in response to wear and tear. Using a portable scanner popular with dentists, the scientists created 3D scans of molars from the lower jaws of cave bears and other Northern Hemisphere bears, including polar bears and black Asiatic bears. They then calculated the “complexity” of the different molar crowns by looking at their arrangement of ridges and cross-ridges. The cave bears had the most complex molars out of all the bears, suggesting that they may have had a highly specialized vegetarian diet, the researchers reported in Washington, D.C., today at the International Conference of Vertebrate Morphology. This could have contributed to their vulnerability to extinction. But an even more tantalizing clue lies in the the shape of the cave bears’ second molars. From bear to bear they were highly variable, suggesting the animal was under a lot of environmental stress.

    As Commentary's Evelyn Gordon wrote this week, the prisoners and the families of the prisoners themselves are actually paid a higher wage than what most Palestinians earn for nonviolent work.

    The origins of these payments goes back a long way. Before the Palestinian Authority was established in the 1990s through the Oslo peace process, the Palestine Liberation Organization paid the families of "martyrs" and prisoners detained by Israel. That practice became standardized during the Second Intifadah of 2000 to 2005. The Israelis even found documents in the late Yasser Arafat's compound that showed payments to families of suicide bombers.

    For years the Israelis and the Americans didn't do much on this issue. The Israel Defense Forces work closely with Palestinian security services to keep the peace in the West Bank. Meanwhile, the Bush and Obama administrations have pressed both sides to restart negotiations over a final status.

    This is starting to change. On Friday, Israel's prime minister, Benjamin Netanyahu, announced that he would begin withholding part of the tax revenue that Israel sends to the Palestinian Authority -- equal to the amount paid to "martyrs."

    1. Frank Lowenstein, the U.S. special envoy for Israeli-Palestinian negotiations, told me the U.S. has recently started withholding funding for the same reason. "We have robustly complied with legislation passed in 2014 that requires us to deduct from development assistance to the Palestinian Authority for Palestinian payments to individuals imprisoned for acts of terrorism," he said. The amount of development assistance that has been withheld is classified.

      The Palestinian Authority seems to be aware of this and has figured out ways to hide these payments to the families of murderers, by creating new accounts. Senator Dan Coates, a Republican from Indiana, has introduced new legislation aimed at closing this loophole.

      One problem is that the payments to terrorists' families are exceedingly popular these days. Ziad Asali, the president and founder of the American Task Force on Palestine, told me that in recent years the media and politicians have elevated these payments to something "sacred in Palestinian politics." Asali said the Palestinian Authority president, Mahmoud Abbas, and others are too weak to stop it. "This is where we find ourselves now. The vast majority understand there has to be an end to violence; it's not serving the Palestinians in any way," Asali said. "But I think nobody really has the stature and clout to confront these issues publicly."

      Asali is getting at one of the many tragedies today for the Palestinians. Abbas came to power initially after he condemned suicide bombing and terrorism during the Second Intifadah. His bravery at the time to confront Arafat earned him a reputation as a peacemaker and is one reason President Barack Obama has never publicly criticized him with the same ferocity he reserves for Netanyahu.

      But today Abbas is in the 11th year of a four-year term as president. He has made some vague statements opposing the recent wave of violence. But he never condemns the murderers by name. Meanwhile, his own Fatah Party glorified Tarayra on its official Facebook page.

      No wonder the killer's family is so proud of him. His mother told a local news outlet: "My son is a hero. He made me proud. My son died as a martyr defending Jerusalem and the Al-Aqsa Mosque," according to a translation from Palestinian Media Watch.

      Israel's alleged peace partner appears to agree. If the past is precedent, she will receive a steady check to honor her son's murder of a 13-year-old Jewish girl in her sleep.

      Of course I stand against this... It's a shame Deuce doesn't.

    President Barack Obama's government said on Friday it inadvertently killed up to 116 civilians in strikes in countries where America is not at war, a major disclosure likely to inflame debate about targeted killings and use of drones.

    Obama's goal for the release of the numbers, which are higher than any previously acknowledged by his government but vastly below private estimates, is to create greater transparency about what the US military and CIA are doing to fight militants plotting against the United States.

    White House spokesman Josh Earnest told reporters on Friday that the disclosure represented real progress.



    "The president believes that our counter-terrorism strategy is more effective and has more credibility when we're as transparent as possible," said Earnest.

    "But the fact is these operations that will be the substance of an announcement later today are the kinds of operations that just a couple of years ago we wouldn't even confirm existed," he continued.

    Non-governmental organizations estimate that hundreds of civilians were killed in such strikes, many of them by drones, in countries including Pakistan, Yemen and Somalia.
