Schumer: Chicken Slaughtered, Raised In China Could Pose Major Risk

USDA Says It Has Not Finalized Audit Of China

NEW YORK (CBSNewYork) — Chicken from China has officials on alert, including U.S. Sen. Charles Schumer (D-N.Y.)
As WCBS 880’s Jim Smith reported Sunday, Schumer said first, the U.S. Department of Agriculture only allowed chickens that had been processed in China to be sold in the U.S. Now, he said the USDA plans to green-light poultry raised and slaughtered in China.
This has never happened before, and it is a bad idea, Schumer argued.
“China has a terrible record on health safety, and chickens are one of the things that need the most care and inspections,” he said.
Schumer called the plan a huge change in policy, and a big mistake.
“China has been a massive source of food poisoning here in America for years,” he said.
A step closer to final approval, Schumer said a USDA report to Congress indicated aspects of the Chinese slaughter system to be equivalent to that of the U.S.
“Why is the USDA doing it?” he said. “We just don’t know.”
In response to Schumer’s comments, the USDA said it is legally obligated to review requests from countries waiting to export, but it has not finalized its audit of China.
As to whether the Chinese poultry slaughter system is equivalent to that of the U.S., the USDA said categorically that it is not.

“USDA has not found China’s poultry slaughter system to be equivalent and therefore poultry slaughtered in China is not allowed to be imported to the United States,” the agency said in a statement. “The U.S. food supply is among the safest in the world, and the Food Safety and Inspection Service is dedicated to maintaining that status.”

    Yum and McDonald's Corp's have come under intense scrutiny from local media since the official China Central Television reported in late December that some of the chicken supplied to them contained excess amounts of antiviral drugs and hormones used to accelerate growth.

      James O’Keefe, the guerrilla videographer who helped bring down ACORN (the “community organizing” group that Barack Obama worked for as a lawyer and trainer) and got NPR’s president fired, is back.

      This time, his undercover investigators focused on Obamacare’s “navigators,” the nearly 50,000 people who, in the words of the Department of Health and Human Services, “will serve as an in-person resource for Americans who want additional assistance in shopping for and enrolling in plans” on the Obamacare exchanges (at least when they’re finally working). The total value of grants doled out for nonprofits and community organizations to hire navigators has topped $67 million nationwide, and some of the money is going to a group run by ACORN’s highly controversial founder.

      The events of O’Keefe’s video of a Texas navigator site run by the National Urban League are a familiar sight to viewers of his past efforts exposing Medicaid and voter fraud. Government-paid workers supposedly trained to uphold the law advise clients on how to lie on government forms, evade legal requirements, and ignore proper procedures.

      “You lie because your premiums will be higher,” one navigator advises an investigator for O’Keefe’s Project Veritas, who tells the worker he sometimes smokes. “Don’t tell them that. Don’t tell ’em.”

      The investigator then poses as a low-income worker at a university who has unreported cash income on the side, worrying about how that might affect his premium subsidies. That’s no problem for a navigator, who says, “Don’t get yourself in trouble by declaring it now.”

      “Yeah, it didn’t happen,” another navigator says. One more chimes in: “Never report it.”

      Records show that the National Urban League was paid $376,000 by the federal government for its Obamacare outreach in Texas.

  4. Feds deny they're lifting China chicken ban

    Federal food safety regulators are denying Democrats’ claims that they are preparing to let raw chicken parts be imported from China.

    The the Food Safety and Inspection Service in a statement late Sunday said it “has not found China's poultry slaughter system to be equivalent and therefore poultry slaughtered in China is not allowed to be imported to the United States.”

    “The U.S. food supply is among the safest in the world, and the Food Safety Inspection Service is dedicated to maintaining that status," continued the service, which is housed in the Department of Agriculture.

    The announcement came after Sen. Charles Schumer (D-N.Y.) and Rep. Rosa DeLauro (D-Conn.) criticized the Obama administration for “getting ready” to allow Chinese chickens to be sold in American stores.

    The USDA is currently conducting an audit of China’s poultry slaughter system. That report has not yet been finalized. When it is, the food safety agency said that China would be required to fix any flaws in its food safety regime.

    In late August, the Agriculture Department allowed four Chinese poultry processors to ship some cooked meat to the U.S. The department said that only birds raised in the U.S. and Canada and then sent to China could be imported into the country.

  5. How China Got Approval to Process and Export U.S. Chicken

    For two weeks this past March, an audit team from USDA’s Food Safety and Inspection Service (FSIS) was all over the People’s Republic of China’s poultry-processing system.

    Their task was to determine if China’s processing “remains equivalent to that of the United States, with the ability to produce products that are safe, wholesome, unadulterated, and properly labeled.”

    The conclusion, based on corrective actions the Chinese took in response to the last audit in 2010, was that China’s General Administration for Quality and Safety Inspection and Quarantine (AQSIQ) passed the test — its regulation of poultry production is up to USDA standards.

    This means that four poultry processors in China will be able to ship cooked poultry products to the U.S. The chickens will have to originate here, but it also might be the first step toward the day when birds raised and slaughtered in China could fill dinner plates in the U.S.

    Like its other foreign audits, the FSIS investigation of China’s poultry-processing plants was exhaustive. It included government oversight, statutory authority and regulations, sanitation practices, hazard analysis and critical control point planning, chemical residue programs and microbiological testings.

    In each area, FSIS requires the foreign government reach a standard that is at least equivalent to USDA standards. In China, the two-week audit began and ended in Beijing, but focused on four poultry-processing establishments: Qingdao 9-Alliance Group, Ltd.; Zhucheng Waimao Co., Ltd., Weifang Legang Food Co., Ltd, and Zhong AO Holdings Co., Ltd.

    All four establishments were investigated based on provisions of both U.S. and Chinese food-safety law. China first requested U.S. inspection in 2004, and while it was added to the U.S. list of countries for which export of processed poultry was allowed in 2006, restrictions were imposed because China was not free of highly pathogenic Avian flu and exotic Newcastle Disease.

    Since 2010, however, China has taken corrective actions and sought a re-examination by the U.S. FSIS then found the inspection system in the People’s Republic “meets the requirement for this equivalence component.”

    That the USDA is not "poised" to allow Chinese Chicken unfettered access to the US dinner table.

    But is following strict guidlines in the inspection of Chinese chicken processors. Inspections the Chinese have failed in the past but have "cleaned up" and brought to USDA standards. The past failurs an indication that the USDA is adhering to their own standard of excellence in food safety inspections.

    Meanwhile the Chicken Little contingent is now siding with Chuck Shumer in promoing misinformation as fact, that is humorous..

  7. In the five years through 2013, revenue for China’s poultry farming industry has grown at an average annualized rate of 7.7% to $75.3 billion and two U.S. meat giants are in the thick of it. Tyson Foods and Cargill each want their share of this burgeoning market expected to produce 20 million tons of chicken this year with revenue growth of nearly 10%, according to IBIS World.

    YSON’S VENTURES
    Springdale-based Tyson Foods has worked toward complete vertical integration of its China operations for more than a year. It's a move the company said will improve food safety standards in China while also helping grow topline sales.

    Tyson CEO Donnie Smith recently said that roughly 50% of its chicken business in China is vertically integrated, and by the end of 2014 it should reach 100%.
 Tyson operates three ventures and employs about 4,300 people in China. The first venture, established in 2001,Tyson Dalong Food Co., operates two modern processing plants and a separate marinating facility.

    In 2008, Jiangsu Tyson Foods Co. was formed near Shanghai, which is a fully integrated poultry complex where the company is sharing food safety and efficient processing methodology with Chinese consumers.

    In 2009, Tyson acquired a majority interest in three poultry plants in the Shandong province. In 2011, Tyson purchased the remaining 40% bring the company’s total investment of $115 million with another $93 million for capital needs. Those facilities are known as Tyson Rizhao and Tyson Weifang.

    In China, Tyson processes chicken sold wholesale into food service for clients such as Yum Brands! and McDonalds as well fresh chicken sold in retail groceries like Wal-Mart and Sam’s, extending those longtime U.S. relationships abroad.

    Tyson said it is processing about 1.3 million birds per week with a goal to reach 3 million per week by late 2014.

    “We’re expanding the volume of company-controlled birds we produce for our poultry operations. This includes both company-owned birds raised by contract farmers and company-owned birds raised on Tyson-owned and operated farms,” Tyson spokesman Gary Mickelson said.

      Like Tyson, Cargill has made substantial investments in China. Known for beef and turkey in the U.S., Cargill stretched its wings into chicken production with a $250 million green field investment last year in Anhui, China.

      The large broiler facility includes a feed mill, farms, hatchery and processing plants, according to Michael Martin, Cargill spokesman. He said the facility will raise 65 million birds a year, one of the largest integrated plants in China when production is running a full capacity in the next couple of years.

      Construction was completed this summer and production kicked off last month. The chicken raised by Cargill’s China operations are being sold via food service channels. The company estimates by 2015 the complex will employ 3,500 people.

      “In a country that consumes about a third of the world's animal protein, we believe the product quality and integrity made possible through this model operation will help build confidence in China's food supply,” Cargill noted in a release.

      Cargill said China’s chicken industry is beginning to modernize, much like the pork sector did 20 years ago.

      The timing for Tyson and Cargill couldn’t be better given that China’s image has suffered from multiple food safety gaffes in recent years and these two International meat companies have strong food safety records, analysts said.

      Earlier this year an Avian Influenza outbreak known as the H7N9 virus, devastated flocks, sickened more than 100 people and caused more than $6.5 billion in losses to China’s economy. Smith said the outbreak was troubling and detrimental to protein consumption in the short run. However, he said the unfortunate event had “absolutely validated our model for extreme biosecurity.”

      Smith said, while many chickens in China are still raised by small farmers, Tyson is bringing technology and practices common in the U.S. to the Asian country. To keep birds healthy, Tyson uses ventilation systems in the houses, mills its own feed, controls access to farms and requires anyone entering or leaving the buildings to shower, he said.

      Customers in China are willing to pay more for added food safety Tyson provides, he added.

      Martin said the Chinese government continues to encourage the modernization of the poultry supply chain, including the construction of modern housing complexes, in order to improve food safety and disease prevention.

      While China’s consumers are receptive to these brands, Tyson and Cargill each said expansion there has had its challenges.

      Mickelson said the acquisition of land rights is vital for Tyson’s ability to expand and is not a simple process. He said Tyson has received great support from local and provincial governments in their efforts to virtually integrate all of their operations in China.

      Martin said Cargill spent a considerable sum constructing roads and bringing the power infrastructure into Anhui before they could began building their complex operations.

    Last year, China sent more than 4 billion pounds of food to the U.S. including half the apple juice we drink, 30% of the garlic we use, and 85% of the tilapia we eat. Now processed chicken may be coming our way.

      April 9, 1948. A combined force of Irgun Zvai Leumi and the Stern Gang, supported by the Palmach forces, captured the Arab village of Deir Yassin and killed more than 200 unarmed civilians, including countless women and children. Older men and young women were captured and paraded in chains in the Jewish Quarter of Jerusalem; 20 of the hostages were then shot in the quarry of Gevaat Shaul.

      April 16, 1948. Zionists attacked the former British army camp at Tel Litvinsky, killing 90 Arabs there.

      November 25, 1940.
      In September, 1940, around 3,000 Jewish refugees from Vienna, Prague and Danzig were attempting to reach Palestine.
      In a convoy of four river steamers, they set sail down the Danube and reached the Romanian port of Tulcea where they transferred to three Greek cargo ships named Atlantic, Pacific and Milos.

      Conditions on board these three ships were horrendous, reminiscent of Japanese hell-ships later in the war.
      Eventually the ships reached Palestinian waters, but the British Colonial Office refused them permission to land.
      It was finally decided to deport the refugees to the island of Mauritius where a special camp was to be built.
      The three ships were then brought into Haifa harbour where the liner Patria was berthed.

      The refugees were then embarked on the Patria and as the last passengers from the Atlantic were coming on board, a tremendous explosion ripped the liner apart.

      The death toll amounted to 267 refugees killed.

      The explosion was the work of the Jewish underground army, the Haganah, who had meant only to damage the ship to prevent it sailing but had miscalculated the amount of explosives needed to disable the ship.

      Many say that this was no miscalculation and was deliberate murder of Jews by Jews, in an attempt to influence British immigration policy to Palestine.

      This is what I referred to, and anyone one who has read up on the 'negotiations' through the years shouldn't disagree. From Shamir through Sharon and now back to Netanyahu the Israeli view on the negotiations has been pretty consistent and rather cynical. And now, with the value of land on the West Bank increasing in value on a number of fronts, the chance of a two-state solution is nil.

      Either Kerry is lost in his own little lalaland or he is also just deeply cynical.

  21. Was Jesus' Brother's Burial Box Vandalized?

    A limestone box said to have once held the bones of the brother of Jesus was at the center of the most controversial forgery case in decades -- and it was allegedly vandalized by the Israeli government before being returned to its owner.

    Called the James ossuary, it is a small stone box with an inscription that reads, "James, son of Joseph, brother of Jesus."

    That Jesus had a sibling at all is a controversial idea disputed by the Roman Catholic Church. If the box itself were authentic, it would be considered the first physical link to Jesus.

    A three-judge panel of Israeli Supreme Court justices ordered the Israel Antiquities Authority (IAA) to return the box and several other artifacts to antiquities collector Oded Golan last month, after the agency spent 10 years accusing Golan of forging the items.

    The box will soon go on display for the public to view for the first time since 2002. There's just one problem: Reddish stains now appear over the inscription, remnants of a silicon substance applied by the Israel Police Forensics Laboratory to help determine the authenticity of the James ossuary.

    The contamination might make it impossible to ever fully determine if this ancient relic is forged or real.

    "The Israeli police, with permission of the IAA, made a red silicon mold of the inscription -- destroying the 'letter patina' by pulling out this 'soft' patina ... thus destroying evidence," said the geologists who first studied the ossuary in 2002, according to Jerusalem-based journalist Matthew Kalman who has covered Golan's trial extensively. "Consequently, the alleged small amount of masking letter patina is absent now and cannot be studied further."

    A patina is a tarnish that forms on objects after a long period of time. It is one factor archaeologists use to determine the authenticity of artifacts.

    Judge Aharon Farkash who presided over the case agreed that the process of making the mold left damage to the box and left him with reasonable doubt regarding Golan's guilty charge, Kalman reported.

    "There is no dispute that the casting of the silicon by the forensics people changed the physical condition of the inscription of the ossuary," Judge Farkash said.

    There is also confusion over the decision to create a silicon mold. The police officer who led the investigation testified that he asked the forensics lab to only "examine" the ossuary and not to carry out invasive tests, according to Kalman's report.

    An IAA member who was part of the team of experts that ruled the ossuary a fake testified for the defense in regards to the contamination.

    "I saw a picture of what happened to the ossuary," Orna Cohen told the court, calling it "contaminated," according to Kalman. "It will be hard to say anything about the ossuary itself."

    Golan spoke out over his frustration that the ossuary was damaged when returned to him.

    "It's not in the same condition as before the trial," Golan told Kalman. "The inscription was defaced, contaminated. The government said the second half of the inscription was forged -- the words 'brother of Jesus' -- and that's where the major damage has been done."

The response, he said, was concern but inaction.

      In 1983 that there were 300 Israeli advisers in Guatemala, working "in the security structures and in the army."
      Other reports were less specific as to numbers, but suggested that these Israeli advisers, "some official, others private," performed a variety of functions.
      Israelis "helped Guatemalan internal security agents hunt underground rebel groups."

      Israeli advisers have worked with the feared G-2 police intelligence unit. overseen by the army general staff, the G-2 is the intelligence agency - sections charged with "the elimination of individuals" are stationed at every army base - which has been largely responsible for the death squad killings over the last decade.

    The retail horse market still sucks, so there is no point in riding six head a day.

      Below 5,000 ft we have the Sonoran desert.
      Lots of vegetation, little of it edible.
      By man or beast.

      Above 5,000 ft, the weather moderates in the summers, never much more than 100 degrees, winters it may hard freeze a couple times a year. It rains and we have grassland prairies.

      The summer range, up around 7,000 ft, the summers are fabulous. Winters are damned cold.
      This year it rained and rained and rained.
      The stock tanks all filled, first time in over a decade that happened.
      High pine tree forests, about as many acres in timber as here are in Michigan.

      Cattle prices are solid.
      Horse market is shot to shit.

      The Snowbirds will not be here for another month or so.

      Forget how far it is from Palm Springs to Idylwild CA, but it ain't much: Around 30 miles.

      When it's 120 in Palm Springs, it's glorious in Idylwilld at about 6 thousand feet.
      That and Carlsbad on the Coast is where the Wife's family would vacation.

      I was stuck in the middle of nowhere getting 110 degrees and 5 inches.
      Trips to sanity were a bit longer.

      Stable employment now at the Prisons.

    The Palestinians claim the West Bank, east Jerusalem and the Gaza Strip, territories captured by Israel in 1967, for an independent state. They say Israeli settlement construction on the lands they claim is a sign of bad faith.

    Note: "claim". That is correct, final boundaries have been impossible to draw in the face of war and a willingness to treat in good faith.

  29. Characters Changing Over Time

    Anyone who has been reading Diana Gabaldon's books for long will surely notice that the major characters (and many of the minor ones) change over time.

    Diana made a comment about this on Compuserve back in 2007 (here), and it's stuck with me:

    Anyway, part of the challenge of doing what I do is the problem of reimagining Jamie and Claire with each new book--because while certainly the core of their characters remains the same, they do change, both within themselves and in their relationships--not only with each other, but with other people. But that's what makes it fun.

    For me personally, seeing how the characters change over time, grow older, learn from their mistakes, etc., is one of the most interesting aspects of Improvisational blogging.
    But I'd like to hear what the rest of you think. So here are a few questions, just to get the discussion going:

    Which character do you think has changed the most during the course of the last eight years? The least?
    Are there any characters whose changes have surprised you, or caused you to change your opinion of the character (whether positive or negative)?
    Can you think of any exceptions to this general concept of characters changing over time?
