According to the report the guy was handcuffed. He had one guard on top of him (in the tan uniform). The guard in black gets up ready to TASE the prisoner but when the prisoner pushed him with his foot, the guard got pissed, pulls his gun, stands up, pushes the other guard away, and while the prisoner is sitting on the ground not even looking at the other two guys, the guard executes him.
If you call that ambiguous, you would have likely fit right in had you been on the O.J. Simpson jury.
