    Despite months of laboratory testing and scrutiny by top U.S. scientists, the Obama administration’s case for arming Syria’s rebels rests on unverifiable claims that the Syrian government used chemical weapons against its own people, according to diplomats and experts.

    The United States, Britain and France have supplied the United Nations with a trove of evidence, including multiple blood, tissue and soil samples, that U.S. officials say proves that Syrian troops used the nerve agent sarin on the battlefield. But the nature of the physical evidence — as well as the secrecy over how it was collected and analyzed — has opened the administration to criticism by independent experts, who say there is no reliable way to assess its authenticity.

    The technical data presented by the three Western powers is of limited value to U.N. inspectors trying to determine whether Syria’s combatants used chemical weapons during the country’s 25-month-old conflict. Under the United Nations’ terms of reference, only evidence personally collected by its inspectors can be used to fashion a final judgment.

    But no inspectors have been allowed inside Syria, so Western governments have relied on physical evidence smuggled out of the country by rebels or intelligence operatives. Precisely who acquired the evidence and what methods were used to guard against tampering may be unknowable, according to experts experienced at investigating chemical weapons claims.

    “You can try your best to control the analysis, but analysis at a distance is always uncertain,” said David Kay, a former U.N. weapons inspector who led the U.S. search for weapons of mass destruction in Iraq after the 2003 invasion. “You’d be an idiot if you didn’t approach this thing with a bit of caution.”

    Despite almost uniformly claiming to back a two-state solution to the Israel-Palestinian conflict, most major American Jewish organizations have declined to rally behind Secretary of State John Kerry’s recent call on them to speak with Israeli decision makers on the urgency of renewing negotiations with the Palestinians.

    In interviews with the Forward, some American Jewish leaders say they have stayed quiet because they feel that the onus is on the Palestinians to push for peace. Others told the Forward that they resented Kerry for asking them to pressure Israelis to come to the table.

    “It’s inappropriate for an American official to try to engage and recruit American citizens, just because they happen to be Jewish, to put pressure on an Israeli government to do one thing or another,” said Abraham Foxman, president of the Anti-Defamation League. “It’s just wrong.”

The United States is also leaving behind from the war maneuver a squadron of 12 to 24 F-16 fighter jets at Jordan’s request. Some 300 US troops have been in Jordan since last year.
    Erdogan’s decision will leave the Syrian rebels fighting in Aleppo virtually high and dry. The fall of Qusayr cut off their supplies of arms from Lebanon. Deliveries through Jordan reach only as far as southern Syria and are almost impossible to move to the north where the rebels and the Hizballah-backed Syrian army are locked in a decisive battle for Aleppo.

    The Turkish prime minister told Obama he is afraid of Russian retribution if he continues to let US and NATO weapons through to the Syrian rebels.

    Since the G8 Summit in Northern Ireland last week, Moscow has issued almost daily condemnations of the West for arming “terrorists.”
    Rebel spokesmen in Aleppo claimed Friday that they now had weapons which they believe “will change the course of the battle on the ground.”
    DEBKAfile’s military sources are strongly skeptical of their ability - even after the new deliveries - to stand up to the onslaught on their positions in the embattled town by the combined strength of the Syrian army, Hizballah troops and armed Iraqi Shiites. The prevailing intelligence assessment is that they will be crushed in Aleppo as they were in Al Qusayr.

    That battle was lost after 16 days of ferocious combat; Aleppo is expected to fall after 40-60 days of great bloodshed.
    The arms the rebels received from US, NATO and European sources were purchased on international markets – not only because they were relatively cheap but because they were mostly of Russian manufacture. The rebels are thus equipped with Russian weapons for fighting the Russian arms used by the Syria army. This made Moscow angrier than ever.

    But on Friday, they said they had received new weapons that could lead to "changes" in the civil war.

    A spokesman for the rebel Free Syrian Army said they had not come from the US.

    "We've received quantities of new types of weapons, including some that we asked for and that we believe will change the course of the battle on the ground," FSA spokesman Louay Muqdad told AFP news agency.

    Increasingly brutal tactics are being used in an attempt to break the hunger strike by detainees at Guantánamo Bay, according to fresh testimony from the last British resident still held in the camp.

    Shaker Aamer claims that the US authorities are systematically making the regime more hardline to try to defuse the strike, which now involves almost two-thirds of the detainees. Techniques include making cells "freezing cold" to accentuate the discomfort of those on hunger strike and the introduction of "metal-tipped" feeding tubes, which Aamer said were forced into inmates' stomachs twice a day and caused detainees to vomit over themselves.

    The 46-year-old from London tells of one detainee who was admitted to hospital 10 days ago after a nurse had pushed the tube into his lungs rather than his stomach, causing him later to cough up blood. Aamer also alleges that some nurses at Guantánamo Bay are refusing to wear their name tags in order to prevent detainees registering abuse complaints against staff.

    The speech was sparsely attended compared to the speech Obama had made at the same venue back in 2008 during his first presidential election campaign. And as part of the “All-Star Panel” Friday “Lightning Round” segment, Krauthammer won the privilege of posing the question to his colleagues on how to define the speech.

    “Obama gave a speech in Germany this week,” Krauthammer said. “Was it:

    a) a stirring defense of the United States and the concept of liberty, like Reagan and Kennedy;
    b) a mediocre mush of platitudes;
    c) the worst presidential speech on foreign affairs in memory; or
    d) self-indulgent, anachronistic and adolescent?”


    The Hill’s A.B. Stoddard replied “b”
    National Review’s Rich Lowry replied “d.”

    But Krauthammer said it was both “c” and “d” in his answer.

    “It doesn’t even reach the level of mush,” he said. “C is the correct answer — yes, to be harsh, absolutely — and d, empty, self-indulgent, anachronistic and adolescent.”

    United States secretary of state John Kerry says supporters of Syria’s rebels will step up military and other aid in a bid to end an “imbalance" in president Bashar al-Assad's favour.

    Mr Kerry is one of several foreign ministers participating in the Friends of Syria conference in Qatar's capital, Doha.

    He says those present have recommitted their intention to find a diplomatic solution to the conflict.

    However, he says the Syrian regime has continually chosen a violent response to the conflict and stands against those seeking diplomacy.

    He says that this attitude, coupled with evidence of chemical weapons use, means that supporters of the rebels have no choice but to provide greater assistance in order to create a military balance that would help peace efforts.

    “To provide greater assistance of one kind or another, each nation making its own decision as to what it is comfortable doing,” he said.

    DOHA, Qatar — The Syrian opposition’s major international backers agreed here Saturday to provide “urgently all the necessary materiel and equipment” to rebels fighting the government of President Bashar al-Assad.

    The agreement did not specify what kind of weapons would be sent or which supporters would provide what. But officials attending the Doha conference said that Saudi Arabia and Qatar are prepared to quickly supply shoulder-launched antiaircraft missiles and armor-piercing shells to be used against Assad’s air force and tanks.

    Despite offering a series of pledges of coordination and increased aid in recent months, the rebels’ backers have been divided and inconsistent in acting on them. But officials insisted the new pledge was firm and specific in terms of both quality and quantity of supplies.

    “Something different happened today,” Secretary of State John F. Kerry said after a four-hour meeting of foreign ministers from 11 Western and Middle Eastern governments. Because of Assad’s alleged use of chemical weapons and the large-scale intervention of Hezbollah and Iranian militia fighters in Syria’s civil war, he said, “we have decided that we have no choice . . . but to provide greater assistance.”

    Although the rebels have been receiving arms from Persian Gulf nations, reportedly including a recent influx of surface-to-air missiles from Libya via Qatar, officials said the Doha decision will ensure a continuous, coordinated flow and procedures to ensure the weapons will be kept from Islamic militants. Officials from participating governments spoke about their closed-door discussions here and in other recent talks on the condition of anonymity.

  15. (Reuters) - A suicide bomber blew himself up inside a Shi’ite mosque in northern Baghdad killing at least 12 people during evening prayers, police and medics said, in the deadliest of a series of attacks that claimed more than 30 lives across Iraq on Saturday.

    Sectarian tensions in Iraq and the wider region have been inflamed by the civil war in Syria, where mainly Sunni Muslim rebels are fighting to overthrow President Bashar al-Assad, whose Alawite sect derives from Shi'ite Islam.

    Insurgents including al Qaeda's Iraqi affiliate have been regaining ground and recruits from the country's Sunni minority, which feels sidelined since the U.S.-led invasion toppled former dictator Saddam Hussein and empowered majority Shi'ites.

    "A suicide bomber blew himself up among the worshippers in the middle of evening prayer. There were bodies drenched in blood and others shouting for help while smoke filled the mosque," said a policeman at the scene.

    A further 25 people were wounded in the attack, which took place in the Sab al-Bor district near Taji, 20 km (12 miles) north of Baghdad.

    Scattered attacks across the country throughout the day killed at least 22 others, around half of them in or near the northern city of Mosul, where a suicide bomber killed four people at a police checkpoint.
