The Real Foreign Threat to the US is Not from Russia

The director of the FBI says the whole of Chinese society is a threat to the US — and Americans must step up as a society to defend themselves

  • FBI director Christopher Wray issued a dire warning against China's growing influence during a Senate intelligence hearing on Tuesday.
  • He cited the variety of ways that China is implementing its plan to replace the US as the foremost global power, including infiltrating American academia.
  • China's Confucius Institutes are ostensibly language learning centers, but often serve as vehicles for Chinese propaganda at universities around the world, including the US.
  • Intelligence experts also cited Chinese cybersecurity threats as a major concern in 2018.

FBI director Christopher Wray reiterated a commonly held view on Tuesday that China is seeking to become a global superpower through unconventional means — but framed the threat China poses to the US as not just a governmental one, but as a societal one, too. 

Speaking before the Senate Intelligence Committee alongside the heads of other US intelligence agencies, Wray told Senators that China is using a host of methods to undermine American military, economic, cultural, and informational power across the globe that rely on more than just China's state institutions. 
"One of the things we're trying to do is view the China threat as not just a whole of government threat, but a whole of society threat on their end," Wray said, "and I think it's going to take a whole-of-society response by us." 

Director of National Intelligence Dan Coats expressed a similar sentiment after Sen. Marco Rubio asked him about China's plans to overtake the US as the world's supreme world power. 

"There is no question that what you have just articulated is what's happening with China," Coats said. "They're doing it in a very smart way; they're doing it in a very effective way; they are looking beyond their own region." 

Coats said multiple agencies are conducting "intensive studies" to understand the ways China is looking to carry out its global agenda. 

The double-edged sword of open academics 

Wray pointed to China's use of unconventional intelligence sources at US universities as a salient example of China's reach. 

In intelligence jargon, "collectors" are individuals who collect intelligence on behalf of agencies or governments. And he said they've infiltrated American universities. 

"I think in this setting, I would just say that the use of non-traditional collectors — especially in the academic setting, whether it's professors, scientists, students — we see in almost every field office that the FBI has around the country," Wray said. 

"They're exploiting the very open research and development environment that we have which we all revere, but they're taking advantage of it," Wray added, noting that there is a "naivete" amid academics about the risks posed by foreign nationals at universities.

As Wray mentioned, the openness of academia in general contributes to an open flow of ideas across the globe and the overall advancement of human knowledge and innovation. 

To this end, US universities admit over a million international students, and Chinese students make up the largest share of these students. Nearly 329,000 Chinese nationals were enrolled in American colleges during the 2015-2016 school year, according to TIME. 

While there is no evidence that a majority of Chinese students or academics pose any threat to US interests, there are a number of education efforts that the Chinese government uses as vehicles for soft power. 

The first of these are the Confucius Institutes, which Rubio alluded to during his questioning of Wray and Coats at the Senate hearing. 

These institutes mirror many other foreign-language education entities that countries fund around the world, but with a couple caveats. Rather than existing as stand-alone bodies, they are inserted into US universities, and in addition to teaching Mandarin Chinese, they also reportedly engage in disseminating Chinese propaganda and restricting what professors and students should say.

As a result of the dangers to open expression posed by these institutes, the University of Chicago and Pennsylvania State have already closed the Confucius Institutes on their campuses. Other global universities have followed suit. 

Confucius Institutes also have a strong presence on the African continent, where China is also in the process of growing its economic and political power. Africans in countries like Zambia and Zimbabwe are encouraged to view China as a positive economic force and a source of progress and opportunity as part of the "Look East" policy many African countries have implemented. 

As a result of this push, the number of African students in China has skyrocketed over the last 10 years. 

Chinese cybersecurity threats 

During Tuesday's Senate hearing, the top US intel chiefs drew attention to Chinese cybersecurity strategies. 

"Frankly, the United States is under attack," Coats said, "by entities that are using cyber to penetrate virtually every major action that takes place" within the US.

The Worldwide Threat Assessment of the US Intelligence Community, also released Tuesday, outlines China's online capabilities in detail. 

"China will continue to use cyber espionage and bolster cyber attack capabilities to support national security priorities," the report concluded. Coats added that China's cyber activity is at much lower levels than it was before September 2015, but is still threatening 

Most Chinese cyber operations that the US has detected targeting private industry are against defense contractors, IT, and communications firms. The assessment said these companies are often ones that support the international operations of both the US government and the private sector. 

As a result of these findings, several intelligence heads reaffirmed the necessity to beef up US counterintelligence efforts in cyberspace. Many indeed identified it as one of the top priorities for the intelligence community in the coming year. 

With so many facets of American society under threat, Wray said it would take a lot more than just work from intelligence agencies to combat China. 
"It's not just the intelligence community," he said, "but it's raising awareness within our academic sector, within our private sector, as part of the defense."

    Testifying before the Senate Intelligence Committee on Tuesday morning, FBI Director Christopher Wray said that the bureau had delivered a partial report on problems with Porter to the White House back in March — earlier than the administration had previously acknowledged being aware of such issues.

    Wray also said the FBI had closed its file on Porter last month. This appeared to contradict earlier assertions from press secretary Sarah Huckabee Sanders and from her deputy, Raj Shah, who had said the probe was “ongoing.”

    The problem for the White House, said former RNC head Michael Steele, “starts with an inability get their story straight. And if they expect an FBI they have been trashing for the past year to give them cover, that’s not the way it’s going to work".

    As predicted, (once again, the MSM steals the Quirkster's words as Trump puts out his 2019 FY budget proposal before the 2018 FY budget is even appropriated, or for that matter, even passed), the 2019 FY budget is more of the same...

    During his presidential campaign, Donald Trump told the “forgotten men and women of our country” that he would
    champion them. As evidence that he was a different kind of Republican, he promised not to cut Medicare, Medicaid and other programs that benefit poor and middle-class families.

    On Monday, President Trump proposed a budget that would slash spending on Medicare, Medicaid, food stamps, transportation and other essential government services, all while increasing the federal deficit.

    Mr. Trump’s 2019 budget, combined with the tax cuts Republicans passed last year, would amount to one of the greatest transfers of wealth from the poor to the rich in generations. It would also charge trillions of dollars in new debt to the account of future Americans. It’s a plan that could please only far-right ideologues who want to dissolve nearly every part of the federal government, save the military.


    The proposal would raise military spending by 14.1 percent while cutting funding for the State Department — the agency that has a mandate to resolve problems without going to war — by 26.9 percent. It would cut the Department of Health and Human Services by 20.3 percent and the Department of Education by 10.5 percent. It calls for (yet again) the repeal of the Affordable Care Act and proposes cutting food stamps by $213 billion, or around 30 percent, over 10 years. Medicare and Medicaid, which benefit one-third of Americans, are targeted for cuts of hundreds of billions of dollars.

    If Congress adopted Mr. Trump’s proposal, millions of people would stand to lose health insurance, subsidized food, low-cost housing and other benefits. The result would be to greatly increase poverty and hunger in America.
    This is surely not what most of Mr. Trump’s working-class supporters imagined during the primary and general election campaigns. In May 2015, Candidate Trump tweeted, “I was the first & only potential GOP candidate to state there will be no cuts to Social Security, Medicare & Medicaid.” And in an April 2016 ad that ran in Pennsylvania he promised to “save Social Security and Medicare without cuts...”


    And the Trumpkins, with blank stares and in rote fashion, chant the ritualistic response, Thank you sir, may I have another? Thank you, sir, may I have another? Thank you, sir, may I have another? Thank you, sir, may...on until finally way down the line someone with less clouded eyes finally says...Thank you sir, may I have that last bagel over on the buffet table?

    One last glimmer of hope still remains among this lost generation.

      A lot of people know the Russians. Page knows the Russians. Manafort knows the Russians. Trump knows the Russians. They all say it's a great place.

      And I'm sure you get frequent briefings from the Russian military while the rest of us are stuck with articles from RCW and RCD, but what is your point?

      Are you saying the Russians didn't try to interfere in the 2016 election? Are you saying they won't be doing it this year?

      If so, sorry but that's crazy talk. Four different intelligence agencies gave the assessment that Russia did try to interfere the rest of the 17 indicated they bought into the arguments. We know some of the details. I don't hear anyone of any substance in Congress, Dem or GOP, saying the Russians didn't try to interfere. Even the White House with one notable exception have said they have interfered and that source has waffled on the subject saying one thing one minute and contradicting himself the next.

      There was a consensus in that intelligence hearing yesterday that the Russians will be trying to do it again this year. You don't have to be a Russian expert to know this. Heck we do the same thing even with our allies. If you have reason to dispute that, I'd like to hear it.

      The Dems?

      The GOP owns the government. Both Houses of Congress (Dems and GOP) voted overwhelmingly for the sanctions on Russia.

      I'm not saying the sanctions are a good idea, I'm just saying that blaming the Dems (or the media) for the condemnation of Russia over interference in our elections and other issues such as the Ukraine, Crimes and Syria while ignoring pretty much everyone else seems like a major stretch.

      The biggest critics of Russia sit in the GOP caucus in the Senate.

      “In the North Korean situation, what I had urged was not necessarily a cyber-response to a cyber-attack, but to respond in a way that gets the North Korean’s attention.” He said the lack of deterrence encouraged other countries to launch cyber attacks, culminating with Russian cyber attacks.

    White House officials who are listed as not having permanent security clearances as recently as this past November include Ivanka Trump, the president's daughter and senior adviser; Jared Kushner, the president's son-in-law and senior adviser; Dan Scavino, the president's director of social media; and Christopher Liddell, assistant to the president for strategic initiatives, according to the documents.

    All four are listed as operating with interim clearances only for information classified as "top secret" and "TS/SCI," which is shorthand for "top secret, sensitive compartmented information."

    A total of 34 people who started their government service on Jan. 20, 2017, the first day of the Trump presidency, were still on interim clearances in November.



    If the President has not personally signed off on these potential leakers, whoever did, put US at risk.

    President Trump's needling of Senator Elizabeth Warren's unsupported claim to Native American ancestry has hit its mark. Yesterday, the Massachusetts senator made an unannounced appearance before the National Congress of American Indians, the oldest national organization that claims to represent the interests of Native Americans, and repeated her previously debunked claims in a particularly offensive manner.

    The reliably progressive Boston Globe covered the speech with a straight face:


    Warren did not apologize for her undocumented claims that her mother's family had Cherokee blood – instead, reaffirming: "My mother's family was part Native American. And my daddy's parents were bitterly opposed to their relationship. So, in 1932, when Mother was 19 and Daddy had just turned 20, they eloped.

    "The story they lived will always be a part of me," she said, as tears came to her eyes. "And no one – not even the president of the United States – will ever take that part of me away."

    The tears are a nice touch, don't you think? She's a victim, just like her Indian momma. Trump is so mean...

But her claim implying that her paternal grandparents were racists in opposing marriage to an Indian-heritage girl is false and despicable, besmirching the reputation of long dead ancestors for political gain. Michael Graham of the Boson Herald, no friend of Warren, easily debunks this claim of parental racial victimhood.

      No, her grandparents were not the racists she claims they were, forcing their son to marry in secret. The wedding of Pauline Reed and Donald Herring (Warren's parents) was conducted by a prominent Methodist minister (he helped found Southern Methodist University) and announced with great fanfare in the local paper.

      Not exactly the behavior of parents who opposed a marriage, and definitely not an elopement.

      As for the claim of victim status:

      And most important of all, no – Liz Warren's family never suffered a single setback or even a moment of discrimination due to family lore about their heritage. Liz Warren never lived one minute of her life as a minority. The entire premise of her claim is ludicrous on its face – with or without the high cheekbones.

      She also lied about exploiting her purported minority status to hop on the affirmative action gravy train. From the Globe:

      Responding to critics who claim she used a minority status to gain prestigious law professorships, she said: "I never used my family tree to get a break or get ahead. I never used it to advance my career."

      She had herself listed in directories listing minority faculty members in the United States. These directories are what universities use when under pressure to add minorities and women to their faculties, as Harvard Law School was under pressure to do at the time of her hiring. And Harvard touted her as a minority hire. And, at the time she was hired, I believe she was the only member of the Harvard faculty not to have attended an elite law school. Her hiring, in other words, screams affirmative action.

      Warren threw in some palliatives to distract the audience, made up of genuine Native Americans who are members of tribes (no tribe has ever recognized Warren as a member).

      "I get why some people think there's hay to be made here. You won't find my family members on any rolls, and I'm not enrolled in a tribe," Warren admitted, much as she did in 2012. And just as in 2012, yesterday she failed to produce any proof of her Cherokee heritage claim.

      But even so, she'll lobby for their causes just as if she were a genuine Indian:

      The Massachusetts Democrat ... made an impassioned pledge to advocate for issues of importance for Native Americans.

      It should now be abundantly clear that Warren is running for president in 2020 and wants to put this behind her.



      It won't work.

      A Vox analysis of hiring records for seasonal workers at three Trump properties in New York and Florida revealed that only one out of 144 jobs went to a US worker from 2016 to the end of 2017. Foreign guest workers with H-2B visas got the rest.

      The H-2B visa program allows seasonal, non-agricultural employers — like hotels and ski resorts — to hire foreign workers when they can’t find American ones. The Trump administration temporarily expanded this guest-worker program in 2017 while restricting other avenues of legal immigration, including the H-1B program for high-skilled workers.

      The Trump Organization is exactly the kind of company that relies on the H-2B visa program for low-skilled workers.

      Vox reviewed recruiting files submitted to the US Department of Labor for two Trump properties in Florida (including Mar-a-Lago) and one in New York from the start of 2016 through the end of 2017. In that period, hiring managers said they were able to find and hire only one qualified American worker — a cook — for 144 open positions for servers, cooks, housekeepers, and bartenders.

      Business Insider report indicates Trump owns 17 major hotels and clubs in the US. A search of the Department of Labor database revealed three that applied for H-2B visas in 2016 and 2017.

      Under the H-2B program, employers must first try to hire American workers — or legal immigrants already in the United States — at reasonable wages for their openings. If they can’t find qualified US workers, then employers can ask the Department of Labor for permission to hire foreign guest workers on H-2B visas.

      Documents show that hiring managers at the Trump establishments made the minimum efforts required by law to recruit US workers.

      While many businesses may truly struggle to find local workers and rely on foreign workers to fill slots, the hiring practices at Trump's properties certainly are out of step with his “America First” rhetoric and policies.

      “If the president says ‘hire American,’ then the president’s businesses should hire American,” said Bruce Morrison, a Democrat and former Congress member from Connecticut who helped write the Immigration Act of 1990, which placed limits on the H-2B visa program.

      Mark Krikorian, executive director of the Center for Immigration Studies, which advocates for immigration restrictions, said he was “displeased” when Trump temporarily expanded the H-2B program in 2017. He said Mar-a-Lago is just using the program the way other employers use it: as a way to avoid paying higher wages or offering more benefits to attract American workers.

      “It’s a b****** law written to ensure that employers don’t have to hire Americans,” said Krikorian, who normally applauds the president’s immigration agenda...


      Trump swore that he was not benefitting from the recently passed tax cuts. In fact, he will be making millions off it. The immigration policy is another example of Trump's "I'm 100% (add any word), well, unless it costs me a buck" policy

      Trump pans the H-1b program that tech companies want in order to get skilled workers from abroad from countries like Norway, but then, Trump can't hire them to wash dishes at the same pay as workers from shithole
      countries. Trump is against the H-2a program that brings in temporary farm workers like those the ag industry is begging for but then he doesn't need them.

      He does love that H-2b program though. It's the one that provides temporary workers for the service industry, you know, for outfits like Mar-a-lago.

      But do the Trumpkins complain? Of course, not. Hypocrisy is something they live with every day.

      But only seven US workers inquired about the roles and so they had to hire foreign workers.
      The hiring manager said the candidates were not interested in working there or did not have enough experience.

      Meanwhile, in April 2017, the Trump National Golf Club in New York wanted to hire eight servers and they were allowed to hire foreigners after no Americans applied for the role.

      And in August 2017, the Department of Labor granted the club in Jupiter to hire 16 H-2B servers and cooks after no Americans put their name forward.

      EPA administrator Scott Pruitt’s decision to fly first- or business-class is hardly a scandal. According to a Politico report, it turns out the decision was his security team’s — not his — and was taken after “he was approached in the airport numerous times, to the point of profanities being yelled at him and so forth.” Politico’s source, EPA Office of Criminal Enforcement director Henry Barnet, is a career law enforcement official, who joined the EPA under Obama’s administration in 2011.

      He added: “The team leader felt that he was being placed in a situation where he was unsafe on the flight . . . We felt that based on the recommendation from the team leader, the special agent in charge, that it would be better suited to have him in business or first class, away from close proximity from those individuals who were approaching him and being extremely rude, using profanities and potential for altercations and so forth,” he said.

      #TheResistance was a bit blindsided by this news, especially given that it is their own lack of civility that is responsible for the “scandal.” And so they have switched their argument, contending now that Pruitt deserved the abuse he received for polluting the environment, and calling him a wuss for having to switch seats. Here’s Vanity Fair’s Bess Levin:

      Apparently, individuals going up to the E.P.A. administrator and making completely factual statements was a bridge too far . . . It’s not totally clear why the security team believes that only people flying coach think Pruitt is a prick who deserves to be told as much, but perhaps they’ll address that at a later date.

      So, no, Pruitt’s first-class seat selection is not a scandal. It is unnecessary, though, and if Levin and Co. want the waste to stop, a good start would be advising their friends to stop verbally assaulting federal officials in airports and on-board planes. (And mailing manure and white powder to their houses.)

  58. FBI Director Christopher Wray said in a released statement, “I am committed to getting to the bottom of what happened in this particular matter, as well as reviewing our processes for responding to information that we receive from the public.”

    This comes after separate federal authorities failed to put the proper information into National Instant Criminal Background Check System, mistakes that failed to prevent gun sales to the shooters in Charleston and Sutherland Springs, Texas.

    In the case of the Charleston shooter, the FBI failed to properly enter into its database the information that had been provided by local law enforcement; in Sutherland Springs, the the killer was convicted of domestic violence in 2012 and he received a “bad conduct” discharge from the military.

    But that information, too, failed to reach the background check database. The public would like to have faith in law enforcement, and we recognize that FBI employees are fallible human beings. But this is heartbreaking and egregious.

  60. Trump's gas tax would wipe out 60% of tax cut benefit for individuals, analyst estimates



    President Trump reportedly endorses the idea of a 25-cent per-gallon gasoline tax to pay for infrastructure improvements for roads, bridges and highways.

    Strategas Research points out that the higher tax, along with expected increases in fuel costs, would take away about $71 billion from consumers, or 60 percent of the expected $120 billion gain from tax cuts.

    The increased cost of gas at the pump would also be nine times larger than the estimated $4 billion companies are handing to workers in the form of bonuses, due to corporate tax cuts.

    The similarities between Islam and China

    The end of the Cold War was expected to bring eternal peace; the peace dividend was squandered on expanding the welfare state. In his 1996 book The Clash of Civilizations and the Remaking of the World Order, Samuel Huntington warned of Islam's bloody borders. September 11 duly came along a scant five years later. Those suicide missions were motivated by a hatred for the very idea of the United States.

    We have since learned that a high proportion of Islam's adherents are affronted by the existence of non-Muslims. The fact that many non-Muslims live happy, fulfilling lives at a much higher standard of living makes them even more enraged. We have also learned more about the Islamic religion than we really want to know in an ideal world. There is a continuous stream of books and articles pointing out the deficiencies of that religion. Not that our political leaders have taken any notice of those books and articles; Muslim immigrants continue to be allowed in for no good reason. In the case of Angela Merkel, the intent is malicious. She knows exactly what she is doing.


    Samuel Huntington identified eight civilizations extant on the planet: ourselves, Sinic, Japanese, Hindu, Orthodox, Latin American, African, and Islamic. It has become increasingly apparent that another civilization, besides the Muslims, also wants to rule the world. It turns out that this other civilization wants to rule the world for the same reasons why the Muslims do: the existence of peoples it doesn't control is an affront to it.

    There have been books and articles over the years warning of China's belligerence. A good example is Robert Kaplan's article in The Atlantic entitled "How We Would Fight China," from 2005. Mr Kaplan's summary nails the situation: "The Middle East is just a blip. The American military contest with China in the Pacific will define the twenty-first century. And China will be a more formidable adversary than Russia ever was." My contributions to the oeuvre include a book and articles here on American Thinker.

    The pace of such articles has picked up, and it seems that not a day passes without an examination of some aspect of the coming war with China.....
