  5. A rare gray wolf has been spotted in the southwest Oregon Cascade Mountains, in a sign that recovering populations of the animal are spreading west more quickly than biologists had expected, US Fish and Wildlife officials said yesterday.

    A North Idaho man who says he shot a wolf that appeared to be crouched down as if to attack his three dogs on the southern end of Rathdrum Mountain has been cited for possessing an untagged wolf.

    The Coeur d’Alene Press reports in a story on Tuesday that officials also seized the wolf pelt from 53-year-old Forrest Mize of Rathdrum.

    Mize says that on Dec. 30 he was hiking with his three female Labradors when he shot the wolf with a .22-caliber weapon he carries for protection.

    “I guess I’m not surprised that we are seeing wolves up there,” said Chip Corsi, regional director for the Idaho Department of Fish and Game, noting the abundance of deer, elk and moose in the area. However, it’s unclear whether the wolf shot by Mize was alone or a member of a pack, he said.

    Corsi declined to elaborate on the citation, saying officials are still investigating.

    Officials said even if a wolf shooting is ruled to be defensive, the person isn’t allowed to afterward buy a tag to keep the pelt, which is what Mize did.

    Possessing a wolf pelt without a tag is a misdemeanor.

    Over the weekend, 125 hunters poured into the small town of Salmon, Idaho, to participate in the Predator Hunting Contest and Fur Rendezvous, better known as a “hunting derby.” The end result? Thirty coyotes were killed during the three-day hunt, and—for the second consecutive year—zero wolves.

    The derby, organized by executive director of Idaho for Wildlife Steve Alder, was created to help curb predator populations and teach hunting and survival skills, but the event has attracted much controversy in its two-year lifespan. More than 50,000 complaints were sent to local officials after the Bureau of Land Management (BLM) gave the event’s organizers a permit to use public property for this year’s hunt, permission that was later rescinded. James Townley, an official with BLM, told Newsweek the permit was pulled due to “uncertainties about the details of the Predator Hunt” and “operational changes,” though Alder believes it was because of the numerous complaints. As a result, this year’s derby, like last year’s, was held on U.S. Forest Service lands and private property volunteered by local ranch owners.

    Much of the controversy surrounding the derby has to do with its mission: hunting wolves. The Humane Society has twice called the event a “wolf massacre”—the hunters’ lack of success in killing any notwithstanding—and a number of animal rights activists have spoken out against it.

    Idaho legally allows each hunter to kill up to five wolves per season and trap five more, but Alder told Newsweek that hunters were unable to kill, track or even spot a single wolf this year. Consequently, a $1,000 reward for the hunter who bagged the most wolves went unclaimed yet again. The prize money will be donated to a local food bank instead.

  9. Several members of Congress are preparing to introduce legislation soon to take wolves in Minnesota, Wisconsin, Michigan and Wyoming off the endangered list.

    The bill uses a strategy that succeeded in taking wolves in Idaho and Montana off the endangered list after court challenges by environmentalists blocked those efforts. Congress took matters into its own hands in 2011 and lifted the federal protections in those two states.

      (c) Knowingly administer poison to an animal, or knowingly expose an animal to any poisonous substance, with the intent that the substance be taken or swallowed by the animal.

      (3) A person who violates subsection (2) is guilty of a felony punishable by 1 or more of the following:

      (a) Imprisonment for not more than 4 years.

      (b) A fine of not more than $5,000.00 for a single animal and $2,500.00 for each additional animal involved in the violation, but not to exceed a total of $20,000.00.

      (c) Community service for not more than 500 hours.

      (4) As a part of the sentence for a violation of subsection (2), the court may order the defendant to pay the costs of the prosecution and the costs of the care, housing, and veterinary medical care for the impacted animal victim, as applicable. If the court does not order a defendant to pay all of the applicable costs listed in this subsection, or orders only partial payment of these costs, the court shall state on the record the reasons for that action.

  16. Former Iguala mayor formally charged with the kidnapping of 43 students

    There has been a formal arrest warrant issued for former Iguala, Guerrero mayor, Jose Luis Abarca, along with 44 others for charges of kidnapping of 43 kidnapped and missing normalistas (students) on September 26th 2014.

    This was announced by Tomas Zeron, of the federal general attorney’s office. He did not state when the warrant was issued.

    Although Abarca was charged with crimes connected with organized crime activities, these are the first charges that are directly related to the September Iguala attacks, and kidnapping of the 43 students.

    It is suspected that .Abarca directed the municipal police, in conjunction with the organized crime group Guerreros Unidos, to attack and kidnap the students.
    There is no mention of the other deaths in the attacks of the night of September 26th.

  17. (Reuters) - The United States rolled out a sweeping set of measures on Thursday to ease the half-century-old embargo against Cuba, opening up the country to expanded travel, trade and financial activities.

    Defying hardline critics in Congress, President Barack Obama made good on a commitment he made a month ago to begin loosening some U.S. economic sanctions against the communist-ruled island as part of an effort to end decades of hostility.

    The Treasury and Commerce Departments issued a package of new rules that will allow U.S. exports of telecommunications, agricultural and construction equipment, permit expanded travel to Cuba and authorize some kinds of banking relations.

    It was the first tangible U.S. step to implement the changes Obama pledged on Dec. 17 when he and Cuban President Raul Castro announced plans to restore diplomatic relations between the Cold War foes.

    "Today’s announcement takes us one step closer to replacing out-of-date policies that were not working and puts in place a policy that helps promote political and economic freedom for the Cuban people," U.S. Treasury Secretary Jacob Lew said in a statement.

    The new regulations will allow Americans to travel to Cuba for any of a dozen specific reasons, including family visits, education and religion, without first obtaining a special license from the U.S. government.

    The revamped rules will also make it easier for U.S. companies to export mobile phone devices and software as well as provide Internet services in Cuba.

    In addition, there will be a change in the definition of “cash in advance” payment required by Cuban buyers, which could help a variety of business interests, most notably U.S. agriculture, in gaining greater access to Cuban markets.

    The rollout comes days after Cuba completed the release of 53 prisoners it had promised to free and a week before high-level U.S.-Cuba talks in Havana aimed at starting to normalize ties.

    While Obama is using executive powers to poke holes in trade barriers with Cuba, only Congress can lift the longstanding embargo. With Republicans controlling the Senate and the House, there is little chance of that happening any time soon.

    The result provides new evidence that the Affordable Care Act, by providing uninsured people with health insurance, is also improving their financial security, a major goal of the law.

    The large telephone survey, from the New York-based health research group the Commonwealth Fund, has been asking people about their medical bills every few years for a decade. In each survey through 2012, a higher percentage of Americans said they struggled to pay their medical bills, were paying off medical debt or had been contacted by a collection agency. The most recent installment of the survey, the first since the health law’s major provisions kicked in, shows a reversal in that trend.

    The survey also found that fewer people were avoiding doctors’ visits because of concerns about cost.

    ISIS continues to gain substantial ground in Syria, despite nearly 800 airstrikes in the American-led campaign to break its grip there.

    At least one-third of the country’s territory is now under ISIS influence, with recent gains in rural areas that can serve as a conduit to major cities that the so-called Islamic State hopes to eventually claim as part of its caliphate. Meanwhile, the Islamic extremist group does not appear to have suffered any major ground losses since the strikes began. The result is a net ground gain for ISIS, according to information compiled by two groups with on-the-ground sources.

    In Syria, ISIS “has not any lost any key terrain,” Jennifer Cafarella, a fellow at the Washington, D.C.-based Institute for the Study of War who studies the Syrian conflict, explained to The Daily Beast...........

      The differences between 'Strategic Bombing', 'Targets of Opportunity' and 'Close Air Support'.

      To my knowledge the only location in Syria where the Coalition is providing 'Close Air Support' is Kobane.
      Kobane remains in government hands, with the assistance of the Iraqi Security Forces on the ground and Coalition air strikes from on high.

      Kobane is the only location in Syria where the Rat Doctrine has been implemented, and it has been a shining success.

  23. A Washington Post reporter arrested by Iranian authorities in July and held without charge ever since was indicted Wednesday — on unspecified charges.


    Correspondent Jason Rezaian, a dual citizen through his father’s Iranian heritage, and his Iranian wife, Yeganeh Salehi, who works for The National newspaper out of the UAE, were both arrested, yet his wife was released in October. Officials have vaguely said Rezaian violated state security.

    Because Iran hadn’t filed charges, the American hasn’t been able to consult with a lawyer. He’s been held in solitary confinement and reportedly needs blood-pressure medication as well as treatment for a severe eye infection.

    The International Campaign for Human Rights in Iran said Tehran prosecutor Abbas Jafari Dolatabadi held a press conference Wednesday to say that after 170 days of “temporary detention” of the journalist his case has been forwarded to a Tehran Revolutionary Court.

    “Contrary to what some human rights organizations claim about the violations of the rights of suspects in visiting with their families, Jason Rezaian’s mother, who recently traveled to Iran to visit with her son, met the aforementioned twice,” the prosecutor claimed.

    The announcement came the same day that Secretary of State John Kerry and Iranian Foreign Minister Javad Zarif sat down for the latest round of nuclear talks in Geneva. Iran seized Rezaian just after it received its first extension on the nuclear negotiations.

    State Department spokeswoman Marie Harf told reporters Wednesday they were “looking into those reports”of Rezaian’s indictment.

    “I don’t have any independent confirmation of that. We obviously believe that all of the American citizens detained in Iran should be released,” Harf said. “As I said, it’s something we do raise when we meet for the nuclear negotiations, and I will check and see if we can confirm that.”

    Martin Baron, executive editor of The Washington Post, said in a statement that “we hope the referral of his case to a Revolutionary Court represents a step forward toward Jason’s prompt release.”

    “This step gives Iran’s judiciary an opportunity to demonstrate its fairness and independence by determining that the charges are baseless,” Baron said. “We call on Iran to make these charges public, to allow Jason access to a lawyer and to bring a swift and just resolution of a six-month-long nightmare that has been extremely difficult for Jason and his family.”

  26. OTTAWA—Canadian fighter pilots in Iraq have enjoyed a “target rich” environment in recent days as offensive moves by the Islamic State has left the militants exposed in the open, a Canadian military official says.


    Canadian fighter jets have stepped up their strikes at Islamic State targets to beat back their efforts to reclaim lost territory, navy Capt. Paul Forget, of the Canadian Joint Operations Command, told a briefing Thursday.




    “They has been an increase lately in ISIL (Islamic State of Iraq and the Levant) offensives and as such they are exposing themselves more which provides a bit of a target-rich environment allowing our fighters to be able to drop our weapons on them,” Forget said.


    In a five-day stretch ending Jan. 12, CF-18s dropped precision-guided munitions against ISIL targets six times. The targets include heavy weapons, vehicles, tactical units and buildings used by ISIL, Forget said.


    There have been eight strikes by Canadian fighters since Jan. 1, and 22 in all since combat operations began in late October. Many of the recent strikes, in which ordnance is dropped on targets, have been in support of operations by Iraqi security forces on the ground.


    Forget said the number of daily missions flown by CF-18s has not changed — with one day off a week for aircraft maintenance — but what has changed is the availability of targets.


    “The tempo hasn’t really changed. We haven’t increased anything,” he said.




    “It’s just that the targets expose themselves more recently, which allows us to undertake more strikes.”


    Forget said the recent offensive efforts by the Islamic State have failed, thanks to counter moves by Iraq security forces on the ground, supported by the coalition air strikes.


    “We are providing cover to any of their offensive and defensive operations against ISIL forces,” Forget said of Canada’s support to Iraqi forces.


    Those offensive moves by the Islamic State come just a week after another Canadian military official said ISIL fighters were on their “back foot, in a defensive mode and unable to do those successful counter-offensive operations.”


    While Forget said that while coalition efforts have blunted ISIL’s objective to take over territory, it’s expected they will continue to attack.


    “Although we have been successful in stopping that initial advance, that doesn’t preclude them from their desire . . . of regrouping and launching offensive operations,” Forget said.


    Canada joined a multi-national air campaign in October to push back Islamic State extremists who were moving on large parts of Iraq and Syria. As well, a small team of Canadian special forces soldiers is on the ground in Iraq as advisers to train Iraqi and Kurdish fighters.


    By Jan. 14, Royal Canadian Air Force aircraft had flown 335 missions since operations began in late October, including 214 sorties by CF-18s. Also operating out of an airbase in Kuwait is a CC-150T aerial refueller and two CP-140 Aurora reconnaissance aircraft.

    Separately, America and coalition military forces conducted 11 airstrikes in Iraq, using attack, fighter, and remotely piloted aircraft against ISIL terrorists, officials reported.

    All strikes took place between 8 a.m., yesterday, and 8 a.m., today, local time.

    Airstrikes in Syria

    — Near Kobani, five airstrikes struck an ISIL tactical unit and an ISIL building and destroyed four ISIL fighting positions.

    — Near Ar Raqqah, three airstrikes struck an ISIL weapon storage facility and an ISIL tactical unit and destroyed five ISIL buildings and an ISIL vehicle, and

    — Near Al Hasakah, three airstrikes destroyed an ISIL checkpoint, an ISIL fighting position, and three ISIL vehicles.

    Airstrikes in Iraq

    — Near Bayji, two airstrikes struck two ISIL tactical units.

    — Near Al Qaim, an airstrike destroyed an ISIL shipping container.

    — Near Tal Afar, an airstrike struck an ISIL tactical unit and destroyed two ISIL buildings and an ISIL fighting position.

    — Near Taji, an airstrike struck an ISIL tactical unit.

    — Near Ar Rutbah, an airstrike struck an ISIL tactical unit and destroyed an ISIL vehicle.

    — Near Al Asad, two airstrikes struck an ISIL tactical unit and destroyed an ISIL building and seven ISIL boats, and

    — Near Mosul, three airstrikes struck an ISIL building, an ISIL tactical unit, and an ISIL armored vehicle, and destroyed an ISIL mortar system, an ISIL armored vehicle, and an ISIL fighting position.

    Airstrike assessments are based on initial reports. All aircraft returned to base safely.

    Part of Operation Inherent Resolve

    The strikes were conducted as part of Operation Inherent Resolve, the operation to eliminate the ISIL terrorist group and the threat they pose to Iraq, Syria, the region, and the wider international community. The destruction of ISIL targets in Syria and Iraq further limits the terrorist group’s ability to project terror and conduct operations.

    Coalition nations conducting airstrikes in Iraq include the U.S., Australia, Belgium, Canada, Denmark, France, the Netherlands, and the United Kingdom. Coalition nations conducting airstrikes in Syria include the U.S., Bahrain, Jordan, Saudi Arabia, and the United Arab Emirates.
