Palestinian Leader Seeks NATO Force in Future State

RAMALLAH, West Bank — Six months into peace talks dominated by discussion about security, President Mahmoud Abbas of the Palestinian Authority has proposed to Secretary of State John Kerry that an American-led NATO force patrol a future Palestinian state indefinitely, with troops positioned throughout the territory, at all crossings, and within Jerusalem.

Mr. Abbas said in an interview with The New York Times at his headquarters here over the weekend that Israeli soldiers could remain in the West Bank for up to five years — not three, as he previously stated — and that Jewish settlements should be phased out of the new Palestinian state along a similar timetable. Palestine, he said, would not have its own army, only a police force, so the NATO mission would be responsible for preventing the weapons smuggling and terrorism that Israel fears.

“For a long time, and wherever they want, not only on the eastern borders, but also on the western borders, everywhere,” Mr. Abbas said of the imagined NATO mission. “The third party can stay. They can stay to reassure the Israelis, and to protect us.

“We will be demilitarized,” he added. “Do you think we have any illusion that we can have any security if the Israelis do not feel they have security?”

The interview, a rarity for the Palestinian leader with a Western news organization, was his most expansive discourse to date on security arrangements, and it underscored the significant gaps remaining between the two sides. Israel has insisted on a long-term military presence in the Jordan Valley and on controlling the timing and conditions for the withdrawal of its troops.

Mr. Abbas’s proposal comes at a sensitive stage of the American-brokered negotiations. Mr. Kerry is preparing to present a framework of core principles for a peace deal, including a security plan, a border roughly along the 1967 lines, Palestinian recognition of Israel as a Jewish state and Jerusalem as a shared capital.

The specificity of the framework, and how the Israeli and Palestinian leaders express reservations to it, will likely determine whether the talks continue past the April 29 expiration date. One possibility, according to several people engaged in the process, is to extend the negotiations through 2014, with Israel agreeing to freeze settlement construction in areas planned to become part of Palestine under the framework, and Mr. Abbas holding off joining the International Criminal Court and United Nations agencies — steps that Israel and the United States vigorously oppose.

“It’s not a sacred date,” Mr. Abbas said. “Suppose by the end of nine months we got something promising. Shall I stop? I will not stop. If, after nine months, we didn’t get anything, if there is nothing on the horizon, we will stop.”

But Mr. Abbas also distanced himself somewhat from Mr. Kerry’s framework, saying, “He has the right to do whatever he wants, and at the end we have the right to say whatever we want.” This echoed the statement last week by Prime Minister Benjamin Netanyahu of Israel that “Israel does not have to agree with everything America presents.”

Mr. Netanyahu’s office refused to respond to Mr. Abbas’s comments. But the idea that Israel can rely only on its own military, not a third party, is a standard trope of the prime minister’s. He also says a fixed timetable is untenable, citing the volatility in the region. “Our attitude toward international forces is skeptical in the extreme,” said one senior Israeli official. “Timing can’t be artificial. It has to be based on performance, and we want to be able to judge what’s going on with performance.”

Jen Psaki, Mr. Kerry’s spokeswoman, said in an email that “there are many ideas being proposed from both the Israelis and the Palestinians, but it is premature to make any predictions about the final contents of a framework.” Others briefed on the negotiations said the secretary was trying to bridge the gap on security by pressing Mr. Abbas to extend his time frame, and by urging Israel to allow the United States, possibly with Jordanian involvement, to assess the conditions for withdrawal.

“The balance point has not been found yet,” said one Israeli security expert who has been consulted in the negotiations, speaking on the condition of anonymity because of the secrecy surrounding them. “The U.S. understands the Israeli position, accepts that there should be long-term presence, but looks for ways to reconcile between Israeli security needs and Palestinian needs for sovereignty and dignity.”

Mr. Abbas, 78, was relaxed and confident, if not quite optimistic, during the interview, sprinkling his politics with bits of humor. It took place in an outer sitting room where the Palestinian president has met delegations of left-leaning American Jews and foreign dignitaries and where, he recalled, the former American peace envoy George J. Mitchell said of the Israelis before departing in 2011, “They foiled me.”

He sipped sweet tea and then strong coffee, twice using a small buzzer to summon an aide who brought a single cigarette. He spoke in English, occasionally leaning on two colleagues for translation. (It took a few minutes to decipher whether Mr. Mitchell had said “fooled,” “failed” or “foiled” — Mr. Abbas joked that all three applied.)

On recognition of Israel as a Jewish state, Mr. Abbas said, “This is out of the question,” noting that Jordan and Egypt were not asked to do so when they signed peace treaties with Israel. He presented a 28-page packet he has been distributing widely that included a 1948 letter signed by President Harry Truman in which “Jewish state” was crossed out and replaced by “State of Israel”; statements by Israel’s founding prime minister, David Ben-Gurion; and a paper on Edwin Montagu, a Jewish member of the British cabinet who opposed the 1917 Balfour Declaration supporting a “national home for the Jewish people” in Palestine.

Mr. Abbas said that he had been resisting pressure to join the United Nations agencies from the Palestinian street and leadership — including unanimous votes by the Palestine Liberation Organization’s executive committee and the central committee of his own Fatah Party — and that his staff had presented 63 applications ready for his signature.

“No, I don’t want, I want to take advantage of every minute now, maybe we can achieve something,” he said. “I don’t like to go to the courts. I don’t like courts. I want to solve my problems directly between the parties.” But he added, “If I don’t get my rights, now put your foot in my shoe — what should I do?”

He would not, he said, allow a third intifada, or uprising. “In my life, and if I have any more life in the future,” he said, “I will never return to the armed struggle.”

The NATO security proposal is not entirely new: Mr. Abbas said he had won support for the notion from former Prime Minister Ehud Olmert and from President George W. Bush. He also said he presented the idea of an American-led force that included Jordanians to Mr. Netanyahu, at a meeting at the prime minister’s house a few years ago with then-Secretary of State Hillary Rodham Clinton. “I told him: ‘If you will not trust your allies, so whom do you trust? I am not bringing for you Turkey and Indonesia,’ ” Mr. Abbas recalled. “He said, ‘I trust my army only.’ ”


“We have to address, first of all, Mr. Netanyahu,” the president said. “Mr. Netanyahu is the key. If he does believe in peace, everything will be easy.”

    Looks like the wish is Palestine for Palestinians, and Israel for Israelis and Palestinians to me.

    And eventually the Mediterranean Sea for the Israelis, and eventually Israel for the Palestinians.

    Since most everyone here is against American or NATO troops going anywhere, the idea of Americans and/or NATO getting into the West Bank and Israel ought to make us all extremely angry.

    The number of fatalities resulting from attacks in Nigeria on 26 January has risen to at least 138.

    Islamist terror group Boko Haram, officially labelled a ‘Foreign Terrorist Organisation’ by the US government in November last year, is suspected to have coordinated the violence.

    ‘Boko Haram’ translates as ‘Western education is sacrilege’. The group has ties to Al-Qaeda and is responsible for over 2,000 deaths in Nigeria since 2009. Its leadership has declared it aims to cleanse the country of Christians, eradicate Nigerian democracy and replace it with an Islamic state guided by Sharia law.

    On Sunday, armed militants attacked a church in Adamawa State in the north-east of the country. They locked the doors before the end of the service and shot at the congregation, slitting the throats of those who tried to escape. They also detonated bombs before going on a four hour rampage, burning houses and taking hostages from the village.

    Initial reports recorded 22 casualties. However, that number has now risen to 53, with dozens more wounded.

  5. If saying "the Jewish State" is a problem for Abbas, why? Because it means that the Jews will always be predominate, as are the Germans in their state and the Turks in theirs. All others come by invitation only. I would have said the US by way of example but the US no longer has borders or an American ethic.

    NATO? You have got to be kidding. NATO has been shuffling around Afghanistan for how many years now? Mainly, NATO troops try to stay close to base rather than risk confrontation.

    Who’s been no duty protecting Israel at the Lebanese border as Hezbollah openly brings in thousands of illegal arms to use against Israel when they are again ready to confront the Zionist entity. Does anyone remember how Dr. Rice and Sarkozy promised "peace in our time" in 2006, when Israel was strong-armed into giving up its offensive to drive Hezbollah out?

    Who will guard Gaza to keep them launching thousands of "bottle rockets" against the Zionist entity? Right. Who will extract from Hamas a promise it has repeatedly rejected: peace with the Zionist entity. Any peace plan must include Gaza since it is legally a rebellious province of the PA.     Give me a break. Israel must take care of its own business. If Mr. Kerry has free time, he can have his scrawny rear end driven into Syria and do the Lord's work there. Fat chance of that. Oh, and while evangelizing the Muslims, he can take a crack at Lebanon. No, Mr. Kerry will do none of those things for fear of life and limb. Instead, he will abuse Israel with threats of intifada, boycott, and going to the Israeli electorate (without consultation or so much as a "Please").

    Go home Kerry! If Israel wants you, Netanyahu has your number. And please, Mr. Kerry, take your aid and shove it up your nose. That would be a blessing to Israel. Getting off the American dole has got to be THE priority for Israel. Next, Israel should sell to the Chinese and Indians all the technology they have been requesting.

      With respect for your sympathy, the only way NATO could affect the rights of women in Afghanistan (or anywhere else in the Muslim world) would be their wholesale evacuation from the country to Peoria. As long as there are goats and little boys left behind, Afghani "men" will get along just fine.

    Upon receipt, please immediatelyhalt all aid to the Jewish State of Israel. If you wish to discuss the matter, come to Jerusalem.

    Furthermore, for decades Israel has granted the US prepositioning rights of military equipment on Israeli soil. That courtesy ends on 1 March 2014. On that date, Israel will expect the US to begin removing its property from Israel. Israel will expect the work to be complete in three (3) months. Thereafter, for an additional three (3) months, Israel will expect the payment of tolls for the use of Israeli roads. The toll fees are negotiable, but generally they will reflect the current fees charged by your ally Pakistan: $1,000 USD per truck, per day. Should Israel provide fuel, the cost per gallon will be at the current Afghani-Pakistani rate of $500.00 per gallon. Under no condition may Israeli roads or air space be used to transport US equipment to any other than the nearest Israeli port. Any equipment remaining in Israel after the six (6) month time period will become the property of the Jewish State of Israel. Time is the essence of this order.

    The Jewish State of Israel will expect all US companies now working the gas and oil fields in Israeli territorial waters to cease all operations forthwith. All future contracts for such work will be let to Chinese, Indian, German, and French concerns.

    Henceforth, all contact by the US with the government of the Jewish State of Israel will be through the Jewish administrative agencies in the Capitol of Jerusalem. Tel Aviv shall be an annex only and inquiries to Tel Aviv offices will be forwarded to Jerusalem for action. Understand: the use of Tel Aviv will cause lengthy delays in processing and action; moreover, this administrative courtesy will end on 1 March 2015.

Israel will not originate or facilitate any fund raising activities to the benefit of Israel undertaken by US citizens.

      The Jewish State of Israel is a nuclear power, able to deploy both tactical and strategic nuclear arms via air, land, and sea. Israel will continue to develop an increasingly lethal array of such weapons. While it is the hope of Israel that such weapons will never be used, the Jewish State of Israel solely retains to itself the determination of the circumstances whereby its arsenal will be used.

      It is the policy of the Jewish State of Israel that any hostile act, originating outside Israel, against persons and property within the boundaries of Israel shall be viewed as having its origin in the government of the territory from which such hostile act was launched. Therefore, any such hostile act shall be considered an act of war and will be dealt with accordingly. If in the process of making war Israel occupies adjacent foreign territory, that territory shall become irrevocably the territory of the sovereign Jewish State of Israel by way of reparation. If in the process of war making, Israel should discover that civilian persons or property have been unlawfully used as obstacles to maneuverability, Israel will act in a manner that first guarantees the safety of its military assets and the safety of the citizens of Israel. Collateral damage, if any, shall be of secondary consideration. If and when Israel captures the war criminals responsible for the battlefield atrocities above referenced, said war criminals shall be summarily executed. In cases where doubt may exist, a military tribunal shall be the finder of fact.

      Face it, the last few paragraphs merely describe the current SOP. The first two thirds are perfectly acceptable to me. In fact, they would be welcome to me given that Israel and its lobby appear ungrateful for US assistance. I say let's end it and Israel can go its own way. Heck, it's not they haven't been right along any way.

    Why should Israel help create a 21st arab nation that will be unstable and committed to the genocide of the Jewish people?

    Here's the excerpt from the story from Robert Klemko, who spent the night observing Sherman after the Seahawks throttled the Broncos:

    He hates to admit it, but says “the NFC Championship was the Super Bowl. The 49ers were the second-best team in the NFL.”

    “A good offense that has really studied film and really done its due diligence will see plays that other teams have had success with and install them as a surprise,” Sherman says. “Brandon Browner got beat in Arizona on posts from two outside receivers, and flats from the slot receivers.       Egypt is not negotiating with them either. The best thing that could happen to Gaza would be its governance by Egypt. In a perfect world, both Egypt and Israel could cultivate closer ties by creating of Gaza a jointly administered reservation. The people of Gaza would prosper under such an arrangement.

    This High Tech Injection Heals Gunshot Wounds in 15 Seconds

    An Oregon based startup might have revolutionized the way we heal gunshot wounds.

    Startup RevMedx, which develops products for military medics and members of the emergency services, has created a device that can heal a gunshot wound in 15 seconds, Popular Science reports. The device is called XStat, and its creators are hoping the FDA will approve it for use by medical professionals.

    XStat consists of an applicator filled with dozens of tiny sponges that soak up a ton of blood when injected into an open wound. It’s kind of like a tampon for bullet wounds, we guess.

    And those pesky little sponges won’t get lodged and lost in your body forever. They’re marked with something called a “radiopaque marker,” which means they’ll show up on an x-ray when the victim reaches the hospital.

    Currently, military medics and civilian first responders typically use gauze to heal gunshot wounds—a process that’s apparently painful as hell, and not particularly efficient. “A medic must pack gauze directly into the wound cavity, sometimes as deep as 5 inches into the body, to stop bleeding from an artery,” Popular Science explains. “It’s an agonizing process that doesn’t always work—if bleeding hasn’t stopped after three minutes of applying direct pressure, the medic must pull out all the gauze and start over again.” Nice.

    According to Popular Science, the RevMedx team received $5 million from the U.S. Army to finish developing the product. The company also won a seed grant from the Bill & Melinda Gates Foundation to develop a version of XStat that helps stymie postpartum bleeding.

    If approved by the FDA, it’ll be interesting to see how XStat holds up against QuikClot, a coagulant used by New York City’s Emergency Service Unit that helps stop rapid bleeding. QuikClot is a granular substance that’s sort of sprinkled over a wound, so it doesn’t involve any aggressive gauze stuffing, either.

    Either way, it’s good to know that we’ll be well cared for should we ever come in contact with, you know, an organ destroying bullet or something.

    Earth may be a nice and cozy place for life as we know it to evolve, but is it really the best place for life to thrive? Probably not, say two researchers. In fact, Earth may be one of the more extreme examples of a “habitable” world where life was lucky to survive.

    ANALYSIS: Why the Hunt for Extraterrestrial Life is Important

    The search for extraterrestrial life is fraught with uncertainly. Faced with a seemingly infinite Universe and an assumption that life beyond our planet is an inevitability, we focus on nooks and crannies that have similar habitable environments to Earth and exoplanets that resemble our world orbiting stars that resemble our sun. But finding these special places feels like we’re looking for a very specific needle in a very big haystack. What if our definition of “habitable” is just not all that, well, habitable?

    “The Earth just scrapes the inner edge of the solar system’s habitable zone — the area in which temperatures allow Earth-like planets to have liquid surface water,” said RenĂ© Heller of McMaster University, Ontario, Canada. “So from this perspective, Earth is only marginally habitable. That led us to ask: could there be more hospitable environments for life on terrestrial planets?”

    Looking at the history of our planet, it may seem amazing that life was ever able to gain a foothold. Between the asteroid and comet bombardments, intense volcanic activity, frigid ice ages and often poisonous atmospheres, how were the conditions ever ripe for single celled lifeforms to form? Perhaps life was just really lucky to have found its way in such an inhospitable place.

    1. Heller and colleague John Armstrong of Weber State University think that we may be looking for life in all the wrong places and suggest that we should be looking not for “second-Earths” but a class of planet that is superhabitable.

      In an article published in Astrobiology in January, the researchers describe some of the characteristics a superhabitable planet may have. Some of the features — such as the necessity for a global magnetic field to protect life from ionizing solar wind particles — sound very familiar. But Heller and Armstrong highlight the need for a more efficient global “thermostat” that would avoid damaging ice ages. Also, a more massive planet with shallower oceans may be a more habitable solution.

      In their research, they highlight the nearby star Alpha Centauri B as an ideal candidate that could support a superhabitable world. Slightly smaller than our sun, Alpha Centauri B would be able to incubate hypothetical lifeforms on a superhabitable world for much longer owing to its longer lifespan. "You want to have a host star that can keep a planet in the habitable zone for 7 to 10 billion years," which would allow enough time for life to evolve and ecosystems to flourish, Heller told New Scientist.

      “We propose a shift in focus,” said Heller. “We want to prioritize future searches for inhabited planets. We’re saying ‘Don’t just focus on the most Earth-like planets if you really want to find life.’”

      Top 10 Places To Find Alien Life

      The researchers believe our hunt for extraterrestrial life is too set in its ways and blinkered toward worlds that we consider to be habitable because they resemble Earth. It’s a grand observational bias that may ultimately mean that while looking for second-Earths, we overlook far more habitable planets.

      While discussions like this are valuable, I think they can be counterproductive.

      Although it is very important to have “out of the box” thinking when it comes to the search for extraterrestrial life (whether that life be single-celled organisms hidden deep inside Mars’ crust or highly intelligent alien civilizations), using life as we know it as a template is no bad thing. After all, we are the only lifeforms we know of in the entire Universe, why would we ever consider Earth “barely habitable”?

      How life is sparked remains one of the biggest questions hanging over modern science and the search for extraterrestrial life is an offshoot from that. Perhaps Earth, in its barely habitable state, is actually the perfect environment for life to gain a foothold?

      Lacking evidence to the contrary, seeking out second-Earths probably isn’t such a bad idea.

    US Secretary of State John Kerry recently threatened PA President Mahmoud Abbas that he would meet the same fate as his predecessor, Yasser Arafat, if he turned down Washington’s proposals for peace with Israel, a Palestinian source was quoted Sunday as saying.

    The source told the website Rai al-Youm that Abbas angrily stormed out of a four-hour meeting with Kerry in Ramallah after the latter exerted pressure on him to accept the proposals.

    The source claimed that Kerry told Abbas his fate would not be “less than that of Yasser Arafat.”

    Jamal Muhaissen, a senior Fatah official in the West Bank, said that if the report is true, “this shows that Israel assassinated Yasser Arafat after receiving a green light from the US administration.”

    Muhaissen said that Kerry’s threat comes in wake of his failure to impose a settlement on Israel that is “consistent with international law.”

    Kerry should not hold the Palestinians responsible for his failure with the Israelis, the Fatah official added.

    “If true, Kerry’s threat paves the way for bringing him before the International Criminal Court for threatening the life of an elected Palestinian president,” Muhaissen said.

    Kerry’s proposals were met with shock and rejection by Abbas, Rai al-Youm’s source said.

    The source said that Kerry’s proposals do not meet the minimum of Palestinian aspirations and Abbas’s promises to his people.

    “Abbas wants future generations to remember him as a hero who managed to achieve for his people what the largest Arab powers and parties failed to obtain in all their wars with Israel,” the unnamed source explained.

    The source claimed that Kerry’s proposals call for Israel’s annexation of between 6 and 8 percent of West Bank land. In return, the Palestinians would be compensated with a comparable measure of land from inside Israel.

    In addition, the source said, the proposals envisage the opening of a safe passage between the West Bank and Gaza Strip and the division of east Jerusalem.

    As for the issue of the refugees, the source said, Kerry wants to establish an international fund for settling Palestinians in Australia and anywhere else they wish. Only a small number of refugees would be permitted to enter Israel in the context of “family reunion.”

    The source claimed that the proposals consider creating large settlement blocs where 80% of the settlers would be gathered under Israeli sovereignty. The settlers would be offered dual citizenship (Israeli and Palestinian).

    Overnight I had some thoughts about Zionism I wish to share with you.

    Because Jews were persecuted with particular ferocity by Czarist Russia gave no excuse for stealing the land of others. If you would read a bit of the literature produced by Jews both pro and con on the question of Zionism, you will discover that both sides agreed with my first sentence. Jews wished to purchase land from its owners within the Ottoman Empire and through the generosity of the Rothschilds and the success of fund raising activity among ordinary Jews, worldwide, the Zionists did exactly that. Therefore, prior to the 1948 War, Jewish settlements were owned in fee simple via standard land contracts. When these settlements grew and prospered, Muslims and Christians sought and were given gainful employment.

    Not all Zionists felt strong attachment to the Levant. Indeed, some would have been content with providing Jews a safe harbor anywhere other than viciously, murderous Eastern Europe. With this in mind, the "Father of Zionism", Herzl, agreed to make the case to his fellow Zionists to consider the British offer of an enormous land grant in Uganda. During the same time frame, so desperate were the Zionists to get Jews out of Russian that a group of 9,300 settled in the Galveston, Texas area. As for the Rabbinate and their Orthodox congregations in Eastern Europe, Zionism was an insult to G-d, to be denied and resisted at every opportunity. Even today within Israel, many Orthodox Jews reject the Jewish State. The reason they are found in Israel is because there was nowhere else to go following the Shoah.
