Thomas Jefferson: The Pirate War: To The Shores Of Tripoli

Within days of his March 1801 inauguration as the third President of the United States, Thomas Jefferson ordered a naval and military expedition to North Africa, without the authorization of Congress, to put down regimes involved in slavery and piracy. The war was the first in which the U.S. flag was carried and planted overseas; it saw the baptism by fire of the U.S. Marine Corps--whose anthem boasts of action on "the shores of Tripoli"--and it prefigured later struggles with both terrorism and jihad.
The Barbary States of North Africa--Algiers, Tunis, Morocco and Tripoli (today's Libya)--had for centuries sustained themselves by preying on the maritime commerce of others. Income was raised by direct theft, the extortion of bribes or "protection" and the capture of crews and passengers to be used as slaves. The historian Robert Davis, in his book Christian Slaves, Muslim Masters: White Slavery in the Mediterranean, the Barbary Coast and Italy, 1500-1800, estimates that as many as 1.25 million Europeans and Americans were enslaved. The Barbary raiders--so called because they were partly of Berber origin--struck as far north as England and Ireland. It appears, for example, that almost every inhabitant of the Irish village of Baltimore was carried off in 1631. Samuel Pepys and Daniel Defoe both mention the frightening trade in their writings; at that time, pamphlets and speeches by survivors and escaped slaves had a huge influence on the popular imagination. James Thomson's famously rousing 1740 song Rule Britannia, with its chorus about how Britons "never shall be slaves," was a direct allusion to the Barbary terrorism.
Jefferson was appalled by this practice from an early stage of his career. In 1784 he wrote to James Madison about the Barbary depredations, saying, "We ought to begin a naval power, if we mean to carry on our commerce. Can we begin it on a more honorable occasion or with a weaker foe?" He added that John Paul Jones, the naval hero of the Revolutionary War, "with half a dozen frigates" could subdue the slave kingdoms of North Africa.
The year 1784 saw the American brig Betsey, with her crew of 10, captured by a Moroccan corsair while sailing with a cargo of salt from Spain to Philadelphia. Soon after, Algerian pirates grabbed the Dauphin and the Maria on the high seas of the Atlantic and took their crews captive. The situation was becoming worse because the British fleet had withdrawn protection of American vessels after the former colony declared its independence, and the U.S. had no navy of its own. Secretary of State John Jay decided to do what the European powers did and pay tribute to the Barbary sultans in exchange for safe passage as well as for the return of captured American slaves.
America's two main diplomats at the time were John Adams in London and Jefferson in Paris. Together they called upon Ambassador Abdrahaman, the envoy of Tripoli in London, in March 1786. This dignitary mentioned a tariff of three payments--for the ransom of slaves and hostages, for cheap terms of temporary peace and for more costly terms of "perpetual peace." He did not forget to add his own commission as a percentage. Adams and Jefferson asked to know by what right he was exacting these levies. The U.S. had never menaced or quarreled with any of the Muslim powers. As Jefferson later reported to the State Department and Congress, "The Ambassador answered us that it was founded on the Laws of their Prophet, that it was written in their Koran, that all nations who should not have acknowledged their authority were sinners, that it was their right and duty to make war upon them wherever they could be found, and to make slaves of all they could take as Prisoners."
Jefferson's recommendation was that the Administration refuse any payment of tribute and prepare at once to outfit a naval squadron to visit the Mediterranean in strength. Ultimately, he proposed, America should arrange for an international concert of powers composed of all those nations whose shipping and citizens were preyed upon. "Justice and Honor favor this course," he wrote, adding that it would also save money in the long run.
Adams agreed with the sentiment but did not think the recommendation was feasible. Congress at that time was in no mood to spend money for a fleet. Jefferson, however, never let the subject drop. In 1787 he approached Jones, who was down on his luck in Paris, out of work and having woman troubles as usual. Would Jones be interested in a job offer from Empress Catherine the Great of Russia, who Jefferson happened to know was looking for an admiral? That admiral's task would be to clear out the Turkish fleet from the Black Sea, on Russia's southern border.
Why would Jefferson want to act as recruiter for a European monarch? First, because he wanted to keep Jones employed and give him the type of combat experience that would befit the potential chief naval commander of the United States. Second, because three of the four Barbary States--Algiers, Tripoli and Tunis--were part of the Turkish, or Ottoman, Empire. Britain, which rather encouraged the Barbary powers to attack American ships, used Turkey as a counterweight in its war against Catholic powers on mainland Europe. Why shouldn't the U.S. reply in kind by discreetly helping Russia make life hard for the Turks?
Jones set off for St. Petersburg in May 1788, presented the Empress with a copy of the new U.S. Constitution, took command in the Black Sea and inflicted some hard blows on the Turkish fleet. He proposed going to the source by leading a Russian fleet into the Mediterranean, where it could interrupt Ottoman shipping between Constantinople and Egypt. For all this activity on the "infidel" side, Jones was rewarded by having a price put on his head by the ruler of Algiers. Meanwhile, however, he fell from favor at Empress Catherine's court and began to lose his health. Jefferson did not know this and had since become Secretary of State. In this capacity, he persuaded President George Washington to commission Jones to lead a delegation to Algiers, empowering him to give an ultimatum to the ruler. The package containing the commission and the instructions arrived in Paris only days after Jones had died there, in July 1792, from jaundice, nephritis and pneumonia. But Jefferson was still not discouraged.
The next year, 1793, saw Jefferson's retirement as Secretary of State and his withdrawal to Monticello. Like many of his temporary "resignations," this one was well timed. It meant that he did not have to express an opinion in the congressional debates on the military budget. Many of his Republican colleagues opposed the expense, as well as the principle, of having a permanent army and navy. The Federalist supporters of Adams, furthermore, desired a larger military budget in order to conduct hostilities against revolutionary France, a regime for which Jefferson felt sympathy. But by staying out of the political battle and biding his time, Jefferson ensured that when the hour struck for his own project, he could call on a fleet that Adams had built for him. In 1794, partly moved by the letters from American sailors held in Barbary dungeons and slave pens, Congress authorized the building of six frigates, three of which--the Constitution, the United States and the Constellation--were already completed. In July 1798 funds were approved for a Marine Corps as well.
Jefferson became President in early 1801, shortly after Yusuf Karamanli, the ruler of Tripoli, unwisely issued an ultimatum to the U.S.: If it did not pay him fresh tribute, he threatened, he would declare war on America. The new Commander in Chief coolly decided to let the ultimatum expire and take the declaration of war at face value. He summoned his new Cabinet, which approved the dispatch of a naval squadron and decided not to bother Congress--which was then in recess--with the information. He did not, in fact, tell the elected representatives of his plans until the fleet was on the high seas and too far away to be recalled.
Over the next four years, in what Jefferson laconically described as a "cruise," the new American Navy bombarded the harbors of Algiers, Morocco and Tunisor threatened them with bombardment--until the states gradually agreed to cease cooperating with Karamanli. The Tripoli government, however, remained defiant and even succeeded in boarding and capturing the Philadelphia in 1803. That led directly to an episode that, as Henry Adams records in his history of the two Jefferson administrations, used to be known to every American schoolboy. In February 1804, Captain Stephen Decatur Jr. sailed straight into Tripoli harbor and set on fire the captured Philadelphia. In August 1804 he helped rescue its crew from a gruesome imprisonment, bombarded the fortified town and boarded the pasha's own fleet where it lay at anchor. In the ensuing hand-to-hand combat, Decatur is said by legend--and by some eyewitnesses--to have slain the very officer who, some hours before, had killed his brother, Lieut. James Decatur.
This rescue was inspiring news for the folks back home and other captives and slaves in North African hands, but the event was almost eclipsed by another daring raid the following year. In April 1805, Captain William Eaton put together a mixed force of Arab rebels and mercenaries and American Marines, and in a maneuver that has since been compared to that of the charismatic T.E. Lawrence, led a desert march from inland that took Tripoli's second city, Derna, by surprise. Lieut. Presley O'Bannon of the Marine Corps hoisted the Stars and Stripes over the captured town, and the Marine anthem preserves his gesture to this day.
That did not bring the conflict to a complete close, but it signaled the beginning of the end. Over the next few years, all four of the Barbary States signed treaties with America renouncing piracy, kidnapping and blackmail. Algiers had to be bombarded a few more times, and there was an awkward moment during negotiations in Washington when the Tunisian representative, Sidi Soliman Melli Melli, made it clear that he expected to be amused at public expense by some ladies of the night. (Jefferson and Secretary of State Madison were able to arrange an off-the-record State Department budget for that purpose, thus demonstrating that they understood the facts of life.)
Taken together with some of Jefferson's other ambitious and quasi-constitutional moves--the Louisiana Purchase and the sending of the Lewis and Clark expedition to the West--the Barbary war exposed him to some Federalist and newspaper criticism for his secrecy, high-handedness and overly "presidential" style. But there was no arguing with success, and some historians believe that just as Jefferson was able to make use of Adams' Navy, so Madison, when he became President, was able to deploy Decatur's Navy, battle hardened and skillful, in the sterner combat of the War of 1812. Those who like to look for lessons for today might care to note that Jefferson did not act unilaterally until he was satisfied that European powers would not join his coalition and that he did not seek to impose a regime change or an occupation of the Barbary States. And those who ponder the ethics of history might take a crumb of comfort from the fact that though he could not bring himself to abolish slavery in the U.S. and even supported its retention in Haiti, Thomas Jefferson at least managed to destroy it somewhere.

    Israel is expected to press ahead with construction of the vast West Bank barrier around a convent near the Christian town of Beit Jala, following a ruling from a special appeals committee.

    The route of the barrier will separate a small community of elderly nuns at the Cremisan convent from 75% of their land and from a nearby monastery with which it has close ties. The playground of a nursery and a school run by the Cremisan sisters will be bordered on three sides by the wall.

    More than 50 Palestinian families will lose free access to their agricultural land, causing economic hardship to the dwindling Christian community.

    The campaign against the route of the barrier at Cremisan was taken up by the UK foreign secretary, William Hague, and the archbishop of Westminster, Vincent Nichols. In a letter disclosed by the Guardian last year, Hague told Nichols that he shared his "concerns about the problem of land confiscation by the Israeli authorities affecting the people of Beit Jala and similar Palestinian communities in the occupied territories".

    Following a seven-year legal campaign, Israel's special appeals committee this week ruled in favour of the route, which leaves the convent on the Palestinian side of the barrier and the monastery and land belonging to the convent and local families on the Israeli side.

    According to the Society of St Yves, a Catholic human rights organisation that represented the nuns, the committee decided that the proposed route was "a reasonable solution that balances Israel's security needs on one hand and freedom of religion and the right to education on the other".

    However, the society said the ruling was "highly problematic and unjust". It failed to properly address "the violation of freedom of religion, the right to education as well as the economical damage caused for a unique Christian minority in Beit Jala by the construction of the wall," it said. It is considering an appeal to Israel's supreme court.

    The UK government provided indirect funding for the legal case. It says Israel is entitled to build a barrier but it should lie on the internationally recognised 1967 Green Line, not on confiscated Palestinian land. About 85% of the barrier is inside the West Bank. The route is harming the prospects of a two-state solution to the Israeli-Palestinian conflict, according to Britain.

    In his Christmas Eve homily in 2011, Nichols offered prayers in support of the community's "legal battle to protect their land and homes from further expropriation by Israel".

    Last year Israel's defence ministry told the Guardian: "The route of the security fence in the Beit Jala region is based purely on security considerations. This portion is there solely to keep terror out of Jerusalem.”

  6. In March 2012, the United Nations Committee on the Elimination of Racial Discrimination (CERD) published unprecedentedly harsh concluding observations following Israel’s periodic review. In what one expert called “the most cutting CERD recognition and condemnation of a legal system of segregation since apartheid South Africa”, Israel was called out for violating the right to equality in numerous ways with regards to both Palestinians with Israeli citizenship, and those in the Occupied Palestinian Territories.

    Israeli policies, according to CERD, include “segregation between Jewish and non-Jewish communities”, a lack of "equal access to land and property", "forced displacement", "de facto segregation" in the West Bank – and an overall regime necessitating a reminder of the "prohibition" of policies of "apartheid".

    CERD's review of Israel was a landmark but a year down the line the question is how can it be built on in terms of developing the legal and political framework of Israeli apartheid? Two new publications suggest the kind of work that needs to be done. The first is a report by legal researcher Elisabeth Koek, published by Palestinian human rights organisation Al-Haq, called "Water For One People Only: Discriminatory Access and 'Water-Apartheid' in the Occupied Palestinian Territory". The detailed study found that:

    the threshold for apartheid is met because the inhuman acts, committed against Palestinians through the denial of access to water in the OPT, are carried out systematically in the context of an institutionalised regime with the intent of establishing and maintaining Jewish-Israeli domination over Palestinians as a group.

    Koek includes a section in the report on apartheid and international law, pointing out how "its application extends beyond the situation as it existed between 1948 and 1994 in southern Africa" and that "the prohibition of apartheid has been codified in various international legal mechanisms".

    The prohibition of apartheid as enshrined in the Apartheid Convention and its proclamation of apartheid as a crime against humanity supplement the general prohibition under the ICERD, and were followed by the inclusion of the crime of apartheid in Article 85(4)(c) of Additional Protocol I, and Article 7(2)(h) of the ICC Statute. The three core elements of the definition of “the crime of apartheid” require that (1) two distinct racial groups be identified; (2) 'inhuman acts' are committed against the subordinate group; (3) such acts of systematic oppression are committed in the context of an institutionalised regime of domination by one group over the other.

      I know them well. When I was growing up, I spent much time at a farm where the grandfather had been a Presbyterian minister to them. There were usually two or three sitting around the place, silent because they didn't know English.

      My rich friend Umatilla Jack is part, as the name implies, Umatilla. He is going to be living in our old place. He currently resides in a camper in his last son's back yard.

      When Lewis and Clark came back from the Pacific, they stopped at what is now Asotin, to pick up the supplies they had left there. What did they see, but a Nez Perce just back from a war party to the south, Shoshone land. He had a necklace of human scalps around his neck.

      Part of the year was given over to fighting around a bit, another part of the year to trading with the 'enemy'.

      I am not a Bible thumper. I appreciate the Bible. Matthew 4: 1-17 is the monomyth of the Hero, which is much older than Christianity, in Christian dress, for instance. The Bible shouldn't be thumped, it should be studied to real familiarity.

      My ancestors were not Vikings. They were small peasant farmers. They had a little place of their own, but not enough, so grandfather got out.

      The only time that I know of when any of them went to sea was when grandfather finally had enough money after sweeping streets in Stockholm for two years to buy passage to New York.

      Sweden is a nice country, though I feel nearly zero pull towards it, like Jews do to Israel.

      But, then my people were not put in industrial ovens in Europe.

    The video is the video. What is shown on the video is not something that you would see in Europe or the Americas. You would have to go to Red China. It is group punishment.

    Comparing US civil rights to the lack of civil rights in Israeli occupied territories with blanket statements about Detroit and blacks is disingenuous at best.

    You could map off high crime areas in most American city and identify where the crime comes from. The US does not practice group guilt. There are no US Army Corps of Engineers tearing down residential apartment buildings, uprooting orchards and pulling down private homes.

    There are no US Army Corps of Engineers building concrete walls around high crime neighborhoods. Unlike Israel there are not separate bus systems, schools, and special ID cards. Comparing the two is slander. The US has one standard for human and civil rights. Israel practices a policy similar to South Africa of old.

    Scream and howl all you like. It does not deflect the unpleasant facts.

    A brief cultural interlude brought to you by the fruits and nuts in San Francisco.

    The annual gay pride parade is coming. Bradley Manning, who is openly gay, was chosen as one of the Grand Marshall's of the parade by the LGBT Pride Celebration Committee. However, there was a quick turnaround when the inevitible backlash surfaced. The irony was palpable. First because of the intolerance of the language used by the president of the LGBT Pride board and, secondly, that after accusing Manning of unforgivable crimes, they still welcomed the support of such banksters and crooks as Bank of America, AT&T, Verizon, Wells Fargo, etc. all who are now under indictment or have recently been convicted of crimes running into the $ hundreds of millions and more.

    Note the language used by Lisa Williams.

    Williams proclaimed that "Manning will not be a grand marshal in this year's San Francisco Pride celebration" and termed his selection "a mistake". She blamed it all on a "staff person" who prematurely made the announcement based on a preliminary vote, and she assures us all that the culprit "has been disciplined": disciplined. She then accused Manning of "actions which placed in harms way the lives of our men and women in uniform": a total, substance-free falsehood originally spread by top US military officials which has since been decisively and extensively debunked, even by some government officials (indeed, it's the US government itself, not Manning, that is guilty of "actions which placed in harms way the lives of our men and women in uniform"). And then, in my favorite part of her statement, Williams decreed to all organization members that "even the hint of support" for Manning's action - even the hint - "will not be tolerated by the leadership of San Francisco Pride". Will not be tolerated.

    And there you have it. Is there further need to dispute that the gays have been fully indoctrinated into American society and culture? Now, they are the sheeple. Now, the determining criteria for acceptance is not the crimes you commit but the size of the check you write.

  25. If the Republicans would concentrate on late-term abortions they would be onto something; but they let the Rick Santorums of the party drag them off into anti-birth control screeds, and that, probably more than anything, cost them the election.

    In the past, the fact that Obama got 37% of the young, female vote wouldn't have mattered all that much, but, in the last two election cycles the young females have actually been "turning out." That sounds the death knell for the traditional pubs.

      Possibly, though I doubt it, but it says little of the abortion debate.

      Views on abortion have been shifting in the country. Polls vary mainly because of how the questions are asked. You are right in saying late-term abortions are where opinions are mainly focused.

      There are a number of trends in the U.S. While it is changing in the general population it is accelerating in state legislatures with 42 states now having legislation restricting abortion in one degree or another.

      We will see how the dicussion evolves over the next decade.

    This probably isn't of interest to most here but I find it kind of compelling in that it provides an insight into how the the coastal 'elites' think, the things that motivate them, their assumptions, and their insecurity.

    There is a book coming out in a few months, This Town: The Way it Works in Suck Up City which descibes the incestuous milieu in D.C. involving social climbers, the media, and the political elites. It talks of those people who's chief objective in life is to get invited to the annual White House Correspondents Dinner. It is written by one of the insiders, Mark Liebovich.

    The article link below shows how one of the targets of the book, Politico, responds in a "light-hearted" pre-emptive strike on the book and the author. I found it kind of amusing how their own denouncement of the thesis of the book in fact tends to validate it.

    ...Allen and Vandehei then note that "Leibo"—"yes, we call him 'Leibo,'" they write, to prove they're both easy-going and in the know—is "at once a supremely confident and strangely self-conscious writer" who has been "holding a series of unusual conversations with people around town about what he’s writing. Some felt like therapy sessions—for himself and his targets. It assuages his guilt, while reassuring some subjects and rattling others."

    A "supremely confident and strangely self-conscious writer," though, is what normal people simply call "a writer." And this oddity, Leibovich, with his wacky voodoo traits of "thoughtfulness" and "introspection" and "basic manners," has been in such a creepy fog state that he thinks it's fair to have honest discussions with the people he's writing about in his book? What is with this joker? The best explanation Allen and VandeHei have for why Leibovich would ply his trade with fairness and basic decency is that "assuages his guilt." As in, he's doing it for selfish reasons. Only this makes sense to Allen and VandeHei. Another day, another person trying to use someone—D.C. operating exactly as it should...

    Obama's National Security Fraud
    Thomas Lifson

    Andrew McCarthy, the former federal prosecutor who handled the Blind Sheikh and thus a man to be reckoned with, calls out the fraud at the heart of the Obama Administration's handling of the Tsarnaev case in National Review Online today. It is an absolute must read, for McCarthy explains the technicalities of law that make the case for fraud - selling something on the basis of an untruth.

    This is serious business, for a person of McCarthy's standing to charge fraud. But systematically, he lays out the four "canards" (lies would be another acceptable term) describing the false premises sold to the public over the handling of Dzhokhar Tsarnaev. He is a master of the technicalities, and lucidly explains them. Equally important is his explanation of why the administration is basing its national security policy on this fraud.

    McCarthy sees through the Obama administration game, he's got their number. First they softened the public up with the public safety exception argument, which McCarthy points out was bogus from the start. This was the first con:

    ...the administration rolls out canard No. 1: the "public-safety exception." The public is led to believe that this exception means agents have at least 48 hours of freewheeling interrogation before Miranda kicks in and the terrorist clams up (upon lawyering up). This is brazenly false.

    The public-safety exception is an exceedingly limited end-around. It applies only when arrest is accompanied by an immediate threat to public safety. It is not designed to provide the government with an information-gathering advantage against the arrestee. It is narrowly tailored to address the threat that triggers the exception.

    There is no 48 hours. The exception ends when the threat ends - which, in the view of most courts, happens as soon as the detainee is rendered defenseless.

    The administration realizes the public doesn't understand this. They are being duped. It is just a little bit complicated to explain, so the media aren't going to do the job.

    McCarthy lists three other canards, all of them insightful. He understands the inner workings of the legal processes and explains them clearly in the course of unmasking the fraud. I won't summarize them because you really should read this essay. It ought to define our further discussion of the Obama administration's handling of the case.

    The Obama administration sells falsehoods to the public as standard operating procedure, and most of the time succeeds because the public is ignorant, and the media uncurious. They are fraudsters, or as I like to call them, con men. And the smooth talker in chief is a really good one.

    Slavery is explicitly permitted in the Koran. Recently Sheikh Saleh Al-Fawzan, a prominent Saudi religious leader called for slavery to be re-legalized throughout the kingdom. According to the Sheik, a member of the Senior Council of Clerics: "Slavery is a part of Islam. Slavery is part of jihad, and jihad will remain as long there is Islam."

    In thought and deed this way of thinking is common throughout the Islamic world. Abu Ishaq al-Huwanini, an Egyptian Cleric proudly proclaims he wishes to apply the ancient Shar'i code of enslaving populations which refuse to pay the jizia (poll tax) or converting to Islam when defeated at the hands of a Muslim nation. He states: "When I want a sex slave, I go to the market and pick whichever female I desire and buy her"

    Why such dastardly remarks and proof of such practices are discounted by those so quick to chastise Israel is perplexing to say the least. A segment of the Jewish population, particularly on campuses throughout the world, denounces Israel as an apartheid state while ignoring the very real practice of Islamic slavery and the endemic degradation of women which exists to this very day; most egregiously throughout Africa and the Middle East.

    We have been told by a couple of the illuminati here that all the 'Abrahamnic' religions are the same.

    But this is not so. In one, the Jewish, a major part of the founding narrative is an escape from slavery, in Islam 'Slavery is explicitly permitted in the Koran'. In the gospels it is not mentioned by Jesus except perhaps in parable of master and slave. He wasn't referring to the kitchen maid. (We had been informed by General Bunk that Jesus explicity endorsed slavery).

    They are not the same. In cultural terms they are so different as positive and negative, up and down, forward and reverse.

    No matter what General Bunk may assert.

    Culture counts.

    We might also note in passing that the good Sheikh Saleh Al-Fawzan above also says:
