MUNICH, Feb. 7 (Xinhua) -- The 51th Munich Security Conference entered into its second day on Saturday, dedicating more than half of its agenda to the Ukraine crisis, an issue which few who was here a year ago had expected could be fueled from a spark of anti-government protests to a fire of internal war within less than a year.
Leaders, mainly from the West, including German Chancellor Angela MerkelRussian Foreign Minister Sergey Lavrov, U.S. Vice President Joe Biden and Ukrainian President Petro Poroshenko participated in the discussions on Saturday and expressed a common wish: to immediately find ways out of the crisis which has killed thousands of people.
Merkel, who just came back hours ago from a surprising visit to Moscow with French President Francois Hollande for talks over the crisis with Russian President Vladimir Putin, told her audience that the tripartite meeting was worth an attempt though "it is uncertain whether the talks will succeed".
Lavrov, though questioned doubtfully, and in some occasions aggressively, by western listeners, said Russia saw "good grounds for optimism to issue recommendations for conflict resolution".
Biden, threatening to "impose costs" to Russia, said actions were needed to end the conflicts.
Poroshenko, asking for supports from abroad, said the people in Ukraine were urgently needed to be protected.
Ukraine has become the front line of tensions between the West and Russia, some experts said. The West is united in its "battle" against Russia, imposing economic sanctions which dragged Russian economic growth down to 0.6 percent and forced its government to cut 2015 growth forecast to minus 3 percent.
The discussion in Munich on Saturday, however, showed that the union was divided on key issues linked to their different national interests.
DIFFERENT STANCE
"We should have right to defend our territory and our people with the support of the whole world," said Poroshenko, asking its allies to supply defensive weapons which "we will not use ...to the attack".
This was the core divergence within the West: whether military intervention should be involved in resolving the Ukraine crisis.
Slamming Russia for alleged direct involvement in the Ukraine conflict, which Moscow has denied repeatedly, Washington is considering offering Ukraine lethal weapons to boost its fight against militants in the eastern part of the country.
In his speech, Biden said the U.S. government was ready to provide support to Ukraine so that the country can defend itself .
The plan, however, was slapped by Merkel.
"I am firmly convinced that this conflict can not be solved by military means ... the progress that Ukraine needs can not be achieved by more weapons," she said, adding that there were already a lot of weapons in Ukraine and solutions should be concentrated in diplomatic dimensions.
In an interview with German ZDF television, which is to be aired on Sunday, U.S. Republican Senator John McCain said that Merkel's behavior in the Ukrainian conflict was a huge disappointment for him.
"Her behavior reminds me of the policy of the '30s," he was quoted as saying.
DIFFERENT INTERESTS
"The policy priorities in Germany and France are different from those in the United States," said Gu Xuewu, Director of Center for Global Studies in Bonn University in Germany, in an interview with Xinhua.
While Europe fears to push Russia too much in the corner would trigger strong reactions from Russia which would be dangerous to it neighbors, Gu said, "Obviously, the Americans would not like to see a ceasefire in Ukraine before Russia paid a bigger price".
"A collapsed Russia does not meet the interests of Europe," he said.
Russia ranked as the third largest trading partner for Germany outside Europe, following behind China and the United States with a trade volume of 77 billion euros (about 87 billion U.S. dollars) in 2013, data from German statistical office Destatis showed.
More than 6,000 German enterprises are operating in Russia and 10 percent of German exporters are doing business with the giant country.
Tensions between the West and Russia dampened German exports and hit companies' investment confidence in 2014, dragging down Europe's biggest economy to a negative growth during the summer months.
According to analysis of John J. Mearsheimer, a professor of political science at the University of Chicago, Russia's core strategic interests were threatened by the West via North Atlantic Treaty Organization (NATO) enlargement, EU expansion and value promotion in Russia's backyard, ignoring Russia's repeatedly warnings.
Gu said Germany and France are showing Putin their difference with the United States in interests and stance.
He expected that a compromise will be achieved within the year 2015 under the mediation of Merkel and Hollande.

    Paris (AFP) - The Islamic State group has learned from the mistakes of past jihadist movements and established a near-impregnable base of support within Iraq and Syria with spectacular appeal to many of the world's Sunni Muslims, a new book has warned.

    The authors of "ISIS: Inside the Army of Terror", published this month in the US, spoke to dozens of fighters and members of the group to understand its allure and how it justifies its brutal tactics.

    In a telephone interview with AFP, one of the authors, Syrian-born journalist Hassan Hassan, said it was vital to understand that some of the group's core religious beliefs were widely shared.

    "It presents itself as an apocalyptic movement, talking about the end of days, the return of the caliphate and its eventual domination of the world," said Hassan, who lives in Abu Dhabi where he works as a researcher for a think tank.

    "These beliefs are not on the margins -- they are absolutely mainstream. They are preached by mosques across the world, particularly in the Middle East.

    "ISIS takes these existing beliefs and makes them more appealing by offering a project that is happening right now," he said, using an alternative name for IS.

    Hassan's research along with co-author Michael Weiss -- a US-based journalist -- gave them a rare insight into IS training camps for new recruits, which vary in length from two weeks to one year................

    Of the total killed since Obama took his oath of office on January 20 2009, at least 314 have been civilians, while the number of confirmed strikes under his administration now stands at 456.

    Research by the Bureau also shows there have now been nearly nine times more strikes under Obama in Pakistan, Yemen and Somalia than there were under his predecessor, George W Bush.

    And the covert Obama strikes, the first of which hit Pakistan just three days after his inauguration, have killed almost six times more people and twice as many civilians than those ordered in the Bush years, the data shows.

    The figures have been compiled as part of the Bureau’s monthly report into covert US drone attacks, which are run in two separate missions – one by the CIA and one for the Pentagon by its secretive special forces outfit, Joint Special Operations Command (JSOC).

    The research centers on countries outside the US’s declared war zones of Iraq and Afghanistan.

      A decade ago the Vatican published the results of a six-year study of the Inquisition, including the number of those killed across Europe. With respect to the 350-year-long Inquisition in Spain, the BBC reported that the study found the following:

      According to the 800-page report, the Inquisition that spread fear throughout Europe throughout the Middle Ages did not use execution or torture to anything like the extent history would have us believe.

      In fact the book’s editor, Professor Agostino Borromeo, claims that in Spain only 1.8% of those investigated by the notorious Spanish Inquisition were killed.

      Nonetheless, as the report was published, Pope John Paul II apologised once more for the interrogators’ excesses, expressing sorrow for “the errors committed in the service of the truth by the recourse to non-Christian methods” [...]

      But the Vatican report, the product of a six-year investigation, insists that the Inquisition was not as bad as often believed.

      Professor Borromeo says for example that for 125,000 trials of suspected heretics in Spain, less than 2% were executed.

      A quick calculation finds that 1.8 percent of 125,000 would represent 2,250 killed during the Spanish Inquisition if Prof. Borromeo’s estimates are correct.

      So Barack Obama has killed at least 2,500 in drone strikes during the six years of his presidency, not including those killed in Iraq or Afghanistan. The Spanish Inquisition reportedly killed 2,250 over 350 years. For comparative purposes, I would note, as I reported here at PJ Media last month, that Boko Haram reportedly killed 2,000 over several days in a massacre in Northern Nigeria.

  12. On Saturday, five people died when a gunman started firing at a house in the west of Atlanta, according to authorities one of the five was a child. The person who shot the citizens is also dead said Douglas County Sheriff.

    Police are searching for a gunman who opened fired inside a shopping mall near Pittsburgh on Saturday, injuring three people in what officials are calling a targeted attack. The suspect escaped after the 7:33 p.m. shooting at Monroeville Mall, east of Pittsburgh, but police said authorities have a description of the gunman.

    Two men — including one who police say was targeted by the gunmen — and a woman were taken to Forbes Hospital after the shooting in the lower level of a Macy's department store. The alleged target is in critical condition, according to police. The bystanders are in critical and stable condition, though authorities did not specify between the two.

    DALLAS — An off-duty Dallas Police officer and one other person were pronounced dead at the scene at the Lake Highlands Landing apartments Saturday night, according to multiple law enforcement sources.

    Dallas Police said two people were killed in a shooting incident at the apartment complex on the 9700 block of Forest Lane.

    An officer and a family member were involved in the shooting, police say. The second victim is believed to be a female.

    Sources say there was a small child present in the apartment at the time of the shooting. It is unclear if the child witnessed the shooting. A neighbor told News 8 that they saw a child exiting the apartment.

    CLARKSVILLE, Tenn. – A shooting in a nightclub parking lot left one person dead and two injured Friday night, and by Saturday evening, Clarksville Police had a suspect in custody.

    Just before midnight, police officers were working at a site nearby when they heard gunfire, said Lt. Steve Warren.

    "In this case, we didn't require civilian notification. A couple of officers heard the shots and were able to mark the exact time, 11:53 p.m., and we had the first unit on the scene at 11:55 p.m."

  16. Terror attack in Massachusetts

    PORTSMOUTH--The Coast Guard has joined Massachusetts local and state law enforcement personnel investigating a shooting rampage that left one Coast Guard woman dead, another one injured, and a police officer wounded.

    Petty Office Second Class Adrian Loya, based in Portsmouth, living in Chesapeake, is accused of ambushing police and shooting two other guard members.

    The horrific events played out 450 miles away from Loya's home base Thursday in Bourne, Mass.

    Loya pleaded not guilty at his arraignment in Falmouth District Court, to murder charges. He was ordered to undergo a mental health evaluation and was held without bond.

    The motive behind what is being described as a well thought out ambush assault remains unknown.

    The victims have been identified as . And, 31-year-old Coast Guard Petty Officer Lisa Trubnikova, and 30-year-old Coast Guard Petty Officer Anna Trubnikova. Also shot was Bourne Police Officer Jared McDonald .

    MIAMI (CBSMiami) – A man stormed inside of a West Dade beauty salon and opened fired on a hairstylist before turning the gun on himself on Saturday.

    According to Miami-Dade police, the shooter – in his 30s – entered Salonz Beauty Suites at 8315 W. Flagler Street at around 4:40 p.m. and shot his girlfriend in the lobby area, in front of customers and other employees.

    OKLAHOMA CITY — One suspect was killed and an officer was transported to the hospital in an officer-involved shooting in southwest Oklahoma City Friday.

    According to a statement by Oklahoma City Police, officers were attempting to make contact with a wanted felon, Herbert Hill, 26, who at the time was a only suspect wanted in an area robbery.

    Officers found the suspect sitting in the passenger’s side of a car at the 1000 block of S.W. 62nd.

    Reports say they tried to take him into custody, but he refused. Hill then flashed a firearm at the five officers and proceeded to shoot. That’s when the officers returned fire, killing the suspect.

    BAGHDAD: A pair of bombings in the Iraqi capital Saturday killed more than three dozen people hours before the city’s longtime curfew was set to come to an end.

    The deadliest attack happened in the New Baghdad section of the city. Police officials said a suicide bomber targeted a street filled with hardware stores, killing 22 people and wounding at least 45.

    The second attack took place shortly afterward in central Baghdad’s popular Shorja market. Police said two devices detonated 25 meters apart from one another, killing at least 11 people and wounding 26.

    Also, at the Abu Cheer market on a Shiite block of southwestern Baghdad, at least four people were killed and 15 wounded when a bomb detonated outside an outdoor food market.

    There has been no claim for any of the attacks thus far. Hospital officials confirmed the casualties. All officials spoke anonymously as they are not authorized to brief the media.

    The incident comes ahead of Prime Minister Haider al-Abadi’s decision to lift Iraq’s longtime curfew beginning at midnight Sunday….

    Iraqi officials have repeated assured that the capital is secure, despite the occasional targeting of Baghdad’s Shiite-majority neighborhoods by ISIS.

  25. MUNICH, Germany—The diplomatic scramble to calm the Ukraine crisis burst into the open here on Saturday, as German Chancellor Angela Merkel clashed with Western officials over whether the West should deliver weapons to Ukraine.

    Merkel, who held emergency talks in Kiev and Moscow in recent days, pledged to keep pushing for a deal to calm the fighting between Ukrainian forces and pro-Russia separatists in eastern Ukraine, which has claimed more than 5,000 lives. But she warned that despite what her spokesman described as constructive talks in Moscow on Friday, there was no guarantee that Russian President Vladimir Putin would make good on any pledges to halt the conflict.

    “I say also after the talks yesterday in Moscow, it is uncertain whether they will be successful,” she said in a speech at the Munich Security Conference to an audience that included U.S. Vice President Joe Biden and Ukrainian President Petro Poroshenko. “But it is from my perspective and the perspective of the French president certainly worth trying.”

    Biden said he was there to talk about the “fundamental principle of a Europe whole and free” and said the U.S. believes there should be no “spheres of influence” in Europe and that all countries have a sovereign right to choose their own alliances.

    While Biden asserted that the U.S. doesn’t believe there is a military solution, he said Washington also doesn’t believe Russia has a right to support separatists in eastern Ukraine.

    The comments were part of a whirlwind diplomacy effort over the Ukraine crisis. Merkel and French President François Hollande unexpectedly flew to Kiev on Thursday to sound out Poroshenko on a new peace deal. The French and German leaders then negotiated with Putin in Moscow on Friday night.

    Speaking separately to labor unions in Russia’s Black Sea town of Sochi on Saturday, Putin said Western sanctions have had a negative impact on the country’s economy, but said Moscow “won’t wage a war with anyone and will instead cooperate with everyone,” local news agencies reported.

    In a question-and-answer session after her speech, several audience members, including Sen. Bob Corker (R, Tenn.), confronted Merkel about her opposition to providing arms to help the Ukrainian military resist the separatists. The White House has been openly considering such a step, which Moscow said would amount to a threat to Russian national security, even as the Kremlin continues to deny supporting the rebels in eastern Ukraine.

    Merkel is scheduled to fly to Washington on Sunday for a meeting with President Barack Obama at the White House on Monday.

  27. MOSCOW, February 8 /TASS/. The leaders of Russia, France, Germany and Ukraine are expected to hold telephone negotiations on Sunday that will culminate the shuttle efforts to find a way out the Ukraine crisis that were taken at the very top level this weekend.

    “Work (on the Ukraine crisis) will continue and its preliminary results will be summed up next Sunday during a summit-level telephone conversation to be held in the "Normandy format", the Russian president’s spokesperson, Dmitry Peskov, said at night after the five-hour talks in the Kremlin last Friday between Russian President Vladimir Putin, French President Francois Hollande and German Chancellor Angela Merkel.

    The European leaders arrived in Moscow last Thursday, February 5, after consultations with Ukrainian President Pyotr Poroshenko whom they had met in Kiev.

    "Judging from proposals formulated by the French president and German chancellor, the text of a possible joint document on implementation of the Minsk agreements is being in the making. The document is supposed to include proposals made by the Ukrainian president and initiatives formulated today (on Friday) and added by Russian President Vladimir Putin,” the Kremlin spokesperson said adding the text and the proposals would be submitted for approval to all the sides in the Ukraine conflict.

    The participants in the negotiations preferred not to elaborate on the essence of the talks or the initiatives under discussion. The Russian president also refrained from making any public assessment of the Friday consultations.

Lavrov presented his congratulations and gave a dig to the former Massachusetts senator about the New England Patriots' Super Bowl victory over the Seattle Seahawks, the AP reports.

    "John, we always are happy when patriots beat hawks," Lavrov said.

    Kerry paused before replying, "I hadn't thought of it that way. I'm sure you do."

    A day after French President François Hollande and German Chancellor Angela Merkel presented a new peace plan to Russia's Vladimir Putin in Moscow, Hollande on Saturday called the proposal "one of the last chances" to avoid war in east Ukraine.

    “I think this is one of the last chances, that’s why we took this initiative,” Hollande said, speaking of talks held in conjunction with Putin and German Chancellor Angela Merkel.

    Speaking on France 2 television on Saturday, Hollande said the plan under negotiation would see a 50- to 70-kilometre (31- to 44-mile) demilitarised zone established.

    He also called for "rather strong" autonomy in parts of east Ukraine.

    The negotiators’ aim is to draw up a possible joint document on implementing the much-violated September peace plan concluded in Minsk, Belarus. That agreement also featured a demilitarised zone, though the battle lines have since changed, and the government in Kiev has offered a measure of autonomy to the separatists.

    “If we don’t manage to find not just a compromise but a lasting peace agreement, we know perfectly well what the scenario will be. It has a name, it’s called war,” Hollande told reporters in the city of Tulle in central France.

    Merkel, who on Saturday participated in the high-profile Munich Security Conference, said that although the peace plan is worth trying, “it is uncertain if it will succeed” in ending the fighting that has so far killed more than 5,000 people.

    Merkel, who in Munich held three-way talks with Ukrainian President Petro Poroshenko and US Vice President Joe Biden and will fly to Washington on Sunday to meet US President Barack Obama, also questioned the logic of sending arms to fight separatists who are believed to have unlimited supplies of weapons from their Russian backers.

    “I understand the debate but I believe that more weapons will not lead to the progress Ukraine needs. I really doubt that,” the conservative German leader said. “There is already a large number of weapons in the region and I don’t see that this has made a military solution more likely.”

    Emerging rift

    The debate over how to confront the Moscow-backed rebels has led to an emerging rift between the US and Europe, with Obama facing increasing pressure from some members of Congress to provide Kiev with lethal weapons.

      The person who was made the Minister of Defense, Mikhail Koval, has announced his intention to ethnically cleanse from southeastern Ukraine the “subhumans” who voted for Yanukovych, who will “be resettled in other regions,” meaning either Russia (if Russia accepts these Ukrainian refugees) or else concentration-camps inside Ukraine (and then perhaps death). “There will be a thorough filtration of people.”
