American Mustangs on the Frontlines of Freedom

Immigration enforcement and drug smuggling continue to be top priorities for the Department of Homeland Security, and the Border Patrol's budget has swelled accordingly.

They've added more agents, more technology, and higher fences.

Despite such progress, human smugglers and drug traffickers have simply pushed further into mountainous, difficult terrain to avoid detection.

That's where horses come in.


Since the Border Patrol was founded in 1924, horseback patrols have been widely utilized. In fact, mounted patrols are said to have begun as early as 1904, in El Paso, where men on horseback policed against Chinese immigrants. Horse patrol units now exist along the border in various sectors, through California, Arizona, and Texas



Horse patrols are specialized work. Of the 2,600 or so agents in the border patrol's San Diego sector, only 18 work in the horse unit. That's a big change since the Border Patrol began in 1924. Horses were then its primary mode of transport.

The region is isolated and mountainous. Agents say horses have several advantages over vehicles, including lasting longer, better visibility and greater accessibility on difficult terrain. Ranchers in the area often prefer horses on their land to trucks or ATVs.


And agency-wide, the use of horses is apparently on the rise. According to statistics on the Customs of Border Patrol website, in 2011, there were 334 horse units in the Border Patrol. That's a 33 percent rise from 2008.


In the San Diego sector's horse unit, just 10 of the 75 agents who recently applied to join the horse unit were accepted for training, Cluff said, and eight graduated.

 


"You can go into an area at night on horseback and practically go undetected, which is a big advantage in what we do," said Jaime Cluff, a supervisory Border Patrol agent.


Bolstering border security, including horse patrols, is a key part of the comprehensive immigration reform bill debate in Congress. The San Diego sector's planned expansion of its horse unit is not part of that bill, but future expansion hinges on its fate in Congress.

In June, the Senate passed a bill calling for $46 billion more over 10 years for border security. The money would support hiring more agents and horse patrols, using 24-hour surveillance systems and building 700 miles of fencing along the U.S.-Mexico border.

The Border Patrol's annual budget for fiscal 2012 was $3.5 billion.

And more U.S. citizens than ever before are now being caught smuggling, according to the Center for Investigative Reporting. In fact, 75 percent of people caught with drugs by the Border Patrol are U.S. citizens, according to the report. It examined 40,000 seizures and suspect information, and drew the conclusion that 80 percent had involved U.S. citizens. The rate has increased every year from 2005 until 2011.


Peter Nunez, a former U.S. attorney in San Diego, says that border security should remain a priority. Nunez attributes the drop in arrests to the recession and its effect on the job market.
"There are still hundreds of thousands of people coming to this country illegally every year," Nunez said, calling drug smugglers and terrorists part of the problem. "So, the border's not secure, and there's plenty of work to do."







OROVILLE, Wash. - Astride sturdy mustangs named Okanogan and Spurs, US Border Patrol agents Darrel Williams and Justin Hefker ride quietly along a ridgeline above the Similkameen River valley.

The mustangs are among a dozen the Border Patrol's Spokane Sector has bought to patrol a 308-mile-long section of the US-Canadian border from the crest of the Cascade Range in Washington state to the Continental Divide in Montana.

"The reason we went with the horses was to get into those hard-to-reach areas," said the patrol's assistant chief of the region, Agent Lee Pinkerton.


The Border Patrol, a division of the Department of Homeland Security's Customs and Border Protection service, routinely uses horses on the southern border with Mexico. But the mustangs owned by the Spokane Sector are the first to watch the northern border, said Pinkerton.

The Border Patrol's "Operation Noble Mustang" adopts horses from the US Bureau of Land Management's wild horse and burro program, blending today's technology with yesterday's law enforcement traditions, the agency said.


On a recent day, Richard Graham, agent-in-charge of the Border Patrol station in Oroville, rides along as his agents patrol a small section of the border. The avid horseman sings the praises of mustangs and their ability to patrol the border with minimal environmental damage.

In the valley below, aspen, cottonwoods, and a few pine flank the river that flows from Canada into the United States. Along the river is a Prohibition-era dirt "whisky trail" that shows recent activity from modern smugglers bringing different contraband, most likely potent "B.C. Bud" marijuana, from Canada.



The mustangs' big bones and large hoofs give them a sure-footedness that makes them a perfect fit for scaling the steep hillsides and thick forests along the border, Graham said. They also have less of an impact on the fragile wilderness ground than motorized vehicles, he said.

"These horses are truly American. They are a product that's unique to the United States, and we are putting them in a position to help us protect the US," Pinkerton said. "There's something inherently right in doing that."

The patrol contracts with local ranchers to board and feed the animals. Because they are owned by the government, the agency saves money it used to spend on leasing horses from local ranchers, Pinkerton said.



The mustangs were rounded up in the BLM wild horse adoption program, broken by inmate wranglers at a Colorado prison, then sent to the Border Patrol's Colville station in Washington state for final training.
Graham's station is responsible for an 80-mile stretch of border that includes about 50 miles of the Pasayten Wilderness Area, a 529,477-acre tract where motorized vehicles are prohibited and there are few roads.



Along the Spokane sector, agents also patrol the smaller Salmo-Priest wilderness of northeastern Washington state, as well as Montana's Glacier National Park, where it abuts Canada's Waterton Lakes National Park.


Graham's station has four mustangs, as well as three mules and a handful of horses leased from local ranches. Others are assigned to stations in Metaline Falls and Curlew in Washington state, as well as Whitefish, Mont.
Law enforcement aircraft have limited use in the wild, Pinkerton said. It is difficult to see people hiding beneath the tree canopy, and wilderness laws limit how low aircraft can fly, he said.



"We're going back to the 1800s style of doing this because it is successful," he said. "On the ground, a horse is going to be the best mode of transportation in those areas."

Agents on horseback look for signs of border crossings and watch for low-flying aircraft that drug smugglers are increasingly using.

The drawbacks are the heavy snow that keeps horses out of some high country areas for months at a time during winter, and the spring runoff, which makes some creeks and streams impassable, Pinkerton said. But those natural hazards also keep smugglers out, he said.

The need for the mustangs became more urgent after the attacks of Sept. 11, 2001, Graham said. Previously, the Border Patrol's focus in the area was rounding up illegal workers in orchards. Now the threat of terrorists sneaking in is a bigger concern.

    1280px-Horse_closeupAt Grand Army Plaza, beneath the golden equestrian statue of General Sherman, the horses stand, lazily flicking their ears, and occasionally glancing around as a yellow taxi driven by an angry Pakistani wheels around past the Plaza Hotel, brakes squealing, an Al Qaeda friendly Nasheed blaring through the open window.

    Feathered plumes, scarlet red, sapphire blue, electric purple, matching the colors of the plush linings of their carriages, stir faintly in the wind. The drivers, wearing black top hats and colorful suits, chat with each other while waiting for a tourist from Baltimore or Beijing to take a ride. The horses stir, shaking their heads, as the Chinese artists sketch caricatures for 5 bucks a piece and the African vendors lugging sacks of fake Rolexes or pirated Fendi handbags look around suspiciously for the cops.



    Like true New Yorkers, the horses of Central Park pay little attention to what is going on around them. No matter what happens, they yawn, showing their teeth and showing how little it moves them. But though the bored urban equines do not know it, their world is about to change. The horse is not ordinarily an endangered animal, but if New York’s new progressive mayor has his way, the horses of Central Park will be extinct and the only equine in sight will be General Sherman’s golden horse sneering down at the parvenu jewelry shoppers of Fifth Avenue.

    On the other side, at Columbus Circle, beneath the looming tower of Time Warner Center where CNN personalities chatter endlessly, pedicabs offer rides for three dollars a minute. One enterprising competitor has even cut his fare down to a measly two dollars.

    The drivers, mainly Nigerians, who have taken over much of the tourist trade in the city, hassle tourists, urgently calling them over. “Hey guy.” “Madam, madam, come here.”

    There are no proposals to ban the pedicabs. The only animal they exploit is the human animal, and it isn’t always clear who is exploiting whom.

    Turkish pedicab driver Savas Avci was caught ripping off tourists by offering them a $1 a block ride with a $100 per person minimum written in fine print on the card. Surprised Irish and Asian visitors completed a 10 block ride and were hit with a $400 bill. The pedicab scam wasn’t illegal, but it was typical of a new tourist trade dominated by foreign scam artists, who unlike the carriage horse drivers, have no roots in the city and no sense of tradition.

    Meanwhile a twenty minute horse carriage ride, complete with warm blankets and cocoa, runs to fifty bucks.

    Though the horses huffing clouds of warm breath into the cold air of a March morning may not know it, they have long been the targets of an urban predator that their instincts, wired for warning them of cougars and rattlesnakes, had not prepared them to detect. While the horses grew complacent in a city whose predator food chain culminates in the rare coyote that crosses the George Washington Bridge, they were being stalked by the city’s true predator.

      Horses have long been the chosen prey of Homo progressivus and this election, PETA, an animal rights organization that killed 2,000 cats and dogs in one year, and NYCLASS, a wealthy anti-horse group dominated by a real estate tycoon who appears more interested in seizing the stables where the horses live, than in their welfare, finally got their way.

      Bill de Blasio, who had picked fights with such New York traditions as the Columbus Day Parade and the St. Patrick’s Day Parade, vowed to get rid of the horses in his first week in office.

      The week passed and the horses stayed.

      Bill de Blasio and the new progressive City Council speaker Melissa Mark-Viverito glutted themselves on NYCLASS’ dirty money, but in between kicking black kids out of charter schools and paying back neighborhoods that voted Republican by seeing to it that they didn’t get plowed, the progressive politicians have yet to land the killing blow on the horses of Central Park.

      Chicago however is moving faster.

      Alderman Ed Burke, an Obama and Blagojevich ally, and the godfather of Chicago politics, dubbed its real mayor, has put a hit out on the horses of Chicago.

      Burke said that, “Carriage rides have outlived their usefulness in Chicago.” That is usually Democratic machine politician slang for not enough money changing hands.

      Animal rights activists and their real estate backers have more money than horse carriage drivers. The modest stable buildings are no match for the liberal real estate developers seeking to put up pricey hotels and progressive animal rights activists easily overwhelm drivers who may get only eight fares a day.

      The anti-horse activists of Homo progressivus spent $1.3 million on Bill de Blasio. The drivers bring their own coffee with them in a thermos because a Starbucks coffee is too pricy for their budgets.

      Bill de Blasio refused to visit the stables where the horses are kept. The money has changed hands, his mind is made up and he doesn’t want to be confronted with the anger and suffering of the working men whose jobs he is taking away.

      But Central Park was designed for horses. The cars came later.

      Manhattan streets run on a straight and narrow grid, but Central Park is full of curving lanes. Individual riders pass under the arching fairy tale Gothic Bridge along a dirt path while puffins dive in the reservoir, herons land in secluded watercourses and turtles sun themselves on rocks near hidden waterfalls.

      Unlike the noisy and cramped urban hunting grounds of Homo progressivus, where activists shriek through megaphones, council members pass regulations that no one needs and inspectors take bribes not to implement them, where blighted towers of housing projects rise above troubled streets and Bill de Blasio and Andrew Cuomo yell at each at dueling press conferences; the park is a natural environment. It is a place for animals and people, for tall trees and quiet paths.

      The new post-human progressives however see humanity as a blot on nature.

      PETA kills cats and dogs to remove the “taint” of human bred species from the environment. The anti-horse campaigns follow the same ideology. The carriage horses, like the cats and dogs, have been tainted by human exploitation. They must be destroyed.

      The left’s war on horses is part of its war on humans.

      A horse infected with rabies, as described by William Youatt, the English veterinary surgeon, “will furiously seize and bite other horses, and even his attendants… will level with the ground every thing before him, himself sweating and snorting, and foaming amidst the ruins.”

      Homo sapiens, when infected with the mental virus that transforms him into Homo progressivus, insists that he is making the world a better place even as he lashes out, foaming at the mouth, and destroying everything around him.

      At Grand Army Plaza, the horses stand waiting for their next trot through the park, occasionally glancing at the tourists who come too close, but while the cougar is easily distinguishable from the cat and the wolf from the dog, both horses and men find it difficult to look into the milling crowds and distinguish Homo sapiens from Homo progressives.

    obamacare-website-apAnother round of inconvenient realities have gotten in the way of the ObamaCare rollout. A report issued by a major union accuses ObamaCare of exacerbating income inequality. A separate survey explains how the administration is playing it fast and lose — and downright deceptively — with their head count of enrollees. And finally, a daunting percentage of the uninsured Americans for whom the bill was ostensibly written have concluded that the Affordable Healthcare Act (ACA) is, well, unaffordable.

    Unite Here, a union with 300,000 workers in the gaming, food service, manufacturing, textile, distribution, hotel, airport and laundry industries, has published a report titled “The Irony of ObamaCare: Making inequality worse.” The intro gets right to that irony. “The promise of Obamacare was the right one and the hope for extending healthcare coverage to the un-and under-insured a step in the right direction,” it states. “Yet the unintended consequences will hit the average, hard-working American where it hurts: in the wallet.”



    The 12-page document by the union that was the first to give its endorsement to then-Senator Barack Obama further explains that because most the ACA’s $965 billion in subsidies will end up in the pockets of insurance providers, it represents “one of the largest transfers of public wealth to private hands ever.” According to the union, the bill also strangles fair competition in the insurance market, and pushes people into part-time work. And if employers follow the incentives laid out in the law, families will be pushed onto the ObamaCare exchanges where it will cost low-wage employees as much as $5 per hour to pay for similar coverage.

    Testimonials by workers who will be hurt are included. Hotel cook Arturo Marquez, a single father with two children, reveals that the ”best deal ObamaCare could offer me would take $1,908 more than our union plan. That’s like a dollar an hour pay cut. If I get really sick and wind up in the hospital, they can charge me $3,700 more out of pocket. I can’t imagine taking care of my son and daughter while taking a $2.70 an hour pay cut.”

    Guest room attendant Angela Portillo, who notes that “housekeeping is a tough job” where some of her fellow workers suffer “serious injuries,” reveals that ObamaCare would cost her and her husband “$8,057.04 a year more to keep the great insurance we have now. That’s a $3.87 per hour pay cut. We work hard for our insurance. Why should we have to take a cut in pay for it?”

    Near the end, the report notes the tragic irony of the Obama administration’s highlighting of economic inequality, even as it fails to preserve health plans that have been achieving ObamaCare goals “for decades.”

    “We take seriously the promise that ‘if you like your health plan, you can keep it. Period.’ UNITE HERE members like their health plans. UNITE HERE’s plans are ready to compete with the corporate giants of the health insurance industry if Washington will simply create a level playing field,” it concludes.

    1. No doubt this report will come as a surprise to Sen. Harry Reid (D-NV). It was Reid who told the nation in late February that all of the “horror stories” attached to the ACA were untrue. New York Times columnist Paul Krugman will be equally astonished, considering his piece, “Healthcare Horror Hooey” posited that people are “just making stuff up” about the bill’s shortcomings.

      If anyone is making stuff up, it’s the Obama administration. A new survey from McKinsey & Company, a global management consulting firm that has been conducting monthly assessments of the exchange-eligible population, reveals that the White House’s numbers regarding people who have gained healthcare coverage are pure fiction. The survey notes that not everyone who has selected a plan has actually paid the premiums required to truly be counted as covered, and that only a small percentage of people enrolled on the exchanges were previously uninsured. When those “filters” are applied to the administration’s totals, they dwindle substantially.

      In February, 2,096 eligible respondents were surveyed. Only 48 percent of them had signed up for a 2014 healthcare plan, and three-fifths of that 48 percent were people who liked, and were able to keep, their old plans. The other two-fifths were the ones who enrolled on the exchanges. Regarding the latter group, 27 percent of them had been uninsured in 2013, and almost half of the 27 percent still hadn’t paid a premium. Of the remaining 73 percent who had been previously insured, 86 percent of them had paid their premiums.



      When the percentages are combined, a far more accurate–and truthful–picture emerges. Only 19 percent of those who had paid their premiums were previously insured, and of those the Obama administration is characterizing as sign-ups, only 14 percent are enrollees who were previously uninsured. Thus, despite the administration boasts about 3.3 million “gaining” healthcare coverage, only 472,000 are previously uninsured exchange enrollees as of February 1.

    2. Far more important, McKinsey & Company’s survey then inquired why those who didn’t sign up for a healthcare plan avoided doing so. Out of the five possible reasons for people failing to enroll, 50 percent chose, “I could not afford to pay the premium.” In second place, 31 percent cited the technical difficulties of enrolling: “I could not effectively shop,” “I could not complete purchase,” and “I could not set up user account.”

      Thus, the central premise of ObamaCare, the heavily promoted notion that leaving millions of Americans unable to afford health insurance was a national disgrace, is revealed to be an utter fraud. It was a fraud buttressed by a 2009 Harvard survey that contended as many as 45,000 people per year died from a lack of coverage. That research was subsequently debunked by other healthcare experts, but it mattered little to Democrats determined to pass a so-called affordable healthcare bill by any means necessary — including serial lying President Obama himself.

      Then, Democrats were guilty of lying by commission. One of the most popular lies was the idea that there were 47 million Americans without health insurance. That figure was revealed to be fraudulent even before Obama was elected. In a 2008 Washington Times article, Sally Pipes, president and chief executive officer of the Pacific Research Institute, revealed that figure included anyone who went without insurance for any part of the year (including a single day), 14 million people who are eligible for public health-care programs such as Medicaid, 10 million people with household income above $75,000 (meaning they could afford insurance), and 10.2 million illegal aliens.

When Gary Cohen, who will soon be leaving his job as the director of the main implementation office at the Health and Human Services Department, showed up at an insurance conference last Thursday, he touted the administration’s updated enrollment figures of 4 million enrollees. Unfortunately for him he was asked a critical question: how many of the people who signed up for ObamaCare were previously uninsured? ”That’s not a data point that we are really collecting in any sort of systematic way,” he responded.

      As the Washington Post notes, making sure the administration can’t collect that data appears to be a feature, not a flaw, within the system, due to differences in wording on paper and online HealthCare.gov applications. ”The paper versions of applications, used by a small fraction of people who are signing up, contain a multiple-choice question asking whether people in a household currently have insurance,” the paper explains. “‘No’ is one of the boxes people can check. But the online application, which most people use to enroll, asks whether people want to apply for coverage but does not give them a place to indicate whether they have insurance now or have had it in the past. As a result, HHS analysts have no way to assess how many of the online enrollees were uninsured in the past.”

      Finally, in what at first glance appeared to be good news for ObamaCare defenders, a new Gallup Survey indicates that the percentage of Americans without health insurance continues to decline, from 17.1 percent in the fourth quarter of 2013, to 15.9 percent so far in 2014. Yet the devilish details reveal that number is still higher than 14.8 percent of Americans cited by Gallup as uninsured in 2008, long before ObamaCare became the law of the land. ”The number of uninsured was generally below 15% in 2008 until it began to increase in November of that year, coincident with the worst of the economic crisis,” Gallup explained. Furthermore, a Gallup-Healthway’s Well-Being Index brings up another obvious reason why the latest drop ”could be” due to ObamaCare: Americans are now required to buy health insurance, or pay a fine for failing to do so.

      As the Associated Press revealed in December, 4.7 million Americans had their “bad apple” insurance plans cancelled. How many of them the administration is now promoting as new healthcare enrollees is not only impossible to determine, but as Gary Cohen reminds us, of no importance. In other words, we have a healthcare plan sold to Americans based entirely on the premise of reducing the number of uninsured — by an administration that now professes to have no interest whatsoever in knowing whether or not they achieved their objective. Absolutely pathetic.

      Palestinian villagers capture Israeli squatters stealing sheep

      NABLUS (Ma’an) – Palestinian villagers on Monday captured an Israeli settler when he was trying to steal sheep from a field in the northern West Bank village of al-Lubban al-Sharqiyya south of Nablus.

      A Palestinian official who monitors settlement-related activities told Ma’an that a settler from the illegal Eli settlement tried to steal sheep from a Palestinian shepherd before a number of villagers arrived and captured him.

      Ghassan Daghlas added that Palestinians notified officials in the Palestinian Authority who contacted the Israeli liaison department.

      Just days earlier, villagers from Jalud and Talfit villages south of Nablus captured a settler but he managed to escape shortly afterward.

    The third Christ at the Checkpoint Conference at the Bethlehem Bible College is expected to host the “widest and most diverse” group of evangelical Christians, according to conference organizers. The conference scheduled to commence on March 10 will feature well-known evangelical speakers from around the world as well as Palestinian Christian theologians and activists. Speakers include Geoff Tunnicliffe, secretary-general of the World Evangelical Alliance, and Joseph Cumming, who previously served as the director of the Yale University Divinity School's Reconciliation Program.

    Messianic Jewish leaders Evan Thomas and Daniel Juster will be present, along with Holy Land Trust Director Sami Awad and Bethlehem Bible College President Jack Sara.

    Participants will hear leading world evangelicals critique traditional pro-Israeli Christian theology, interact with fellow Palestinian Christians and take note of the suffering that Israel and its occupation is causing for Palestinians.

    TRIPOLI/ES SIDER, Libya, March 11 (Reuters) - Libya's parliament voted Prime Minister Ali Zeidan out of office on Tuesday after a tanker loaded with oil from a rebel-held port escaped the navy, officials said.

    Zeidan, a liberal weakened for months by infighting with Islamists, will be temporarily replaced by Defence Minister Abdallah al-Thinni, parliament spokesman Omar Hmeidan told reporters.

    The news deepens the turmoil in the North African country, a member of the OPEC oil producer group, where the government has struggled to impose order and rein in militias that helped oust Muammar Gaddafi in 2011 but now defy state authority.

    Deputies said they had mounted a no-confidence vote after the tanker managed to load crude at Es Sider port and escaped the navy, which earlier claimed it had seized the ship.

    Zeidan had told Reuters late on Monday in an interview the navy and allied militias had halted the tanker and were escorting it to a government-controlled port in western Libya.

    He had for months been facing rising opposition from Islamists and the wider public, which blamed him for Libya's bumpy transition since the 2011 NATO-backed uprising.

    The spectacular tanker escape was the tipping point.

    "The government has been weakened for a time and we need a new personality," said al-Sharif al-Wafi, an independent lawmaker. A new prime minister will be elected by deputies within two weeks, he said.

    On Saturday, Zeidan had said the navy would bomb the tanker if it tried to leave the port, one of three occupied by eastern rebels demanding a greater share of oil wealth and power.

    But the ship had moved into international waters early on Tuesday morning after a brief firefight with government forces, port workers allied to the rebels and an oil official said.

    "We escorted the tanker out of the port at 3 a.m.," said a rebel fighter at the harbour. "We came under fire from light arms (from the navy) but there were no casualties."

    I’ll let the experts churn out opinions on what should be done about Russia’s invasion of Ukraine (or is it the former Ukraine, yet?). But it does appear that many of them refuse to accept a number of truths about the world. For instance: 1- Most people do not shares our values. 2 – Most people don’t even understand our values. 3- Authoritarianism is often more popular than freedom. 4 – Democracy and liberalism are not the same. (I argue this point – not coincidentally! — in detail in my new book, The People Have Spoken (And They Are Wrong): The Case against Democracy.)

    Putin may face international disapproval from the West over his Crimean actions, and he may even have to deal with some short-term ineffectual sanctions; but at home, he’s enjoying his highest approval ratings in years. Yet, we act as if Putin is acting alone. Before the invasion, the respected Levada Center found that 65 percent of respondents approved of Putin’s leadership. According to the Guardian, the less respected pollsters at VTsIOM, gauged Russian attitudes on 1-2 March and found that nearly 68 percent of respondents approved of Putin’s job performance. That was right as Russian troops were entering Crimea, so expect that number to go up.


    Putin has enjoyed 60 percent approval rating throughout his career, and often much higher. Despite a stagnating economy, a Pew Poll in 2012 found that 72 percent thought Putin was doing a good job. It’s the kind of support that — apart from some fleeting moments of history – is, thankfully, unachievable in a healthy democratic nation. Despite some of the political rhetoric we hear at home, too much unity reflects poorly on a nation’s health.

    And the more Putin undermines liberal institutions the more popular he becomes. The people who vote for the presidents of Russia and the United States view are unrelated, emerging from distinct historical, moral and ideological perspectives. So expecting people — even people given a vote — to act in what we consider a logical manner, is a waste of time. While we, for example, may be confused about the harsh fate of Pussy Riot!, only 5 percent of Russians believed that the punk/activist band didn’t deserve serious penalties for its actions. Actually, 29 percent believed that the band should have been sent into forced labor, while 37 percent believe they should be imprisoned.

    1. So the Russian government controls the country’s three main television channels, and at the end of 2013, Putin replaced the national news agency with a new and more compliant version. This undermines the free press, of course, but the ugly fact is there doesn’t seem to be much anger about it. In recent years, the Kremlin has imposed limits on protests, criminalized libel, and censored political material on the internet. It has banned the work of nongovernmental organizations (typically aimed at fostering more transparency in government), frozen the assets of human rights groups that receive funding from U.S. citizens, and jailed the political opposition. Occasionally a dissident dies of poisoning.

      But the reversal of once promising liberal reforms in Russia is not the result of an undermining of democracy. It happened with the full consent of the electorate. In Russia’s first presidential election, in 2000, Vladimir Putin, who had previously been made prime minister, won 53 percent of the vote. In 2004, he won 71 percent of the vote. In 2008, his lackey Dmitry Medvedev also won in a landslide. In 2012, Putin returned to the presidency in a landslide election with a parliament dominated by members of his party, giving him virtually one party rule.

      Sadder still, Putin may be a better choice. It’s not like there democrats with widespread support are waiting in the wings. Remember, it was the Communist Party leader, Gennady Zyuganov, who came in second place last election with 20 percent of the vote. In a 2009 poll. nearly 60 percent of Russians said they ‘deeply regret’ the Soviet Union’s demise.

      Forget the Middle East, where we’ve thankfully stopped pretending democracy is a panacea, and take a closer look at Russia’s neighborhood. In nearby Uzbekistan, Islam Karimov, the country’s only president since independence in 1991 and whose rule has seen widespread torture, murder, corruption, press censorship, and roundups of political dissidents, won his last election with 88 percent,10 down from his previous high of 91 percent. In Kazakhstan, Nursultan Nazarbayev has also been in control since 1991, winning 96 percent of the vote in 2011. Democracy isn’t exactly a competitive enterprise there, as three of Nazarbayev’s opponents endorsed him.

      In Politico, Gregory Feifer recently wrote:

      But the real glue holding the population to Putin’s regime isn’t rising expectations but the country’s all-encompassing corruption, starting with the daily bribes Russians must pay to traffic police, building inspectors and most other officials with discretionary power.
      Obviously, there are barriers to a healthy vote in Russia. And maybe people lie to pollsters. Or maybe most people don’t understand or care very much about liberalism. According to a 2011 Pew Research study of global attitudes about democracy, over 60 percent of Ukrainians and Russians told researchers that they would rather have a strong leader than a democratic government.

      Well, they have it now.

    Last month, UNICEF workers found a five-year-old girl named Bara'a alone in the streets of Homs, one of the cities where the conflict has been most intense. Bara'a's mother had been killed by a mortar shell, but workers were eventually able to reunite Bara'a with her father — a rare sigh of relief in a country where at least 8,000 children have fled to Syria's borders without their parents, the report said.

    About 3 million kids in Syria or taking refuge in neighboring countries — about half of Syria's school-age population — are unable to go to school on a regular basis because their schools have been flattened into rubble, turned into shelters or military bases. One in every five of Syria's schools has been destroyed, damaged, or transformed.

    While education was once a priority for Syria, with primary school enrollment nearly universal for a generation and literacy rates over 90 percent, just making it through each day has become the new focus for Syrian families.

    “Many Syrian children are in pure 'survival mode,'" UNICEF protection specialist Jane MacPhail, who works with child refugees in Jordan, said in the report. “They have seen the most terrible things and forget normal social and emotional responses."

    2013: A brutal year

    The past year has been particularly challenging: Since January 2013, the number of children affected by the crisis has skyrocketed from 1.8 million to more than 5.5 million. The number of children displaced inside Syria has more than tripled, from 920,000 to nearly 3 million. And the number of child refugees has more than quadrupled, from 260,000 to more than 1.2 million.

    One in 10 children — over 1.2 million — has fled Syria, becoming refugees abroad. And once they leave Syria, their lives aren't necessarily better: One in 10 refugee children is believed to be working, doing odd jobs on farms, cafes or car repair shops, or collecting money by begging on the streets.

    In the Za'atari refugee camp in Jordan, displaced Syrian children know the horrors of war all too well.

    “My children see weapons and can label them. They know the names of each weapon, because they’ve seen so many,” one mother, who wasn't named, told UNICEF in its report.

    I made a mistake, and take full responsibility for it.

    I said that 15% o the threads related to Israel, and I WAS WRONG.

    After going back and studying the 'Dash Board' of the blog, my error became quite clear.

    Only 4% of the topics have been at all related to Israel.

    That, on request from Bob, who thought all other topics to be boring and uninteresting.
    When I posted a thread on Israel, his posts increased substantially, but readership fell.

    Which is why very ew of the threads EVER are about Israel.
    The posts to the threads, which do sometimes focus on Israel and its policies, are driven by the Dimwitted Duo.

    Boise - Ranchers in Idaho are asking the state government to help eliminate some of the state's elk population.

    The state is halfway through the wolf season, which was said to have been introduced to stop the wolves from attacking elk.

    A group from Mayfield claims that Idaho’s Department of Fish and Game has been unable to protect their livelihoods from elk herds which they say are trampling their fences, crops, and causing other problems.

    The department currently allows a small group of hunters to participate in “depredation hunts,”
    in which the hunters are allowed to kill animals while hoping to drive the herds away.

    CLEARWATER BEACH, Fla. (AP) - Republican David Jolly defeated Democrat Alex Sink on Tuesday in a Tampa-area House district where President Barack Obama's health care overhaul got its first test ahead of November's midterm elections and both sides spent millions auditioning national strategies.
    With almost 100 percent of the vote counted, Jolly had 48.5 percent of the vote to Sink's 46.7 percent. Libertarian Lucas Overby had 4.8 percent. The election was to replace 42-year Republican Rep. CW Bill Young, who died in October of cancer, and the evenly divided district had been considered a toss-up.

    The implications of the dueling messages for the midterm elections inspired both parties to call in star advocates like former President Bill Clinton and former vice presidential candidate Paul Ryan, in addition to blanketing the district with ads, calls and mailings. More than $11 million has been spent on the race, according to the Sunlight Foundation, a nonprofit group that tracks government information.
    Jolly's election night headquarters in Clearwater Beach erupted into loud cheers as it became clear he was the winner. In his victory speech, Jolly simultaneously struck a conciliatory tone and expressed gratitude for his mentor, Young, and Young's family. Jolly was introduced by former "Price is Right" game show host Bob Barker, via video. Young's two adult sons were also onstage with Jolly, and he embraced them at the end of his speech.

    Jolly didn't mention the issue that dominated much of the campaign - the president's health care package - and instead said that Pinellas County must work together.

    "This race is not about defending a broken agenda in Washington or advancing a broken agenda in Washington. This race is about serving the people in our own community," he said. "Let's dispense with the rancor and vitriol of the last five months."
    Jolly thanked Sink and Overby and said it was "OK" that tens of thousands of others voted for his opponents.

    "While this campaign at times seemed to be partisan, your next congressman is not partisan," he said.

    In St. Petersburg, Sink's party was subdued. Backed by her adult children, Sink began her concession speech by thanking her campaign team and the thousands of volunteers who helped her congressional bid. She spoke to a couple hundred stoic supporters in a half-empty ballroom at a lakeside Hilton in St. Petersburg.

    "We know that life brings many challenges. It brings many opportunities. My values have always been to do good for my family and for my community," she said.

    "We don't know what the future holds," she said, "but I'll do what I've always done and continue to serve my community.
    "Although we're disappointed, the bars are open," she said.

    With that, Sink left the ballroom.

    idaho fish and game completes lolo zone elk survey

    Recently completed aerial surveys show a marked decline in elk numbers in game management units 10 and 12, which comprise the Lolo Elk Management Zone.

    Survey results indicate the elk population in the Lolo Zone has declined from 5,110 to 2,178, a 57-percent reduction since 2006. The greatest declines were observed in numbers of elk cows, calves and spike bulls. Overall, bull numbers were down zone-wide, with a shift in bulls to older animals.

    “This survey, combined with ongoing research showing wolves are the primary cause of elk mortality today, is further scientific evidence of the impact wolves are having,” Fish and Game Director Cal Groen said. “The rate of this decline in just four short years should help people understand there is an urgency to manage for a balance in this area.”

    Appropriate management options in response to this latest survey data are being explored.

    Wolf predation is the major source of mortality on this elk herd and is affecting population size because too few calves are surviving to replace the adults that die each year. Predation is preventing recovery from a decline that began in the late 1980s and a steep decline following the severe winter of 1996-97.

    This survey information corroborates ongoing research being conducted in the Lolo Zone that shows survival of radio-collared adult elk and six-month-old calves has been poor. Modeling efforts based on research survival data estimate declines of 11 to 15 percent annually.

    Idaho Fish and Game’s aerial surveys of most elk zones are conducted on a three- to five-year rotation. Surveys provide estimates of the size of the population as well as demographic data, such as numbers of elk cows, calves and bulls.

    Liberty is a higher value than democracy. Democracy often elects tyrants, see Hitler, Mussolini,etc. Plato and Aristotle both recognized this problem and neither had any good solution to it. To say that liberty is a higher value than democracy is not to urge the end of democracy, but is a call to preserve liberty.

    If we did not have a well crafted Constitution in this country with some still existing divisions of power, liberty would be dying here at a faster rate than it currently is doing.

    To recognize these realities does not make one a fascist. Those that value liberty over democracy are not fascists, who do not value liberty. I guess one might call such people who value liberty over democracy when the chips are really down...... libertarians.

    1. Idaho is a big state. Where humans abide the elk decline does not seem as significant. Presumably because the peckerwoods often take a shot at the wolves out the pickup window. A bad snow cover drives elk to the farms where they can find food.
