Iran: Putin Explains to Israel’s Netanyahu: Air Defense System is, like, Defensive

Russian President Vladimir Putin  spoke by phone with Israeli Prime Minister Binyamin Netanyahu Tuesday with regard to the Russian Federation’s decision to go ahead with the sale to Iran of S-300 anti-aircraft batteries.
Iran bought the batteries several years ago, but delivery was delayed by Moscow because of US and international pressure. The US has led the imposition of severe economic sanctions on Iran, perhaps the most severe ever applied to any country in modern history, including having Iran kicked off the SWIFT bank exchange.
In deference to US wishes, Russia did not ship the system.
Two things have now changed. First, Russia and the US are not getting along nearly as well in the wake of the Russian annexation (or reclaiming, from Moscow’s point of view) of Crimea from Ukraine and its support for ethnically Russian fighters in Ukraine’s east. In fact, the US has begun imposing sanctions on Russia. In turn, Russia no longer has great regard for US wishes.
Second, the five permanent members of the UN Security Council plus Germany have concluded a framework agreement permitting Iran’s civilian nuclear enrichment program, which is aimed at imposing inspections and equipment restrictions that would make it very difficult if not impossible for Iran to break out and create a nuclear weapon. Russia and China have been the least supportive of severe sanctions on Iran, and Russia appears to have decided that since the negotiations have reached a serious phase, it is time to go ahead with this deal, concluded some time ago.
The announcement alarmed Israeli Prime Minister Binyamin Netanyahu, whose government has often hinted around that it might bomb Iran.
The Putin government issued a communique that “gave a detailed explanation of the logic behind Russia’s decision…emphasizing the fact that the tactical and technical specifications of the S-300 system make it a purely defensive weapon; therefore, it would not pose any threat to the security of Israel or other countries in the Middle East.
The full implications of the sale are difficult to anticipate because there are several kinds of S-300 systems and we don’t know which exactly is the one that Iran will get.
But it certainly is the case that S-300s are not offensive weapons and they could not be used to launch a war of aggression.
Why, then, would Netanyahu be so upset about the deal going through? Because he wants to keep an Israeli bombing run on the table.
The S-300s would make it much harder for Israel to initiate an attack on Iran’s nuclear facilities. Such an attack on enrichment facilities in Natanz would be horrible in any case, releasing redioactive material into the atmosphere and killing or sickening tens of thousands in Isfahan.
This exchange points to the future and underscores the ways that, once Iran is talking to the West, it becomes difficult for any of the players to simply lash out.

  2. Israel, as a condition with Russia not to sell and or deliver the s300's to iran help up selling DEFENSIVE systems to Georgia, Ukraine and others threatened by Russian aggression. Russia's support of Iran now lifts the restrictions on Israel to sell these systems.....

    Also will be interesting when Israel beats the s300 like Israel has beaten every major Russian technology in the last 30 years.

    One only has to recall (and laugh) about the the history of Israel kicking the crap out of the arabs and their "russian/soviet" weapons.

    Prior to the 1982 Lebanon War, Syria, with the help of the Soviet Union, had built up an overlapping network of surface-to-air missiles in Lebanon's Beqaa Valley. On June 9, 1982, the Israeli Air Force carried out Operation Mole Cricket 19, crippling the Syrian air defence array. In subsequent aerial battles against the Syrian Air Force, the IAF managed to shoot down 86 Syrian aircraft without losing a single fighter plane in an air-to-air combat. IAF AH-1 Cobra helicopter gunships destroyed dozens of Syrian armored fighting vehicles and other ground targets, including some T-72 main battle tanks.

    Now scoot forward to just a few years ago when Israel took out the North Korean/Iranian/Syrian Plutonium illegal site, Israel cut thru their "defenses" like butter....

    Once again proving that the arabs can spend BILLIONS (arabs and persians) on Russian weapon systems but really all they get is a big expensive pile of shit...

    The U.S. Senate is set to vote this week on legislation that would provide Congress with the power to approve, amend or kill any agreement that seeks to curb Iran’s nuclear program in exchange for a lifting of international sanctions.

    Supporters of the bill, Republican and Democrat, said Russia’s lifting of its ban on the S-300 surface-to-air missile system could be just the beginning of countries testing the sanctions regime and a United Nations arms embargo on Iran.

    “Before a final nuclear deal is even reached, [Russian President] Vladimir Putin has started to demolish international sanctions and ignore the U.N. arms embargo,” said Sen. Mark Kirk (R., Ill.), who sponsored legislation that seeks to impose new sanctions on Iran if a final deal isn’t reached by June 30.

      One word problem from a Singaporean school exam briefly became the talk of the Internet last weekend.

      It didn't rise quite to the level of "The Dress"—the recent quandary that resulted in accusations of color-blindness across the Internet—but it still gave the education world its own viral moment over the weekend. A viral math question, in fact.

      Last Friday, the Hello Singapore TV host Kenneth Kong posted a mathematical riddle to his Facebook page with the caption: "This question causes a debate with my wife .... and its a P5 question." The puzzle went viral across the country, with people ranging from perplexed adults to eager teenagers grappling with the simple question: "So when is Cheryl's birthday?"

      The hysteria wasn't limited to Singapore. The question immediately made the rounds on Twitter—along with the hashtag #cherylsbirthday—and Reddit. It even made its way to the Australian Federation of International Students' Facebook page.

      Without giving away the answer, here's a good starting point:

      Albert knows the month, Bernard knows the number.
      Albert knows that Bernard doesn't know.
      Look at how many times each date appears.
      Figure out which month Albert was told, and begin the elimination process.

    7. The riddle worried some parents. "P5," known as "Primary 5" in the Singaporean education system, is the equivalent of 5th grade in the United States. Despite Singapore's internationally revered math proficiency, many parents were concerned that the question was far too advanced for their kids.

      This prompted an investigation of sorts by Mothership.sg, a Singaporean news outlet. The organization obtained official confirmation (spoiler: the answer is included as well) from the executive director of the Singapore and Asian Schools Math Olympiad. According to the director, Henry Ong, the question was in fact for older "Secondary 3" students, or the equivalent of ninth grade here in the U.S. Ong also admitted that it was "a difficult question meant to sift out the better students."

      Logical puzzles like this are common in Singapore. The country's math curriculum, which has a strong focus on logic-based problem solving, has been so successful that it's been adopted around the world, including in the U.S.

      According to the latest report from the Program for International Student Assessment (PISA)—an exam designed to measure the math, reading, and science proficiency of 15-year-olds globally—Singapore's math competency essentially outshines that of the rest of the world:

      Singapore scores highest in the PISA 2012 assessment of problem solving, with 562 points on the PISA proficiency scale. Only Korea has a similarly high score.

      Singapore also has the highest number of top-performing students in problem solving: 29 percent of students reach proficiency Level 5 or 6 (the OECD average is 11 percent).

      So what makes Singapore so good at a subject with which America's students have routinely struggled? Singapore's math instruction focuses heavily on mastery over rote memorization. Math students on the small island nation perform well because they understand the material deeply—not because they are studying for a specific test. Thus, they react well when "curveballs" are thrown at them in the form of confusing math questions.

      Furthermore, the instruction of "Singapore Math"—as it's dubbed in the U.S. —uses a "layered" approach aimed at facilitating comprehension. Students digest the subject in stages, from the concrete to the pictorial and eventually to the abstract. This leads to conceptual understanding rather than numerical regurgitation: It's not just about getting the correct answer, but also about explaining one's thought processes.

      U.S. students have made strides in math proficiency in recent years, but they still lag behind many of their peers internationally, falling at the middle of the pack in global rankings. In the same PISA report the U.S. placed 35th out of 64 countries in math.

      And even though the "Cheryl's Birthday" question may be atypical of the average Singaporean classroom, perhaps it's still worth asking: Are you smarter than a (Singaporean) 10th-grader?

    The air defense systems, built by Russia's largest defense contractor Almaz-Antey, are some of the most advanced weapons of their kind on the market, which has prompted fears that the weapons would be used to defend Iranian nuclear sites.

    Iran signed a contract with Russia to buy five S-300 systems for $800 million in 2007, but in 2010 then-President Dmitry Medvedev decided to freeze delivery as a sign of good will toward the West.

    With Iran and international community closer than ever to a deal, President Vladimir Putin lifted the ban Monday. No delivery date has yet been set.

    Defending the decision, Russian Foreign Minister Sergei Lavrov explained that "[the S-300] is not designed for attacks and will not put at risk the security of any regional state, including Israel," news agency TASS reported Monday.

    The S-300 systems are not covered by the UN arms embargo in place on Iran, since it is classified as a defensive weapons system and has no offensive use.

    "It would provide Iran with a long-range air defense capability that is currently lacking in its inventory [and] provide an additional defensive tier to Iran's air defense plan," Ben Goodlad, a weapons expert at defense analytics firm IHS was quoted as saying in a statement.

    Depending on the specific model and the missiles loaded into the system, an S-300 battery can track up to 100 targets and engage 12 to 36 of them within a range of 150 kilometers.

    How Iran would use an air defense system with these kinds of specifications depends on the outcome of the current nuclear negotiations.

    If the deal falls through, and Iran continues its nuclear program, then the S-300s would most likely be used to defend Iranian nuclear facilities, greatly increasing the cost of any U.S.- or Israeli-led air strikes on the sites.

    But if the deal goes through and fears over Iranian nuclear weapons fade, the S-300s would likely be used by Tehran to bolster its defenses against more capable regional rivals — such as Saudi Arabia and the United Arab Emirates.

    This point was made by Lavrov: "For Iran, taking into account the very tense situation in the region surrounding it, modern air defense systems are very important," he was quoted by TASS as saying Monday.

    In particular, Iran is significantly outgunned by its Gulf rivals the UAE and Saudi Arabia, which is flying modern U.S. aircraft such as F-15s. Last year, Saudi Arabia purchased $1.5 billion worth of aircraft, while the UAE purchased $105 million worth, according to data published by the Stockholm International Peace Research Institute.

    Meanwhile, Iran's military is an aging force populated with 1970s Soviet and American hardware, such as MiG-29 interceptors and U.S. F-4 Phantoms.

    Even then, the U.S. planes in Iran’s inventory have only been kept flying by “spare parts acquired in Vietnam that were left behind after the U.S. withdrawal,” said Ben Moores, a senior military analyst at defense analytics firm IHS.

    The five S-300s stipulated in the 2007 contract with Russia would go a long way to redressing Iran's lack of aerial firepower in the region.

    So yesterday the Pentagon told us that the Islamic State had lost 25% of its territory, and today they’re on the verge of capturing a city that could give them a distinct advantage in capturing all of Iraq. Do you ever get the impression that the Pentagon is more interested in making the Obama airstrikes look successful than in leveling with us?

    West of Baghdad, Iraq (CNN)Falih Essawi shouted on the phone as he described his situation. From his point of view, ISIS militants might be just hours away from taking the key Iraqi city of Ramadi.

    Fierce fighting has engulfed Ramadi, which lies only about 70 miles (113 kilometers) west of Baghdad and is the capital of Anbar province, Iraq’s Sunni heartland.

    Essawi, the deputy head of the Anbar Provincial Council, told CNN from inside the city Wednesday that it’s unclear how much longer government troops can hold their front lines against the ISIS offensive.

    The politician said he was on a front line himself, armed with a machine gun. Security was “collapsing rapidly in the city,” and he begged the Iraqi government for reinforcements and the U.S.-led coalition against ISIS for air support.

    “This is what we warned Baghdad of what’s going to happen,” Essawi told CNN by phone, referring to the Iraqi government at the capital. “Where is Baghdad? Where is al-Abadi?”

    His plea for help comes the day after Iraqi Prime Minister Haider al-Abadi met with U.S. President Barack Obama in Washington to seek more support for the fight against ISIS.

    “Just Allah knows if we will survive this,” Essawi said.

    The extremist group’s offensive in Ramadi shows its resilience despite months of U.S.-led airstrikes and its recent defeat by Iraqi forces in the northern city of Tikrit.

    ISIS squeezing Ramadi

    ISIS fighters have Ramadi under pressure from several angles.

    Essawi said ISIS militants made significant advances Wednesday in three areas east of Ramadi: Albu Soda, Albu Ghanem and parts of Soufia, which leads to central Ramadi.

    Over the weekend, the militants seized control of areas north of Ramadi. Routes south of the city were taken some months ago.

    That leaves only areas to the west of Ramadi in the hands of government forces, but those positions are under threat, Essawi warned.

    The recent fighting has driven a steady stream of refugees out of the city. On Wednesday, some residents packed what they could into metal carts as they prepared to flee on foot.

    وتصاعدت عمليات تهريب الأسلحة والصواريخ المتطورة وسط ملاحقة إسرائيل لها ومحاولة إيقافها بشتى الطرق، إلا أن أعداد الأنفاق الكبيرة وتزايد عمليات التهريب أفشل كثيرا من هذه المحاولات التي لم تتوقف، لا سيما خلال كل عدوان اسرائيلي على غزة، حيت باتت هذه الانفاق والمناطق الموجودة فيها هدفا رئيسيا للغارات التي يشنها الطيران الحربي الاسرائيلي.

    وفي شهر حزيران (يونيو) 2014، أعلنت مصر عن عملية عسكرية خاصة تستهدف تدمير الأنفاق على طول الحدود مع قطاع غزة وباتت اصوات التفجير تُسمع بشكل شبه يومي عند الشريط الحدودي.
    وفي الثلاثين من آب (أغسطس) 2014، أعلنت مصر عن تدمير 1710 أنفاق قبل أن تعلن في تشرين الأول (أكتوبر) من ذات العام عن بدء عملية خاصة لإقامة منطقة عازلة على الحدود وإزالة مئات المنازل التي تعود لسكان سيناء لمنع حفر وبناء أنفاق جديدة.
    وفي كانون الثاني (يناير) الماضي، دخلت الاوضاع على الحدود بين غزة ومصر مرحلة جديدة مع تدمير غالبية الأنفاق وبقاء عدد قليل جدا منها يعمل بصعوبة بالغة وفي ظل تشديد الإجراءات الأمنية على الحدود، وهو ما وجد ترجمته الفعلية في توقف عمليات تهريب الأسلحة والصواريخ تماما كما توقفت عمليات التهريب الأخرى.

    واوضح في حديث مع صحيفة القدس أن بعض أصحاب تلك الأنفاق حاولوا إعادة تأهيلها وترميمها وتشغليها الا ان هذه المحاولات لم تنجح لان القوات المصرية إعادت تدميرها سواء باستخدام المتفجرات أو من خلال إغراقها بالمياه العادمة.
    واشار إلى أن عمليات تهريب الأسلحة توقفت منذ منتصف شهر شباط (فبراير) من العام الجاري، موضحا أن ذلك أثر أيضا على توافر الأسلحة والصواريخ والذخيرة بمختلف أنواعها وأدى الى ارتفاع أسعارها في الأسواق.
    وأوضح أن ثمن الرصاصة الواحدة كان يبلغ من 3 إلى 4 شواكل فقط (حسب نوعها)، غير ان سعرها بعد تدمير الانفاق ارتفع ليصل من 7 إلى 9 شواكل.
    وقال أن بندقية الكلاشنكوف المصرية ارتفع سعرها من 900 إلى 1300 دولار، فيما أصبح سعر البندقية من ذات النوع ولكن ذات المنشأ الصيني من 1200 إلى 2000 دولار، بينما بلغ سعر ذات البندقية روسية الصنع نحو 3000 دولار في حال وجدت. مشيرا إلى أن "الكلاشنكوف" هي من أكثر الأسلحة رواجا في قطاع غزة.
    وأضاف "عمليات التهريب توقفت بشكل شبه كامل، ونادرا ما ينجح احد في تهريب أسلحة خفيفة جدا وذخيرة لها"، مشيرا إلى أن عمليات تهريب الصواريخ الثقيلة والمتوسطة توقفت تماما منذ الحرب الاخيرة على غزة.
    وتقول إسرائيل في تقارير تنشرها وسائل إعلام عبرية مختلفة أن حركة "حماس" لجأت الى استخدام مواد محلية لتصنيع الصواريخ عقب توقف عمليات تهريبها خلال الأشهر الأخيرة.
    ولوحظ ان اسرائيل تعلن بين الفترة والاخرى عن رصد عمليات إطلاق صواريخ تجريبية من غزة تجاه البحر، وذلك في إطار محاولات "حماس" الرامية الى تصنيع وتطوير صواريخ جديدة اعتمادا على مواد محلية ، كما تزعم اسرائيل.

      Firas Press reports that Gaza arms dealers are frustrated by Egypt's actions of destroying tunnels with either explosives or by flooding them with waste water.

      Arms dealer "Abu Mohammed" said that arms smuggling operations have been suspended since mid-February and this has had an impact on the availability of weapons, missiles and ammunition which has led to higher prices in the market.

      He said that the price of one bullet has gone from between 3-4 shekels up to 7- 9 shekels.

      An Egyptian Kalashnikov rifle has gone from $900 up to $ 1,300, and Chinese Kalashnikovs from $1200 to $2000,and Russian versions are now going for $3000.

      "The smuggling operations have ceased almost entirely; rarely does one succeed in smuggling very light weapons and ammunition here," he said.

      The arms dealer added that the heavy and medium missile smuggling operations completely stopped since the last war on Gaza.

  20. FBI Holds “Special” Meeting in Juárez to Address ISIS, DHS Not Invited

    Responding to Judicial Watch’s report earlier this week of ISIS activity along the Mexican border, Federal Bureau of Investigation (FBI) supervisors called a “special” meeting at the U.S. Consulate in Ciudad Juárez.

    A high-level intelligence source, who must remain anonymous for safety reasons, confirmed that the meeting was convened specifically to address a press strategy to deny Judicial Watch’s accurate reporting and identify who is providing information to JW. FBI supervisory personnel met with Mexican Army officers and Mexican Federal Police officials, according to JW’s intelligence source. The FBI liaison officers regularly assigned to Mexico were not present at the meeting and conspicuously absent were representatives from the Department of Homeland Security (DHS). It’s not clear why DHS did not participate.

    Publicly, U.S. and Mexico have denied that Islamic terrorists are operating in the southern border region, but the rapid deployment of FBI brass in the aftermath of JW’s report seems to indicate otherwise. A Mexican Army field grade officer and a Mexican Federal Police Inspector were among the sources that confirmed to JW that ISIS is operating a camp just a few miles from El Paso, Texas. The base is around eight miles from the U.S. border in an area known as “Anapra” situated just west of Ciudad Juárez in the Mexican state of Chihuahua.

    Another ISIS cell to the west of Ciudad Juárez, in Puerto Palomas, targets the New Mexico towns of Columbus and Deming for easy access to the United States, the same knowledgeable sources confirm. During the course of a joint operation last week, Mexican Army and federal law enforcement officials discovered documents in Arabic and Urdu, as well as “plans” of Fort Bliss – the sprawling military installation that houses the US Army’s 1st Armored Division. Muslim prayer rugs were recovered with the documents during the operation.

    “Coyotes” engaged in human smuggling – and working for the Juárez Cartel – help move ISIS terrorists through the desert and across the border between Santa Teresa and Sunland Park, New Mexico. To the east of El Paso and Ciudad Juárez, cartel-backed “coyotes” are also smuggling ISIS terrorists through the porous border between Acala and Fort Hancock, Texas. These specific areas were targeted for exploitation by ISIS because of their understaffed municipal and county police forces, and the relative safe-havens the areas provide for the unchecked large-scale drug smuggling that was already ongoing.

    Last August JW reported that ISIS, operating from Ciudad Juárez, was planning to attack the United States with car bombs or other vehicle borne improvised explosive devices (VBIED). High-level U.S. federal law enforcement, intelligence and other sources confirmed then that a warning bulletin for an imminent terrorist attack on the border had been issued. Agents across a number of Homeland Security, Justice and Defense agencies were placed on alert and instructed to aggressively work all possible leads and sources concerning the imminent terrorist threat.

    Al-Khaleej (The Gulf) reports that Daesh (ISIS, ISIL) has taken new territory in the western Al-Anbar Province of Iraq and may be on the verge of taking the provincial capital, Ramadi, a week after they were decisively defeated in Tikrit in the south of Salahuddin Province. They were also pushed back from the refinery city of Beiji near Tikrit, though Iraqi authorities revealed that Daesh had slaughtered 300 members of tribes there in the past few days. Daesh killed embers of the Albu Mahall, al-Karabilah, al-Salman, Albu `Ubayd, and al-Rawiyyin tribes. Government forces received close air support from the US Air Force. But despite the success of Iraqi troops and their Shiite militia auxiliaries in Salahuddin north of Baghdad, government forces are facing setbacks to the west of the capital.

    Daesh has taken al-Sufiya entirely, chasing the Iraqi army from the district. It continued to hold most of Albu Ghanim and has surrounded hundreds of families there. It has long had a toehold in western neighborhoods of Ramadi, the provincial capital of al-Anbar, and seems to be making a successful push toward the center of the town.

    A member of parliament from the province, Adil Khamis al-Mahallawi, called Daesh the “Kharijites of this age,” referring to an early Islamic heretical group, more extreme members of which insisted on undeviating adherence to their understanding of Islam and excommunicated and killed those who differed with them.

    He said Daesh had also killed dozens of non-combatants in the district of Albu Ghanim northeast of Ramadi.
    The deputy speaker of the al-Anbar provincial legislature, Falih al-Isawi, said, “The situation in the city of Ramadi is turbulent and completely bad. The entire province of al-Anbar is a inch away from being dominated by Daesh.” He also warned that Ramadi is headed for collapse.

    Another member of al-Anbar’s provincial legislature, Arkan Khalaf al-Tarmuz, said that Daesh had succeeded in dominating the district of Albu Ghanim east of Ramadi, and had surrounded hundreds of families in the district. He explained that it had happened because the Sunni tribal levies of the area lack weaponry and had seen their stockpiles dwindle. They only have one security station. Likewise, the Popular Mobilization Forces, i.e. Shiite militias, had withdrawn from the area (perhaps to go fight in Tikrit and Beiji?) Al-Anbar is mostly Sunni Arab.

  24. Coalition warplanes help stem ISIS' advance in Ramadi, official says


    Baghdad, Iraq (CNN)Airstrikes from a U.S.-led coalition have helped contain ISIS' attacks on the key Iraqi city of Ramadi, but security forces there still need reinforcements, a provincial leader there said Thursday.

    ISIS recently took control of areas near Ramadi, which is about 110 kilometers (70 miles) west of Baghdad and is the capital of Iraq's vast Anbar province, the country's Sunni heartland. The advance by the extremist group has forced thousands of civilians to flee east to Baghdad.

    Officials in Ramadi have warned that the city could fall if more troops aren't sent there.

    But on Thursday, coalition airstrikes appeared to cut off ISIS' logistical resupply routes and prevent the group from advancing from its positions in the city, said Faleh Essawi, the deputy chief of the Anbar Provincial Council.

      Another member of the Anbar council, Aathal al-Fahdawi, said ISIS militants attacked government buildings in Ramadi on Wednesday night, but security forces and tribal fighters repelled the assailants.

      Al-Fahdawi, like Essawi, said more troops and equipment are needed, arguing that the additional equipment that the city's defenders received Wednesday -- 15 Humvees -- was not enough.

      The province's governor, Suhaib al-Rawi, also has pleaded for help. In a statement read on Iraq's state-run Iraqiya TV on Wednesday night, al-Rawi called on multiple parties, including Iraq's central government, to send troops.

      He also called on the Hashd al-Shaabi militia -- a predominantly Shiite fighting group that worked with Iraqi troops and Sunni fighters to liberate Tikrit this month -- to help as well.

  25. Reinforced Iraqi forces recapture areas near Ramadi


    RAMADI, Anbar province – Iraqi security forces fighting with reinforcements in east of the city of Ramadi have cleared Sajariyah town and Sufiya district of Islamic State fighters, the Interior Ministry announced on Thursday.

    “Government special forces have been able to fully recapture the main road between Sajariyah and Sufiya,” Saad Maan, ministry spokesman, said in a statement.

    The statement assured residents of the stability and security of the areas and asked them to return to their homes.

    Sabah Karhut, chairman of Anbar provincial council, told Rudaw on Wednesday that two brigades of special forces had arrived in Ramadi to join the Iraqi forces engaged with ISIS fighters.

    “We have asked for more air support to target ISIS positions and military bases, especially in the eastern part of Ramadi,” Karhut said.

    The battle for Ramadi in central Anbar province has intensified as government forces have been able to retake several areas in the past few days.

    The military campaign launched April 8 to liberate the province has been supported by airstrikes by the US-led coalition on ISIS positions.

  26. WASHINGTON (Reuters) - The United States and its allies staged 20 air strikes on Islamic State targets in Syria and Iraq in a period from Wednesday to Thursday morning, the Combined Joint Task Force said in a statement.

    Nineteen of the strikes occurred near eight Iraqi cities and hit tactical units, fighting positions, vehicles, weapons and buildings, the statement said.

  27. Since the Iraqi government had announced that the battle was shifting to Anbar, of which Ramadi is a part, it would seem sensible that Daesh would try to hit first.

    That it was unable to take Ramadi, only grabbing a few small outlying villages has to be seen as a positive.
    The losses were minor, and now the local Sunni governance is calling upon the Shiite militias or assistance.

    This political sea change may portend to be the 'real' turning point of the whole fight.

    1. If it had been me, the occupied cities would have been skipped and the border between Syria and Iraq sealed.
      Then the areas between the urban centers taken, those cities where Daesh held sway, cut off from one another.

      Forcing Daesh out of those urban centers and into the field.
      If the Daesh did not come out, the war of attrition would spell their doom.

      As for Anbar, I would think the US influence can be seen in that strategy. If you recall the US military wants there to be a "Long Campaign" ... years ... that is what they were quoted as saying the fight would take.

  30. Senators Reach Deal On Massive Free Trade Bill No One Has Seen


    WASHINGTON -- Congress’ tax committees announced an agreement Thursday to speed through a bill to give President Barack Obama the fast-track authority that he will need to push mammoth new trade deals through Congress.

    While a deal had been believed to be in the works, news that it was actually done came as a surprise to members of both the House Ways and Means Committee and the Senate Finance Committee, which had been called to a hearing on the deal less than 12 hours earlier.

    The “trade promotion authority” bill, or TPA, would allow the White House to cut new trade deals with Asian and European nations, and then pass them through Congress using expedited procedures. Under these rules, the deals cannot be amended or obstructed, and they get a simple up-or-down vote.

    The fast-track authority would likely pave the way for both the controversial Transatlantic Trade and Investment Partnership agreement with the European Union and the Trans-Pacific Partnership with a dozen Asian nations. Both deals are vastly larger than NAFTA, and would involve about two-thirds of the entire world’s economy. Currently, the United States has trade agreements covering just 10 percent of world trade.

    The hastily called Senate hearing on the TPA featured three of the administration's top officials on trade: Treasury Secretary Jack Lew, Agriculture Secretary Tom Vilsack and United States Trade Representative Michael Froman.

    Several Democrats at the session seemed furious that they had been summarily called into a session about a measure that had not been shown or given any time to read, signaling that Obama will face a major struggle with his own party to get his trade agenda passed.

    “Today we’re meeting in a hearing that was noticed 12 hours before it began on a bill we haven’t seen with witnesses, I assume, who know more than we do, and frankly, will never tell us,” said Sen. Sherrod Brown (D-Ohio), who noted that previous trade deals have gotten extensive airings in Congress before lawmakers had to vote on them.

    “We can’t fast track fast-track, that’s a complete abdication of our responsibilities,” Brown said.

    “This process is not good,” said Sen. Chuck Schumer (D-N.Y.) the heir-apparent to Senate Minority Leader Harry Reid Harry Reid (Nev.). “We are supposed to vote on TPA, tie our hands and not vote on amendments, before we’ve seen what the [Trans-Pacific Partnership] is. I’ve never seen anything like it.”

    Schumer was referring to the fact that the fast-track authority was being pursued even before the details of the trade deals themselves are known. And once the fast-track bill is law, it will be dramatically easier for the White House to push through the deals, which are backed by many Republicans and significant numbers of business-friendly Democrats. Republican leaders would need to muster only simple majorities to pass the agreements.

    House members also were not briefed on the legislation, were equally peeved, and aide said. Indeed, Rep. Sander Levin, the top Democrat on the House Ways and Means Committee, is not a co-sponsor. The backers are Ways and Means Chairman Paul Ryan (R-Wis.), Finance Committee Chairman Sen. Orrin Hatch (R-Utah) and the top Democrat on the Finance Committee, Sen. Ron Wyden (Ore.),

    In order to get agreement on a deal, Republicans had to convince Wyden, who wanted stronger labor protections, aid for workers whose jobs are moved overseas, greater means to enforce the deals, and a greater degree of congressional and public oversight.

    Wisconsin Governor Scott Walker is not enjoying much of a home court advantage of late.

    A new Marquette Law School poll finds that Walker's approval rating in Wisconsin has fallen to 41 percent, with 56 percent surveyed saying they disapproved of how he is handling his job. The 41 percent figure is the lowest recorded since the Marquette poll began surveying registered voters three years ago. In October of 2014, the poll found that 49 percent of voters in Wisconsin approved of the way Walker was handling his duties as governor, while 47 percent disapproved.

    To cleanse the palate, a fresh reminder that Democratic pols think the rules don’t apply to them even when it comes to parking.

    On the one hand, the thought of spending 16 months digesting every move made by a political entity as dreary as Hillary Clinton, even as a goof a la the clip below, makes me feel like Col. Kurtz mumbling through that story about finding the pile of little arms. We now inhabit a political culture where stories like this one are published by the country’s most respected newspapers. “I cried, I wept like some grandmother. I wanted to tear my teeth out. I didn’t know what I wanted to do.” Indeed, colonel. Me too.

    On the other hand, a goof is a goof. If nothing else, this should give the Free Beacon some new material for its long-running argument that Hillary Clinton is in fact, for all intents and purposes, handicapped.

    Exit question: Do we, as a people, deserve Hillary? What if the answer is … yes?

      Nothing could better represent the “rules are for little people” attitude of Hillary Clinton than cavalierly parking in parking spaces reserved for the handicapped. But that is exactly what was captured in a video report aired by Omaha television station KETV when it covered her exit from a private meeting with local Democratic leaders in Council Bluffs, Iowa, across the Missouri River from Omaha. The station’s online news report made no mention of abusing the handicapped space, even though the camera clearly captured the Handicapped Parking sign where her van was parked.

      Stephen Miller tweeted a still taken from the video report with the sarcastic caption “Mobility rumors confirmed.” But of course, Mrs. Clinton is seen walking to and climbing into the van with no difficulty. Unless she has chosen to take with her in the van someone with an actual mobility handicap (her close companion Huma Abedin appears lithe), registered as such with the Iowa authorities, she has abused the rights of the handicapped.

      But you can believe that she a champion of the underdog -- unless it is slightly inconvenient to her.

    raqi military officials say government forces secured a contested area south of the country's largest oil refinery on April 17 as part of ongoing operations against Islamic State militants in northern Iraq.

    General Ayad al-Lahabi said government troops in Salahuddin Province, backed by U.S.-led coalition air strikes and Shi'ite and Sunni militia, regained control of the towns of Al-Malha and Al-Mazraah, about three kilometers south of the Baiji oil refinery.

    Lahabi said about 160 Islamic State militants were killed in the battle for control of the towns.

    He said Iraqi forces are now fighting to break the siege by IS militants who have been surrounding the Baiji refinery, which remains under the control of government troops.

    Iraqi forces on April 2 recaptured the city of Tikrit further south of the refinery.

    In Ramadi, the capital of Iraq's western province of Anbar, IS militants took control of a number of areas in the central part of the city.

    Security forces, however, managed to prevent them from capturing the big State Mosque in the city center after heavy fighting.

    Ramadi residents have been leaving the city in droves.

    IS militants launched an offensive on Ramadi on April 15 and have advanced within two kilometers of the city's east side.

    Meanwhile, the United States and its allies launched 21 air strikes targeting Islamic State militants in Iraq and Syria over the past 24 hours, the Combined Joint Task Force leading the operations said in a statement April 17.

    The coalition staged 13 of the strikes across Iraq, including two near Ramadi that, according to the task force, hit a unit of IS fighters and destroyed a heavy machine gun, a vehicle, and an excavator.

    Other strikes hit near Mosul, Fallujah and Sinjar, among other cities.

    In Syria, eight strikes staged near Al-Hasaka and Kobani hit five units of Islamic State militants and destroyed various fighting positions and vehicles, the statement said.

    Mexican law enforcement authorities have confirmed to Judicial Watch that Islamic State has set up a camp just 6 miles from the US border in Mexico near El Paso, TX.

    The group further reports that when the story broke earlier in the week, FBI supervisors convened an urgent meeting in Mexico with national law enforcement representatives to deal with the press leaks and develop a press strategy to deny the report.

    Fox News:

    The Judicial Watch report, which cited an unnamed Mexican Army officer and a Mexican police inspector, raises new fears that the fight with ISIS is closer to the U.S. than previously thought.

    The report identified the locations of the two bases, and said one is as close as 8 miles from Texas in a town west of Juarez. Mexican authorities found possible evidence -- plans written in Arabic and Urdu -- last week in the town of "Anapra," the sources said. These sources told the watchdog that "coyotes" who work for drug cartels assist in smuggling terrorists between Fort Hancock, Texas, and other undisclosed locations.

    The U.S. State Department and the Department of Homeland Security did not immediately respond to an inquiry from FoxNews.com to confirm the report. But the Mexican border has long been seen as a potential vulnerability.

    Judicial Watch reports on a raid conducted last week in Mexico that turned up some surprising evidence:

    Publicly, U.S. and Mexico have denied that Islamic terrorists are operating in the southern border region, but the rapid deployment of FBI brass in the aftermath of JW’s report seems to indicate otherwise. A Mexican Army field grade officer and a Mexican Federal Police Inspector were among the sources that confirmed to JW that ISIS is operating a camp just a few miles from El Paso, Texas. The base is around eight miles from the U.S. border in an area known as “Anapra” situated just west of Ciudad Juárez in the Mexican state of Chihuahua.

      Garcia ended by noting that a U.S. government report a few years ago acknowledged that Middle Eastern Islamic terrorists have teamed up with drug cartels on the border.

      This is one case where the dots connect themselves. The fact is, Islamic State, Hezb'allah, AQAP -- they're already here. The government knows it, but doesn't want to alarm the public. Everyone knows an attack is coming. The only questions are where, when - and how many will die.

  55. The European Commission announced approval on Thursday for Germany to invest nearly 30 billion euros into the development of 20 offshore wind farms, following the country’s decision to back away from nuclear power and focus on renewables.

    An investment of this magnitude needed to be scrutinized by Europe’s governing body so that it did not violate any state aid rules. The European Commission’s findings that Germany’s plans did not violate EU state aid rules allows the country to proceed with its plans.

    Germany notified the EU of its plans to invest in 17 wind farms set to be located in the North Sea, and another 3 in the Baltic Sea.

    Each of the wind farms range from 252 MW to 688 MW, and in total amount to 7 GW of new renewable energy capacity. Germany will invest €29.3 billion into the projects, which will begin producing electricity by the end of 2019 at the latest.

    Germany has long been a leading wind power developer, and returned to form in 2014 by installing 5.1 GW of new wind energy. The European Wind Energy Association in a report published in February of this year, reported that “Germany remains the EU country with the largest installed capacity,” with a total of just under 40 GW. In fact, Germany and the UK accounted for 59.5% of all new installations in 2014.


    However, Germany has only recently been focusing its attention on offshore wind, and passed the 1 GW cumulative mark for the first time this year. According to a report by Deutsche WindGuard, at the end of 2014 Germany had a total of 258 offshore wind turbines with a total capacity of 1,049.2 MW.

    “Out at sea we have now officially broken through the gigawatt barrier for installed capacity,” said Norbert Giese, chairman of the VDMA steering committee for the offshore wind industry and board member of the German Offshore Wind Energy Foundation.

    And Germany is expecting even more from 2015:

    “In 2015 we are expecting up to 2 gigawatts of offshore wind capacity to be newly connected to the grid. By the end of 2015, we will see a total of some 3 gigawatts installed capacity online, which corresponds to an investment of 10 billion euros in the domestic market of the German offshore wind industry.”

    So with 3 GW connected by the end of 2015, and another 7 GW to be connected by the end of 2019, Germany is well on track to . . . . . . .
