Exclusive: Manchester suicide bomber used student loan and benefits to fund terror plot

The Manchester suicide bomber used taxpayer-funded student loans and benefits to bankroll the terror plot, police believe.

Salman Abedi is understood to have received thousands of pounds in state funding in the run up to Monday’s atrocity even while he was overseas receiving bomb-making training.

Police are investigating Abedi’s finances, including how he paid for frequent trips to Libya where he is thought to have been taught to make bombs at a jihadist training camp.

It comes as Assistant Commissioner Mark Rowley, Britain’s most senior counter-terrorism officer, said detectives had made “immense progress” in dismantling Abedi’s terror network.

In further developments, a barber shop in Manchester was raided with one theory that Abedi may have obtained hydrogen peroxide - a chemical used in the hairdressing industry but which can also be used to construct bombs - from the salon.

Abedi’s finances are a major ‘theme’ of the police inquiry amid growing alarm over the ease with which jihadists are able to manipulate Britain’s welfare and student loans system to secure financing.

One former detective said jihadists were enrolling on university courses to collect the student loans “often with no intention of turning up”.

Abedi was given at least £7,000 from the taxpayer-funded Student Loans Company after beginning a business administration degree at Salford University in October 2015. 

It is thought he received a further £7,000 in the 2016 academic year even though by then he had already dropped out of the course. Salford University declined to say if it had informed the Student Loans Company that Abedi’s funding should have been stopped.

Separately, the Department for Work and Pensions refused to say if Abedi had received any benefits, including housing benefit and income support worth up to £250 a week, during 2015 and 2016. It would only say he was not claiming benefits in the weeks before the attack.

Abedi, 22, never held down a job, according to neighbours and friends, but was able to travel regularly between the UK and Libya.

Abedi also had sufficient funds to buy materials for his sophisticated bomb while living in a rented house in south Manchester.

Six weeks before the bombing Abedi rented a second property in a block of flats in Blackley eight miles from his home, paying £700 in cash.

He had enough money to rent a third property in the centre of Manchester from where he set off with a backpack containing the bomb.

Abedi also withdrew £250 in cash three days before the attack and transferred £2,500 to his younger brother Hashim in Libya, who is accused of knowing about the attack in advance.

A Student Loans Company spokesman said: “It would not be appropriate for the Student Loans Company to respond to media requests for information that may be relevant to the ongoing police investigation.

“It is for universities to inform the Student Loans Company when students withdraw or suspend their studies, at which point funding stops.”

A Salford university spokesman, asked if it had told the SLC Abedi had dropped out, said: “We cannot comment.”

David Videcette, a former Metropolitan police detective who worked on the 7/7 London bombing investigation, said of the student loans’ system: “It is an easy way for a terrorist to move forward and finance their activities at the expense of the taxpayer. 

“All you have got to do is get yourself into university and then off you go. Often they have go no intention of turning up.”

Professor Anthony Glees, director of Buckingham University’s Centre for Security and Intelligence Studies, said: “The British system makes funds readily available to jihadist students without checks on them. There needs to be an inquiry into this.”

The Government has previously admitted it has no idea how many terrorists could be using taxpayer funded benefits and student loans to finance their activities.

Two men were convicted at the end of 2016 of channelling thousands of pounds of fraudulent housing benefits to the Islamist fanatics behind the Paris and Brussels terrorist outrages.

Mohamed Abrini, the Brussels terror suspect dubbed the ‘Man in the Hat’ received £3,000 in fraudulent housing benefit.

      According to the Telegraph, “A group of Gaddafi dissidents, who were members of the outlawed Libyan Islamic Fighting Group (LIFG), lived within close proximity to Abedi in Whalley Range.” They included Abd al-Baset Azzouz, an expert bomb maker who controls an Al Qaeda-affiliated militia in eastern Libya.

      When the uprising against Gaddafi began in 2011, Ramadan Abedi, the father of Salem, returned to his home country to fight with the LIFG. He was part of the rat line operated by the MI5, which hustled anti-Qaddafi Libyan exiles to the front lines of the war.

      “I was allowed to go [to Libya], no questions asked,” a British Libyan who had been under house arrest at the time for ties to extremist groups, told Middle East Eye.

I know this crowd would rather piss and moan and emote than to think but look at the numbers. Look at the trends and demographics. Look at birth rates. Reality will eventually always intrude.

      If you wanted to maintain what is now past, you should have stopped getting vasectomies. You should have bought more Viagra and stopped shooting blanks. You should have listened to the existential imperative: breed.

      Other groups in the US, black, yellow and brown, are also seeing drops in birth rates, but not to the extent of whites, a group that is already the minority in the country when compared to the rest.

      Sure, it’s easy to see the appeal for guys already ‘living the dream’ to insist that the ‘other’, the "they" be kept out so as not to dilute the pot. However, given the demographics and birth rates, the dream is silly. Not only is it impossible, it is the way of the dodo.

      What really pisses me off is that these ‘defenders of the American way’, of mom and apple pie, these real American heroes willingly and with little complaint accept the steady encroachments of their rights and liberties by an ever expanding security state that grows by spreading fear and promoting the illusion that the $ billions they spend every year on intelligence and surveillance of the American public appreciably increases our safety.

    Equally infuriating to a radical Islamist killing innocent children at a pop concert
    in Manchester, is the very likely possibility that it will not be the last time.

    We’ve seen this tragic routine before: a radical Islamist wages violent Jihad
    against the Western world and, after a few days of cliché sloganeering and useless
    hashtags, all is forgotten.

    Well, for the parents and loved ones of those who were killed, all is not forgotten.
    They will live forever with a hole in their hearts that can never be filled.

    These are the consequences of open borders, and the willingness of a society to bury
    its head in the sand while attempting to shame and silence anyone who dares speak
    the truth.

    The truth is this: when you flood your country with millions of un-vetted migrants
    from the Islamic world, you shouldn’t be “shocked” when your society acquires the
    same problems as the Islamic world. One plus one equals two.

    We can have borders, or we can have terror. No, there is no third option. This is
    the real world, not a sociology lecture, or CNN.

    You cannot force Islamists to assimilate because Islamists do not value the same
    things we do in the West.

    While most in the West view an Ariana Grande concert as an opportunity for young

  18. New revelations have surfaced that the Obama administration abused intelligence during the election by launching a massive domestic-spy campaign that included snooping on Trump officials.

    The irony is mind-boggling: Targeting political opposition is long a technique of police states like Russia, which Team Obama has loudly condemned for allegedly using its own intelligence agencies to hack into our election.

    The revelations, as well as testimony this week from former Obama intel officials, show the extent to which the Obama administration politicized and weaponized intelligence against Americans.

    Thanks to Circa News, we now know the National Security Agency under President Barack Obama routinely violated privacy protections while snooping through foreign intercepts involving US citizens — and failed to disclose the breaches, prompting the Foreign Intelligence Surveillance Court a month before the election to rebuke administration officials.

    The story concerns what’s known as “upstream” data collection under Section 702 of the Foreign Intelligence Surveillance Act, under which the NSA looks at the content of electronic communication. Upstream refers to intel scooped up about third parties: Person A sends Person B an e-mail mentioning Person C. Though Person C isn’t a party to the e-mail, his information will be scooped up and potentially used by the NSA.

    Further, the number of NSA data searches about Americans mushroomed after Obama loosened rules for protecting such identities from government officials and thus the reporters they talk to.

    The FISA court called it a “very serious Fourth Amendment issue” that NSA analysts — in violation of a 2011 rule change prohibiting officials from searching Americans’ information without a warrant — “had been conducting such queries in violation of that prohibition, with much greater frequency than had been previously disclosed to the Court.”

    A number of those searches were made from the White House, and included private citizens working for the Trump campaign, some of whose identities were leaked to the media. The revelations earned a stern rebuke from the ACLU and from civil-liberties champion Sen. Rand Paul.

    We also learned this week that Obama intelligence officials really had no good reason attaching a summary of a dossier on Trump to a highly classified Russia briefing they gave to Obama just weeks before Trump took office.

    With all of the unrest, riots and murders in Venezuela these days, it’s easy to overlook one very basic question about the abysmal conditions its citizens are enduring. Venezuela has some of the richest farmland in the western hemisphere and was a net exporter of agricultural products until very recently. How can the people be starving?

    That’s the question being tackled at the Washington Post this week and the answer comes down to a single source: it’s the socialism, stupid.

    At a time of empty supermarkets and spreading hunger, the country’s farms are producing less and less, not more, making the caloric deficit even worse.

    Drive around the countryside outside the capital, Caracas, and there’s everything a farmer needs: fertile land, water, sunshine and gasoline at 4 cents a gallon, cheapest in the world. Yet somehow families here are just as scrawny-looking as the city-dwelling Venezuelans waiting in bread lines or picking through garbage for scraps.

    Having attempted for years to defy conventional economics, the country now faces a painful reckoning with basic arithmetic.

    “Last year I had 200,000 hens,” said Saulo Escobar, who runs a poultry and hog farm here in the state of Aragua, an hour outside Caracas. “Now I have 70,000.”

    The case of Escobar’s chicken farm is only one of thousands of such examples, but it’s an excellent one to describe the problems the farmers are facing. He had a ranch with nearly a quarter million hens in a country where people are starving to death. That would mean the opportunity of a lifetime in any free portion of the world. But the socialist regime in Venezuela has taken charge of every aspect of the food production and distribution supply chain. They determine how much Escobar will be paid for his eggs and it turns out to be a net loss for him rather than a profit. Unable to buy sufficient amounts of feed and new chicks to raise, Escobar’s farm is withering and will soon be gone.

    That basic reality would be enough to put the farmer out of business eventually all by itself, but Escobar faces other problems as well. He’s been raided and extorted by both armed criminal gangs and government troops. They’re not paying anything for eggs or chickens… just taking them. And nobody from the government is protecting him. These are the hallmarks of socialism, particularly in its final throes. Insufficient law enforcement resources to protect the people and corrupt government and military leaders who roam the land taking what they want for themselves. So in a place completely capable of producing more than enough food for its citizens and their neighbors as well, farms are underutilized or sitting vacant, producing nothing.

    The cause of the starvation is obvious. Even under the most benevolent of socialist regimes, the government is ill equipped to operate such a complex system. And this one is far from benevolent, with the party leaders more interested in ensuring their own comfort and security than that of the rank and file. But all of this was predictable because, as we’ve said here more times than I can count, this is how socialism ends. Every. Single. Time.

  23. Criminal charges for Tim Kaine’s son over violent assault on Trump rally

    What’s more surprising about this story… that the alleged crime was charged in the first place or that you’re hearing about it at all?

    On March 4th in St. Paul, Minnesota, a pro-Trump rally took place on the steps of the State Capitol rotunda. No sooner had the event gotten underway than liberal “counter-protesters” wearing masks showed up and began attacking the rally participants with mace, tasers, fireworks and fists. We’ve seen these tactics of violence and intimidation by the Left at Berkeley, in New York City and too many other places to list here, so the incident itself sadly isn’t all that shocking anymore. But this one came with a twist. One of the attackers was none other than the son of former Vice Presidential candidate Tim Kaine.

    Initially, local authorities weren’t even going to bring any charges against the rioters, but after considerable public scrutiny they’ve changed their minds. (local Fox News coverage)

    Prosecutors are filing criminal charges against 8 counter-protesters who disrupted the “March 4 Trump” rally at the Minnesota State Capitol on March 4. Among those charged is Linwood Kaine, the son of former Democratic vice presidential nominee Tim Kaine…

    The permitted rally inside the Capitol Rotunda was interrupted by protesters that Saturday, some of whom turned violent. A group of Trump supporters described the scene to Fox 9.

    “They brought in pepper spray and tasers, and went after anyone with a Trump sign,” said Sandra Trater, a supporter of President Trump.

    Unfortunately, most of the charges likely won’t result in too much punishment, being primarily gross misdemeanor counts rather than felony assault. Kaine’s son Linwood has only been charged with the more benign sounding counts of fleeing on foot, concealing identity in a public place and obstructing the legal process. But he was definitely part of the group that was attacking and not one of the “peaceful counter-protesters” as they are being described in many media outlets.

    For his part, Tim Kaine seems to have a little trouble understanding basic English these days. (Emphasis added)

    Following his son’s arrest, Sen. Kaine released a statement: “We love that our three children have their own views and concerns about current political issues. They fully understand the responsibility to express those concerns peacefully.”

    So you think that “peacefully” includes concepts such as mace, tasers, bottle rockets and beating people down.

    When I heard this story initially, I predicted on Twitter that you weren’t going to see it surface in the MSM. Let’s face it… it goes against every narrative they are trying to project. The liberals were the ones engaging in violence, not the generic “Trump supporters” they love to blame. And having the child of someone as far up the DNC pecking order as Tim Kaine is just an embarrassment. But to their credit, I actually saw the story mentioned a couple of times on CNN this morning, so credit where credit is due.

    But aside from that, the coverage has been muted at best outside of conservative social media circles. And you can have no doubt that if Linwood’s last name had been Trump or Bush or that of any other prominent Republican (instead of a high profile Democrat) it would be front page fodder for weeks to come. But getting one more example of how the Left is perpetrating violence as part of the #RESIST movement out into the public eye is better than nothing, I suppose.

    Swamp Draining: More on Waters of the United States Rule

    ....In response to the apparent intrusion upon state responsibilities and landowner rights, the Trump administration issued on Feb. 28, its Executive Order directing the EPA and ACE to review the WOTUS rule, and all associated “…orders, rules, regulations, guidelines, or policies implementing or enforcing the final rule…” for the purpose of revising it or rescinding it. The purpose of the Executive Order was to insure “…that the Nation's navigable waters are kept free from pollution, while at the same time promoting economic growth, minimizing regulatory uncertainty, and showing due regard for the roles of the Congress and the States under the Constitution.” On March 6, the EPA and ACE published a notice in Federal Register of “…their intention to review that rule, and provide advanced notice of a forthcoming proposed rulemaking consistent with the Executive Order.”

    While it appears the WOTUS shall eventually be rolled back, Mr. Duarte has still his legal battles. His plight was noted in a May 25 joint press release by House Agriculture Committee, Chairman Michael Conaway (TX-11) and House Judiciary committee Chairman, Bob Goodlatte (VA-6), in which they issued a letter to Attorney General Jeff Sessions, calling for a review of the former Obama Department of Justice (DOJ) to prosecute the case against Mr. Duarte. In the letter, they note that DOJ’s actions are not consistent with legislative intent, and pose questions pertaining to whether such regulatory overreach needs to be corrected through legislative actions. The latter could include: amendments to the Clean Water Act; standalone legislation targeting implementation of WOTUS; appropriation bill limitations.

    Rollback of the WOTUS may not spare Mr. Duarte significant legal and other costs, but he may recoup these through his own lawsuit, a related waste of taxpayer’s money caused by political malfeasance.

    Draining swamps are always costly but necessary endeavors.

      I don't know. Unlike you guys, I don't assume something until I have some evidence.

      From everything I have heard Gorsuch is a well qualified conservative justice and well suited to replace Scalia. I take that for what it's worth. Other than that I know nothing of the man just as I knew nothing of Garland and have heard nothing about anyone Clinton might have nominated.

      Anyone, who would judge one of these guys based on who nominated them before they have actually racked up a few votes lacks common sense. We have seen the error of that in the past.

      The court majority that overwhelmingly pulled the Roe v Wade decision out of their ass and offered it up as law was nominated by Republican presidents.

      The same applies to the court that overruled two lower court decision and affirmed the Citizens United decision granting corporations the status of personhood to a batshit crazy degree.

      Robert's decision on the individual mandate...well, I could go on but these are the big ones I've seen since I actually started paying attention.

      Come back when he's got a few votes under his belt and we can discuss it again.

      The same applies to other subjects where you have falsely accused me as in the Trump/Russia investigation, or on Flynn's guilt, or on the alleged Comey memo that no one seems to have seen yet and to my knowledge Comey hasn't testified about. I have accused no one of guilt in any of these cases, well, that is beyond commenting on how stupid these guys are and how they create most of their own problems.       For the first time in his decade as chief justice, Roberts read a dissenting opinion from the bench. His dissent was particularly biting, one that pilloried the majority for what he stated was an unconstitutional, unprecedented “act of will, not legal judgment.”

      Roberts quickly and bluntly stated that while arguments of social fairness and equality have “undeniable appeal,” he thought the court was out of its element in trying to decide this issue.

      “[T]his court is not a legislature,” he wrote. “Whether same-sex marriage is a good idea should be of no concern to us. Under the Constitution, judges have power to say what the law is, not what it should be.”

      He left little doubt that he thought the five justices in the majority were overreaching, calling the court’s decision to order marriage licenses in every state an “extraordinary step.” He said that many people would celebrate this, and he wrote that he did not begrudge anyone their victory or access to new benefits. But he was extremely critical of what he called “the majority’s extravagant conception of judicial supremacy.”

      His explanation for why he feels the court overreached is worth quoting in full here:

      Supporters of same-sex marriage have achieved considerable success persuading their fellow citizens—through the democratic process—to adopt their view. That ends today. Five lawyers have closed the debate and enacted their own vision of marriage as a matter of constitutional law. Stealing this issue from the people will for many cast a cloud over same-sex marriage, making a dramatic social change that much more difficult to accept.

      Roberts returns again and again to the idea of the five justices acting without regard for precedent or the proper role of a judiciary, casting the majority’s decision as one that upends an understanding of marriage that has persisted for, as Kennedy noted, millennia.

      As he puts it at one point:

      Perhaps, but not in the case you cite. At least as far as I know. I could be wrong. I haven't been following the issue closely since the decision. But that battle was lost decades ago when the generation you and I belong to decided to take off its sandals and tie dyeds and get jobs in education and politics, when they taught their kids to be non-judgmental and told them everyone was free to do whatever they wanted. It started strong in the fifties when the gay rights movement having learned the lessons of past minorities marched and made demands and when those demands were met moved on to the next step, from the justifiable initial demands for laws against discrimination and hate crimes to demands for civil unions and finally gay marriage.

      It's a recognized path oft repeated. However, it was obvious what the LLGIIUGFFDDHJ community was looking for all along especially after civil unions were judged legal. It was not legal rights they were looking for, they already had those, it was not wedding cakes and receptions, it was recognition as 'normal' for a population with a lifestyle that was alternative and unconventional and anything but 'normal'. The oxymoron that is 'gay marriage' was accepted as being the same as 'traditional marriage' by the majority of Americans who have been bred to care less. The courts in their decision recognized that.

      The gay marriage decision was the cherry on top, it changes nothing in a country that could really give a shit one way or the other. The only affect to you and me and many others is as an insult to the intellect.

      In you case, it might be a smaller insult.

    In a fit of provincialism, I found and find Trump’s treatment of her as an affront of the highest order. Press secretaries have a tough job. To do it, they must trust their reputation will hold up over time. They must trust that their boss will back them up by, at the very least, making sure their stories line up. And this is Sarah Huckabee Sanders’ first time on the big stage. A young person’s make-it-or-break-it opportunity.

    But President Donald Trump sent her into the maelstrom of all those hotshot reporters with a false narrative. When she gamely gave it her all, in her first times at the podium, she endured national ridicule. And then Trump cut the legs out from under her arguments almost before the butterflies in her stomach stopped fluttering around like those lightning bugs in Trump’s brain.

    Why do good salt of the earth people still like this man? Why do they trust him with what is sacred to them?

    In the way that he has lived his life, Trump reflects open disdain for their values. A Christian marriage? Forget it! Striving to cultivate a servant’s heart? Pathetic! Living modestly? Ridiculous! Treating others humbly and with respect? Strictly for losers! Serving the Lord with the faith of a child? Strictly for total losers! Honesty? You’re killing me!

    Trump is like those hypocrites, the Pharisees, and that den of thieves, the moneychangers in the temple that Jesus famously sent packing.

    What he just did to Sarah Huckabee Sanders is what he is doing to those salt of the earth folks who supported him.

    He’s using them like playthings he throws away.

    Our Saturday Night Cinema classic is Fire Over England (aka Gloriana) is a 1937 London Film Productions film drama, notable for providing the first pairing of Laurence Olivier and Vivien Leigh. It was directed by William K. Howard and written by Clemence Dane from the novel Fire Over England by A. E. W. Mason. Leigh’s performance in the film helped to convince David O. Selznick to cast her as Scarlett O’Hara in his production of Gone with the Wind. The film is a historical drama set during the reign of Elizabeth I focusing on England’s victory over the Spanish Armada.

    The dazzlingly-handsome Laurence Olivier plays a British naval officer who offers his services to Queen Elizabeth after his father is executed by the Spaniards.

    It projects Flora Robson in a conception of the British regent which holds the imagination. Her keen aptitude in dovetailing the strong and frail sides of Elizabeth’s nature makes a solid keystone for the production.

      Meanwhile, fictional English pirate’s son Michael Ingolby (Laurence Olivier) is aboard a ship when it is taken by the Inquisition. He jumps overboard and swims to the Spanish coast. Conveniently, he stumbles ashore at the palace of an old friend of his father’s. Even more conveniently, the old friend of his father’s has a comely daughter, Elena (Tamara Desni). Soon he’s having a whale of a time hanging out on a Spanish beach, wearing a silly hat, singing songs and indulging in a light holiday romance.

      JUSTICE
      The reverie sours when Michael sees smoke rising from nearby Lisbon. (The film’s geography is baffling: Lisbon, being slap-bang in the middle of 16th-century Portugal, would not have been visible from anywhere in Spain – though it was the port from which the Spanish Armada sailed.) The Inquisition has condemned his father to die by fire. Michael flies into a hammy tantrum. “If only you knew how I loathed you all! Your Spanish faces, your Spanish voices!” he bellows at his hosts. “You’ve made me your household pet, but you’ve burned my father!” This scene is perhaps not supposed to be quite as hilarious as it is.

      Michael flees to England on a fishing boat, and swiftly disarms an assassin heading for Elizabeth. “I would give you my life,” he tells the queen. “Would you?” she replies, caustically. “Would you give me your silly young life?” She’s magnificent. But Michael is distracted by the dewy beauty of her lady-in-waiting, Lord Burghley‘s fictional granddaughter, Cynthia (Vivien Leigh). This was Olivier and Leigh’s first film together, and they were both still married to other people at the time – though not for long. They’re disarmingly gorgeous on screen: Leigh sparkling and catlike; Olivier a 1930s Henry Cavill, only slightly less inflated and wearing more guyliner.

      Even so, it’s Robson who steals this show. She may not be as stunning as her co-stars, but she’s by turns charming, earthy and surprisingly vulnerable, with a crackling wit. She’s perfect as Elizabeth – a role she reprised three years later, in Errol Flynn vehicle The Sea Hawk.

      SPYING
      Elizabeth sends Michael to spy on Philip II (Raymond Massey). “Make up the fire,” the Spanish king orders a flunkey. “This hot April day?” asks the flunkey. Philip replies, in a tone that can only have been inspired by Bela Lugosi’s Dracula: “I am. Always. Cold.” Politically, you’d expect this film to be one-sided, and it is. There’s a fun fictional subplot that allows Michael plenty of scope for sword fights, scampering around rooftops, setting fire to things and so forth, and gives him another go with the now-married Elena. Back in England, Cynthia pines for him unwarrantedly.

      The film rejoins history at Tilbury, where Elizabeth is preparing to defeat the Spanish Armada. The navy’s real commanders, Francis Drake and Lord Howard, have been written out of the film; instead, it’s Michael who sends the fireships. To Elizabeth’s annoyance, he wants to celebrate afterwards by marrying Cynthia. This leaves the queen with no one to flirt with, except her troublesome old flame the Earl of Leicester (Leslie Banks). “I’ll have no married folk at my court,” she growls. “I’m a married man,” Leicester admits, earning the queenly riposte: “More fool you.”

      VERDICT
      Though Fire Over England is fictionalised, it’s entertaining and has a decent grasp of the historical context. Moreover, its Elizabeth is one of the finest you’ll see on screen.

    Lawyer: Kushner ‘has no recollection’ of reported undisclosed Russian contacts


    Top presidential adviser Jared Kushner’s legal team pushed back Friday night against a report that the White House senior adviser and Trump son-in-law had at least three undisclosed contacts with a Russian ambassador during and after the 2016 presidential campaign, saying he had “no recollection” of the alleged exchanges.

    "Mr. Kushner participated in thousands of calls in this time period. He has no recollection of the calls as described,” Kushner’s lawyer Jamie Gorelick told POLITICO in a statement, responding to a Reuters report about Kushner's contacts with Russian ambassador to the U.S. Sergey Kislyak.

    “We have asked (Reuters) for the dates of such alleged calls so we may look into it and respond, but we have not received such information," Gorelick added.

    But Kushner's legal team was silent about other reports that President Donald Trump's son-in-law sought to establish a secret line of communications with the Kremlin. The White House did not respond to requests for comment on the reports.

    According to Reuters, Kushner held at least two phone calls between April and November of last year with Kislyak, who’s represented Russian President Vladimir Putin in Washington since 2008.
