Russia raises interest rates to 9.5%

Russia's central bank has raised its key interest rate to 9.5% from 8% as it seeks to tackle inflation.
The 1.5 percentage point increase was higher than expected, with analysts having forecast a rise of 0.5 percentage points.
The bank has already raised rates from 5.5% at the start of the year but the moves have failed to combat inflation.
A weak rouble and a ban on western food imports has kept inflation stubbornly high.
"If external conditions improve, and a persistent trend for lowering inflation and inflation expectations emerges, the Bank of Russia will be ready to start to ease its monetary policy," the central bank said.
The new rate will take effect on 5 November. The last rise was imposed at the end of July.
The central bank said that inflation had reached 8.4% and would remain above 8% until the end of March.
Economic growth is expected to almost grind to a halt in the final three months of this year and in the first quarter of 2015.
The rouble briefly firmed after the bank's decision was announced, but then fell back into negative territory.
The rise comes as Russia said it would will resume shipments of natural gas to Ukraine after Kiev makes its first payment for previous supplies next week.

Meanwhile, the European Union said it had launched a trade dispute with Russia at the World Trade Organisation (WTO) to challenge Russia's treatment of European agricultural and manufactured goods.
The WTO said the EU had accused Russia of levying higher-than-permitted tariffs on a range of goods including paper, palm oil and refrigerators.
The dispute is the fifth case involving Russia and the EU that has been brought to the WTO.

    Oct 31 (Reuters) - The rouble slumped around 3 percent against the dollar on Friday, giving back almost all its sharp gains of the previous session, even after the central bank hiked its key interest rate by more than the market had expected.

    At 1350 GMT, the rouble was 3.09 percent weaker against the dollar at 42.93 and lost 2.52 percent to trade at 53.74 versus the euro.

    That left the currency 2.8 percent weaker at 47.79 against the dollar-euro basket used by the central bank to gauge the rouble's nominal exchange rate.

    The rouble was briefly buoyed by the 150 basis point rate hike but resumed its fall after the bank said it had not altered its intervention policy.

    There had been speculation the bank might use Friday's meeting to scrap the rouble's trading band ahead of schedule or tweak policy to enable bigger interventions.

    Coupled with talk of a large, one-off intervention by the bank and a possible deal between Russia and Ukraine over Crimea, such speculation had helped the rouble close up over 3 percent on Thursday.

    "My concern is that the pressure on the rouble that we saw before this (rate meeting) was hardly the result of interest rates being too low," said VTB Capital economist Vladimir Kolychev.

    "I very much want to believe that this (rate rise) will help the rouble. If not, then the central bank will have to change its exchange rate policy."

    The rouble has lost around 20 percent of its value against the dollar this year. The currency has been weakened by falling oil prices, risk aversion towards Russia because of its role in the Ukraine conflict, and demand for foreign currency from Russian companies shut out of Western capital markets.

    WHEN Russia’s president, Vladimir Putin, gave a belligerent anti-Western speech in Munich seven years ago he was tense and angry. But on October 24th he was reportedly relaxed and happy as he delivered his most anti-American diatribe so far. He joked and smiled. He enjoyed flaunting his characteristic toughness in front of foreign journalists and experts who are members of the Valdai discussion club, leaving them stuck for words by his ability to twist facts and distort meanings.

    In substance the speech contained little new. Mr Putin blamed America’s “unilateral diktat” for the world’s disorders, and accused the West of double standards and hypocrisy towards Russia, which was only “protecting the interests of the Russian-speaking population in Crimea” against “neo-fascists” when it annexed the peninsula and stirred conflict in the east. The message was clear: if America breaks rules in Kosovo, so can Russia in Ukraine. “The bear will not even bother to ask permission. Here we consider it the master of the taiga. It does not intend to move to any other climatic zones. However, it will not let anyone have its taiga either.”

    Mr Putin recalled Khrushchev banging his shoe at the UN as a way to command attention. “The whole world, primarily the United States and NATO thought: this Nikita is best left alone, he might just go and fire a missile—they have lots of them, we had better show some respect for them.” Yet the Soviet Union and America saw each other as equals not just because of their arsenals, but also because they were joint victors in the second world war. The Soviet Union helped to create the post-war order that Mr Putin now wants to destroy. Soviet leaders were hostile to the West but not irresponsible; they harboured deep fears about using nuclear weapons.

    Mr Putin is not open to a change of view. “In the past he did everything in his power to change the situation, but now all this is in the past,” says Dmitri Trenin, head of Carnegie Moscow Centre, a think-tank. “He clearly does not trust America and sees no point in talking to it,” says Fyodor Lukyanov, editor of Russia in Global Affairs. The question is why he bothered to make the speech at all.

    The answer may have more to do with Mr Putin’s domestic situation than with the West. Anti-Americanism is now a pillar of the Kremlin’s ideology. In 2007 Mr Putin’s Munich speech was a complement to Russia’s strong growth. His latest effort is a substitute for it. Blaming Russia’s economic troubles, including falling oil prices, on America diverts criticism from the Kremlin. Opinion polls show that the Russian public first and foremost credits Mr Putin with the restoration of Russia’s place in the world. On this basis the Valdai meeting in Sochi, site of this year’s winter Olympics, provided a perfect setting for him to demonstrate his strength and agility while the club’s members inadvertently played the part of a television audience. Fittingly, Valdai is now organised by Dmitry Kiselev, a television propagandist who hosts a weekly talk show.

    This does not mean that Mr Putin is ready for a real war with the West. The withdrawal of Russian troops from Ukraine suggests that his actions are constrained both by sanctions and by the unwillingness of Russians to lose more soldiers’ lives. But Mr Putin’s meddling in Ukraine is far from over. In many ways it is Russia’s weakness, not its strength, that is now the biggest danger.

    Russia, Ukraine and the EU Commission have signed a tri-party agreement on the supply of Russian gas during the 2014-15 winter season.

    The agreement provides for the gas for Ukraine to be priced at $378 for 1000 cu.m. without the ‘take or pay' requirement that Gazprom insisted on for many years.

    Ukraine will pay $1.4 bill. in debt to Gazprom now and another $1.65 bill. by the year’s end.

    Both the EU and the IMF are considering new loan assistance packages for Ukraine pending formation of the new coalition government.

In the first six months of 2014, hydropower contributed 45% of what it did on average from 2004 to 2013 to electric power generation in California, while the share of natural gas-fired generation increased 9 percentage points over that period to average 58%. This amounted to a loss of about 2,150 MW. Heading into this past summer, the ISO said in its summer reliability assessment that it expected 3,243 MW of generation that was new from the previous summer, with solar making up 61%, natural gas making up 32%, and other sources of generation making up the remaining 7%.

      Most of the gas used in California is from the Rockies, Canada, and Texas, according to Bentek Energy. The Kern River Pipeline, which delivers gas from the Rockies and terminates in Bakersfield, California, remained at full or near-full capacity through all of July and August, with deliveries to power plants showing the most year-over-year growth, according to Bentek.

  8. WASHINGTON -- Republicans in Congress may be in no mood to hike the minimum wage, but four conservative-leaning states are poised to do it on their own next week.

    Initiatives to raise the minimum wage appear on the ballot in Alaska, Arkansas, Nebraska and South Dakota on Tuesday. Alaska, Arkansas and South Dakota all have Republican-controlled legislatures, and Nebraska is solidly red despite the official lack of party affiliation in its statehouse.

    Recent polls have shown strong support for each of these ballot initiatives. That should come as no surprise. The idea of hiking the wage floor tends to receive bipartisan backing among Americans, with around two-thirds of voters saying they favor such proposals in most surveys.





    "We're expecting them all to go through," said Tsedeye Gebreselassie, an attorney with the National Employment Law Project Action Fund, which advocates for a higher minimum wage. "I would be shocked if it didn't go through in any of the states."

  9. If there should happen to be an al-Qaeda attack in Calhoun County Alabama, Sheriff Larry Amerson will presumably know what to do. That is because he and a number of colleagues in law enforcement have received paid trips to Israel to learn how to deal with the terrorist threat.

    The Washington-based Jewish Institute for National Security Affairs (JINSA) sponsors a Law Enforcement Exchange Program "in order to learn how to better protect the U.S. communities from terrorist attacks." The program takes law enforcement officials from the United States and sends them to Israel for training in the "strategies and techniques perfected by Israeli law enforcement." Amerson, past president of the National Sheriff’s Association, made his trip in 2012. Along the way, he reportedly benefited from a "greater understanding of the situation in Israel as it relates to terrorist threats." JINSA also hosts conferences in the U.S. where Israeli officers are brought over to brief American law enforcement officials.

    The American Israel Public Affairs Committee (AIPAC) is also involved in the effort to indoctrinate the U.S. law enforcement community. Its website’s Homeland Security Monitor chronicles numerous meetings between Israeli intelligence and police officials and their U.S. counterparts, to include numerous trips to Israel to learn from the masters of the craft about various aspects of security, including controlling borders and airports. Even firemen have made the journey, presumably to learn how a fire in Israel differs from a fire in the United States.

    Ironically, American law enforcement and emergency services are every bit as capable as those in Israel and really have nothing to learn.
    The difference in practice is that Israel uses extensive profiling to identify threats, which means Arabs are regularly stopped and questioned. Exposure to that dubious technique is often paid for by the U.S. taxpayer as much of the travel to Israel is funded by the Department of Homeland Security (DHS), which provides billions of dollars in training grants to cover the expenses.

    It has been noted that the terrorism threat itself is greatly exaggerated, with more Americans killed by falling television sets than by terrorist action, but this has not stopped the proliferation of state level departments of homeland security, fusion centers for sharing information, and the introduction of consultants and security service providers at all levels. Much of the activity is either wasteful, redundant, or completely unnecessary. America’s seventy-two fusion centers, where many of the Israeli contractors and advisers wind up, have been denounced in a Senate report as useless, ineffective, and frequently engaged in spying on American citizens, particularly Arabs, but also including anti-abortionists and Ron Paul supporters.

    This effort to turn a buck from the woefully mismanaged Department of Homeland Security is multifaceted. The Israeli newspaper Haaretz reports that fully 97% of DHS discretionary grants are given to Jewish organizations even though Janet Napolitano has admitted that there is no "specific, credible threat" against Jewish targets.

  12. The results of India’s latest solar auction are in, and it is bad news for developers of Australian coal projects – solar PV is cheaper for Indian users than the electricity price needed to pay for imports of coal from Australia.

    A tender for 500MW of solar capacity in the sunny, south-eastern state of Andhra Pradesh, resulted in First Solar submitting the cheapest bids in an auction that was oversubscribed by more than double – 63 bids, totalling 1291MW in proposed solar developments.

    First Solar submitted bids of just over 8 cents US per kilowatt-hour – $0.086/kW/h for 40MW and $US0.087/kWh for another 40MW. In local currency terms the bids came in at INR5.25/kWh and INR5.35. That is significant, because it is below the price required to make coal imports economically . . . . .

    The cost of utility-scale US solar energy is currently 59% cheaper than what industry analysts predicted back in 2010 it would be by now, according to a new report from the Energy Department’s National Renewable Energy Laboratory (NREL) and the Lawrence Berkeley National Laboratory (LBNL).

    In addition to that rather striking figure, the new report also notes that between the years of 2012-2013, the price of a residential/small-business-scale solar system fell by a very notable 12–15%. The report also notes that, in some locations, the price may fall by a further 3–12% before the end of the . . . .

  14. The United Nations Human Rights Committee called on Israel to probe its last three Gaza conflicts and to begin working toward evacuating West Bank settlements in its most recent written report published on Thursday.

    The Human Rights Committee issued its call at the end of its 112th session in Geneva this month, in which it examined Israel’s compliance with the International Covenant on Civil and Political Rights.

    Israel, the committee said in a written report, “should ensure that all human rights violations committed during its military operations in the Gaza Strip in 2008-2009, 2012 and 2014 are thoroughly, effectively, independently and impartially investigated.”

    It added, that those who committed human rights violations, “in particular persons in positions of command, are prosecuted and sanctioned in the manner commensurate with the gravity of the acts committed.”

    The committee recommended that Gazan victims of human rights violations be compensated.

    It asked for the lifting of all aspects of the Gaza blockade that impede civilian life, such as restrictions on the movement of people and goods.

    The report also called for rerouting of the security barrier to the pre-1967 lines, halt settlement activity, stop expropriation of Palestinian land and look to evacuate citizens from the West Bank and east Jerusalem.

    Israel, it said, should “take measures aimed at the withdrawal of all settlers from those territories.”

    Among its other requests was for the cessation of torture, home demolitions and excessive use of force by the IDF.

    Israel first ratified the International Covenant on Civil and Political Rights in 1991 and was one of the initial signatories to the treaty when the UN first adopted it in 1966.

    JERUSALEM—Israel is careening into a new crisis on the heels of the Gaza war—an escalation of violence in East Jerusalem unseen in more than a decade that could pit U.S. allies against each other over Jewish settlements and holy sites.

    On Thursday, Israel completely shut one of Islam’s holiest sites in the Old City for the first time in 14 years. The last time authorities barred all entry to the site known to Jews as the Temple Mount and to Muslims as Haram al-Sharif, or Noble Sanctuary, was at the start of a Palestinian uprising in 2000.

    A spokesman for Palestinian Authority President Mahmoud Abbas called the closure a “declaration of war” on Arabs and Muslims. Israel said it would reopen it on Friday, allowing access again to the Dome of the Rock shrine and Al Aqsa mosque on the hilltop, which sit directly above the Western Wall, Judaism holy sites.

    Tensions in the city have been simmering since July, when the war in Gaza began. Protests and clashes have left several dead. Over the past week, however, the strains have worsened.

    In a dawn firefight in East Jerusalem on Thursday, Israeli police say they killed Palestinian Muataz Hijazi after he opened fire on them. Israel alleged that Mr. Hijazi had tried to kill Yehuda Glick, a right-wing Jewish activist and rabbi, the night before in a drive-by shooting. Mr. Glick was seriously wounded in the attack.

    The Israeli activist has been campaigning for Jews to have the right to pray on the mount where their ancient temple once stood.

    Jerusalem has been a perennial site of unrest, but the latest wave of troubles comes at a precarious time when peace negotiations between Israel and the Palestinian Authority have collapsed. In the absence of a peace process, Israel and the Islamist Hamas rulers of Gaza fought a 50-day war over the summer, the longest conflict Israelis had seen in a decade.

    The strife in Jerusalem also comes as the U.S. is trying to unite the region in its fight against radical Islamists in Syria and Iraq. Most Arab leaders, fearing Islamic extremists in their own countries, muted their criticism of the war against Hamas. But in the case of Jerusalem and its holy sites, Israel is unlikely to see the same forbearance.

    Jordan, a key ally to both the U.S. and Israel, threw cold water onto an event Sunday marking the 20th anniversary of its treaty with Israel. Its ambassador to Israel said announcements of more construction of Jewish housing in disputed areas and calls for changes to the status of the Temple Mount could “ultimately imperil the treaty.”

    Saudi Arabia joined the criticism of Israel as Jordan called this week for an emergency session of the United Nations Security Council, where it controls a seat, to investigate Israel.

    “We are hearing words from Jordan that we haven’t heard before,” said an Israeli official.

    5. I believe that it would be beneficial for US interests to normalize relations with Iran. Given the choice of Iran and Iraq or Turkey and Saudi Arabia, I prefer Iran. Social changes after normalization will take time but will happen faster in Iran than in Saudi Arabia. Clearly, I am not an Israeli firster. I prefer the Americas and Europe and would like those relationships be enhanced and Israel assigned a relationship more commensurate to its size and relative unimportance to US interests.

      Following Friday noon prayers, hundreds of Palestinians marched towards the Qalandia military checkpoint. Soldiers deployed heavily, firing tear-gas bombs and stun grenades towards Palestinian youths who responded with rocks and Molotov cocktails.
      Medical sources at the Palestine Medical Center in Ramallah named one of the victims as Youssef Muhammad al-Khatib, 26, who was critically injured with four bullets across his body.
      Fatah and Hamas groups in the Qalandia refugee camp had called for a march after Friday prayers in the camp.
      An Israeli military spokeswoman told Ma’an that around 400 Palestinians were taking part in a “riot .. hurling rocks, molotov cocktails, and burning tires.”

      She said she was aware of a number of injuries but that these had been caused by border police, not the military.

    Promoted and paid for by Bill Gates who spent billions on it.

    Conceived and developed by two small D.C. lobbying groups.

    Developed in secret and launched with little public fanfare two years ago.

    Though its name implies that it is a state program that is bullshit. In truth, the states were bribed to accept it two years before it was even fully developed. Example: New York got $700 million in extra education funds from the Obama administration in 2009, the only proviso being that the state would sign up for Common Core when it was available.

    There was no state input into the curriculum.

    There was no transition. Those students who have spent their entire matriculation under the old system are now shit out of luck when it comes to testing under the new system.

    All the student info (test scores, etc.) under common core will be sent to the federal government. The FEDS will guarantee conformity.

    Despite this, the DOE has no input into the core curriculum. Common Core is not the property of the government.

    It is 2 hours long; however, the first 5 minutes introduces Common Core for those who even at this date don't know about it. Common Core has been in the schools for two years. I only started hearing about it 6 or 8 months ago.

    The next 10 minutes discuss who drafted it, who paid for it, and who promoted (mandated?) it.

    My opinion:

    Common Core is a stealth program conceived and paid for by a small group of private citizens none of which is responsible politically to any government agency or the American public. It was foisted on the public by an elitist administration that suffers from the liberal disease, "Trust us, we know what's good for you."

    They will keep trying to suppress information on this program until it is fully integrated into the education system of the US. It affects both public and private schools. When opposition pressure rises (I have seen no positive reviews of common core so far yet I have seen plenty of negative) they shift gears, change names, go further into stealth mode. English and Math are the only two subjects currently rolled out in the schools. Because of the negative reaction to Common Core so far, they decided to change the name of the Science rollout that is coming. Now it is something entirely different with no mention of Common Core in its name.

    Common Core is a big deal. It affects all the children in America. It is a system almost totally financed by one man, conceived of and owned by a small group of lobbyists, mandated by the government, and with no oversight or check and balances. The opportunity for abuse is amazing.

    We have seen the decline of education in this country since the 60's, we have seen the politicization of the education system. With common core, I anticipate the US will continue to drop further behind other countries in the world in education and that our children will be further indoctrinated into liberal policies and beliefs. Long term, this is a bigger deal than Obamacare, IMO.

    Many of these schools are Fundy Christian based - Logos comes to mind -

    While I don't agree with the religious indoctrination, they do have a dress code - a big step in the right direction - and are winning the test score competition.

    Also the kids look happy.

    People will relocate to get their kids in a Logos School nowadays.
