Inside Defense reports that the Pentagon’s assessment of the Iranian intercontinental ballistic missile (ICBM) threat has changed substantially for the first time since 1999. The new assessment appears in the unclassified executive summary of the Pentagon’s January 2014 Annual Report on Military Power of Iran.
A year ago, the 2013 report gave the Pentagon’s assessment that:
“With sufficient foreign assistance, Iran may be technically capable of flight-testing an intercontinental ballistic missile capable of reaching the United States by 2015.”
However, Inside Defense quotes the 2014 executive summary as saying instead that:
“Iran has publicly stated it may launch a space launch vehicle by 2015 that could be capable of intercontinental ballistic missile ranges if configured as a ballistic missile.”
Importantly, the 2014 statement does not speculate as to what Iran’s technical capability is, whether ballistic missile or the related technology, space launch. It only reports on Iran’s public statements about its space program intentions. This is really quite different from previous assessments.

The Obama administration has sweetened its offer to Iran in ongoing nuclear negotiations, saying it might accept Tehran operating 4,000 centrifuges, up from the previous 1,300, according to a semiofficial Iranian news agency.
Mehr’s account quotes conservative Iranian lawmaker Javad Qoddoushi, a member of the parliament’s foreign affairs committee, which was briefed last weekend by Abbas Araqchi, a deputy foreign minister and nuclear negotiator.
The article doesn’t specify when the administration unveiled its latest offer on centrifuges, which are used to enrich uranium for peaceful purposes but also potentially for nuclear weapons. It may have come last Wednesday, when U.S. Secretary of State John F. Kerry met in Vienna with Iranian Foreign Minister Mohammad Javad Zarif and European Union foreign policy chief Catherine Ashton to try to end a five-month impasse in the talks.
The White House and State Department declined to comment.
Considering how State rushes to deny even true stories, that’s as good as a concession. But we know where this was heading. The negotiations were never more than a ploy to cripple Israeli action and American Jewish protests by playing a delaying game to let Iran get the bomb.

They said a series of bombings beginning in the early hours hit the town of al-Siniya, west of Baiji, a strategic city adjacent to the country's largest refinery, part of a multinational effort to check the group's progress.
Iraqi army tanks and armoured vehicles on Wednesday also fought off an advance by Islamic State militants on the town of Amiriya Fallujah, west of the Iraqi capital Baghdad, army sources said.
The sources added that around 400 fighters amassed in the nearby towns of Fallujah and Karma the day before, piling pressure on the capital's western flank.
Government forces fought back Islamic State outside Amiriya Fallujah - which faced a siege by the militants for much of this month and is the last government-controlled town before the key provincial city of Fallujah.
Soldiers destroyed five of the fighters' vehicles, a security source said.
There were no immediate reports on the number of casualties from the fighting there, but the militant advance appears to have been halted.

Iranian military advisors organised the Kurds into raiding parties of 12 guerrillas, which would attack Iraqi command posts, troop formations, infrastructure (including roads and supply lines), and government buildings.
The oil refineries of Kirkuk became a favourite target, and were often hit by homemade Peshmerga rockets.
These were the same type of 'homemade' rockets used by Palestinians.
Kurds = Palestinians, yet Robert despises one group and lauds the other.
Both were attacking regimes with 'homemade rockets', regimes that the US had or has 'Special Relationships' with.

Do you know what will happen to my life if one of these people throw acid in my face?” Azita, a university student in Isfahan, anxiously told me. Her neighborhood, Jolfa, has become a target of a new wave of acid attacks against young girls. Women are not even safe in their cars, as the Iranian Students’ News Agency (ISNA) has reported that in October 15, witnesses saw an incident of an acid assault by a motorcyclist on a 27-year-old woman who was in the car with her car window left open.
I was born in this neighborhood — to be more specific, in Hakim Nezami — and lived in this area of Isfahan for two years of my youth. Although the issue of acid attacks against women has been prevalent, and on the rise, particularly in countries such as India, Pakistan, and Afghanistan, I have never heard of acid being a threat or an issue targeting women in the Islamic Republic until these recent developments.
Reportedly, a series of acid attacks mainly by motorcyclists has been carried out against Iranian women because they were badly veiled and their hijabs did not meet the Islamic dress code of the Islamic Republic. The acid assaults in countries such as India, Pakistan, and Afghanistan have been more aimed at female victims, who, according to the aggressors, cause their family to lose honor due to premarital sex or “indecent behavior” with the opposite sex.
According to the imposed dress code of the Islamic Republic of Iran, women are supposed to wear a complete hijab, preferably a black chador, which covers their heads, necks, and bodies. The cloth should be loose in order to not expose the frame of the body. As a result, anything beside this criteria is marked as a bad hijab. The punishment for not wearing the hijab has ranged from arrests to lashings, fines, torture, and imprisonment. In the beginning years of the Islamic Revolution of 1979 and 1980 when the hijab was imposed, secular female movements protested but many women were stabbed as a result. The fear and use of brutal force centralized the dress code imposed by the Iranian regime.
The overwhelming majority of Iranian women opposed this forceful theocratic law by pushing the boundaries set by the state. Over the years, they have slightly changed the dress code by wearing colorful, small, and thin veils, which hardly cover the hair and exposes some hair in the front and back. In addition, young girls have been slightly exposing some skin (ankles, arms, etc.), along with wearing tight coats, shirts, and clothing that reaches mid-thigh.
DeleteSince millions of girls across the country have been resisting the theocratic and Islamic social order, the government has found it impossible to arrest all these women and put them in jail. Notwithstanding this fact, the Iranian regime has had moral and Islamic vigilantes in the streets, who randomly arrest and drag women to the police station and the “Amre Be Maroof va Nahi az Monkar” office: the Center for the Promotion of Virtue and Prevention of Vice.
The major question to address is why and who these abusers are who are attacking innocent women with acid for not wearing the hijab properly? From my perspective, and having lived in the Islamic Republic, I do not think that ordinary Iranian people, even the religious ones who are not connected to the government, would commit such acts. Culturally, socially, and historically speaking, acid attacks have never been a method of torturing innocent women for not complying with dress code in the Iranian society. Iranian citizens are well educated and many of them favor Western secular ways of living to the status quo and theocratic, authoritarian Islamic rule.
One speculation and presumption behind these egregious human rights abuses can be traced to the Iranian regime itself. Under the presidency of the “moderate” cleric, Hassan Rouhani, the Iranian parliament has recently given more power to moral police, vigilante Islamic groups, and moral patrols in the streets, by passing laws that grant freer rein to these groups to monitor and spy on the society. Some of these powerful moral and militant groups, which have gained more power from the Iranian parliament, are Basij and Ansar e Hezbollah (the Supporters of the Party of God).
Some motorcyclists have been noted to ride large bikes and have conservative appearances. Some motorcyclists are also causing women to believe their faces are being burned by throwing water and cleansers into their faces. This is more a method of imposing fear in the society. Outrageously, militant and fundamentalist groups such as the Basij, Ansar e Hezbollah, intelligence, and Iran’s Revolutionary Guard Corps, view women’s improper dress as the underlying reason behind these acts against them. As a result, for them these kind of egregious abuses are totally justified.
Since the Islamic Republic is incapable of controlling and imprisoning millions of women who are challenging the Islamic power structures of the regime, the acid attacks might be a new method employed by governmental vigilante groups to impose fear in the society, particularly in women, and coerce women to comply with the Islamic dress code of the Islamic Republic.

There was little joy among Turkey’s Kurds when U.S. warplanes started dropping bombs on the Islamic State in Syria. Their reaction was surprising to say the least: For weeks, Kurds had been protesting in Istanbul and in Turkey’s predominantly Kurdish southeast against the lack of support their fellow Kurds were receiving in Kobani, the besieged city just across the border in Syria.
Kobani was surrounded on three sides, with the only safe route in or out being north to Turkey. But the Turkish army had sealed the border. The city’s defenders, a local Syrian Kurdish militia, the armed wing of the Democratic Union Party, begged for international assistance. When U.S. bombings and supply drops finally helped push back the Islamic State’s advance, the Kurds were saved from a likely massacre.
The intervention should have sparked celebration, but the protests continued, with Kurds lashing out at the Islamic State and condemning Turkey’s actions. More significantly, the protesters railed against the United States and its allies, including Canada, denouncing Western imperialism and capitalism.
The protesters were largely socialists, a virulent strain of whom remain widespread among Turkey’s Kurds. Their anger did not stem from ethnic nationalism but political ideology. A revolution is under way in Kobani, they say, and everyone – the West, the Islamic State, Arab countries, the Turkish government – is trying to suppress it.
Their version of events is worrying. Turkey experienced years of political violence after a peace process with its Kurdish minority collapsed in 1993. Radical leftists, mostly Kurds sympathetic to the banned Kurdistan Workers’ Party (the PKK), battled ultranationalist Turks and Islamists calling themselves the Turkish Hezbollah. The government of the day, heavily influenced by the military, was suspected of manipulating the Islamists and nationalists in an attempt to crush the PKK-led insurgency.
Those were dark days. Thousands of Kurds died and hundreds of thousands were displaced after the military razed as many as 3,000 southeastern villages suspected of supporting the PKK. “It was like a mob war,” says Tolga Baysal, an Istanbul filmmaker who lived through those times. “Hezbollah was kidnapping and assassinating suspected PKK members; the PKK was doing the same to Hezbollah.”
Now, history appears to be repeating itself. Another Kurdish peace process is on the verge of collapse. The Turkish Hezbollah is back, reinvigorated by what they view as an Islamic revival in Syria and Iraq, as well as the conservative proclivities of the current Turkish government. Kobani has re-energized Turkey’s radical left, inspired by the Democratic Union Party, which announced last September that it would be setting up the perfect socialist society in Kobani. Once again, the government is reaching out to ultra-nationalists to counter them.
According to the prevailing narrative, the Kurdish desire for ethnic and cultural self-determination has been reawakened by events in Syria. But this is oversimplification. The escalating conflict has more to do with political ideology – a radical socialism at odds with Turkey’s burgeoning capitalist project and the Islamist-rooted government leading it.
Indeed, Turkey’s governing Justice and Development Party (AKP) has made significant progress over the past decade in granting cultural rights to Kurds. A great deal of work remains to be done, but it’s no longer illegal to call oneself a Kurd or to refer to a space called Kurdistan. A limited number of Kurdish-language TV stations have been issued broadcasting licences and large-scale development projects in the southeast have improved Kurds’ economic lot.
DeleteBut the Democratic Union Party and the PKK have a much wider agenda, which militants explained to me in 2006, when I visited their base in the Qandil mountains of Iraqi Kurdistan.
“The revolution begins with the people,” I was told. “This is what distinguishes our socialism from any other socialist movement: individual action. The people must take responsibility for their lives. Try to imagine it: Power emanating from the bottom up, from the people to the government administration in a way that reduces the political leadership to a co-ordinating role. This is the PKK’s vision.”
During the week I spent with the revolutionaries, I saw firsthand what their utopia might look like: a rigidly organized society where everything was shared, gender roles were eliminated and revolutionary ideals were indoctrinated. According to leaders, this was only the beginning.
“Ours is a global movement, not just limited to the region,” they said. “But we focus on the Middle East as a starting point. We will change the sociopolitical landscape of the Middle East as an example for the rest of the world.”
Now, that revolutionary project has found its historic moment: the Arab Spring. In the predominantly Kurdish neighbourhood of Okmeydani in Istanbul, the signs are all there: Graffiti announcing the resurgence of people power, hammers and sickles crudely drawn up with bright red paint, images of Che Guevara alongside Kurdish revolutionaries. “Kobani is our Stalingrad,” reads one common slogan.
“The Islamic State is not alone,” one leftist demonstrator told me. “The Islamic State is attacking a revolution. … This is not a struggle against the Islamic State. It’s a struggle against the system and its supporters, including the Turkish state as well as a mix of others: Qatar, Saudi Arabia, England, France, the USA. All of these imperialist and capitalist systems should be opposed.”
For Turkey’s government, this sort of fervour threatens to tear down years of capitalist enterprise and return Turkey to the bloodshed and economic ruin of the 1990s. In their calculation, the Islamic State is the lesser threat. Turkey’s radical left, which happens to be Kurdish, is the Pandora’s Box – a lid to be kept closed at any cost."

Those that speak of 'THE KURDS' and assume they are some homogenous group scattered over four nations, all with the same views, political philosophies, and motivations are kind of fooling themselves. A couple of months ago there was a discussion here with some trying to minimize the terrorist activities of the PKK. They were also suggesting that it was time for 'the Kurds' to get their own homeland. I pointed out the that the odds of that happening across the four countries that make up 'Kudistan' were slim to none. In doing so I listed the various political parties in each of the four countries and the aims that drive them.

The problem is this: While to most American audiences the Kurds might simply be the Kurds, they are divided politically, linguistically, and culturally. In short, the United States now works closely with Iraqi Kurds, but labels the Kurdistan Workers Party (PKK) as a terrorist group. Herein lies the problem: Masud Barzani, the leader of the Kurdistan Democratic Party (KDP) and the president of the Kurdistan Regional Government (KRG) in Iraq, may depict himself and may be considered by some American officials to be a Kurdish nationalist leader, but his popularity is largely limited to two Iraqi provinces: Duhok and Erbil. And even in Erbil, his popularity is tenuous.
The imprisoned PKK leader Abdullah Öcalan remains the most popular figure among Turkey’s Kurds, enjoying the support of perhaps 90 percent of Syrian Kurds, whereas Barzani barely musters 10 percent popularity there. Whereas Turkey long sought to declare Öcalan irrelevant, Turkish President Recep Tayyip ErdoÄŸan reconfirmed Öcalan as the paramount Kurdish leader in Turkey when he had his administration negotiate a ceasefire with the imprisoned Kurdish leader. This may not have been ErdoÄŸan’s intention, but it was the result. The irony here for Turkish nationalists is that ErdoÄŸan was likely never sincere about achieving peace with the Kurds, or at least with those Kurds who continued to embrace ethnicity rather than Sunni Islam as their predominant identity. After all, every ErdoÄŸan outreach to the Kurds occurred in the months before elections, and was abandoned in the weeks following them, when ErdoÄŸan no longer needed Kurdish electoral support.
Even as ErdoÄŸan now acquiesces to some support for the besieged Kurds of Kobane, he seeks to limit the provision of that support to his allies among Barzani’s peshmerga, never mind that KDP peshmerga would be out of place in Syria and do not have the skill or dedication that the PKK’s Syrian peshmerga, the YPG, have exhibited. If ErdoÄŸan thinks Barzani’s peshmerga can save him, he is kidding himself: As soon as those Kurdish fighters enter Syria, they will subordinate themselves to the YPG which know the ground and are, at this point, better motivated and more skilled.
ErdoÄŸan continues to insist that there is no difference in his mind between the Syrian Kurdish Democratic Union Party (PYD) and the PKK: To the Turkish President, they’re all terrorists. Evidently, however, the American position is shifting. Obama has insisted that he approve every military operation in Syria. This is why the recent airdrop of supplies to Kobane is so important: That airdrop directly assists the PYD, YPG, and the PKK. In effect, Obama is now aiding a group that his State Department still designates a terrorist group...

Vote All You Want—The Secret Government Won’t Change
ReplyDeleteThe argument that the two parties should represent opposed ideals and policies, one, perhaps, of the Right and the other of the Left, is a foolish idea acceptable only to doctrinaire and academic thinkers. Instead, the two parties should be almost identical, so that the American people can ‘throw the rascals out’ at any election without leading to any profound or extensive shifts in policy.
The voters who put Barack Obama in office expected some big changes. From the NSA’s warrantless wiretapping to Guantanamo Bay to the Patriot Act, candidate Obama was a defender of civil liberties and privacy, promising a dramatically different approach from his predecessor.
But six years into his administration, the Obama version of national security looks almost indistinguishable from the one he inherited. Guantanamo Bay remains open. The NSA has, if anything, become more aggressive in monitoring Americans. Drone strikes have escalated. Most recently it was reported that the same president who won a Nobel Prize in part for promoting nuclear disarmament is spending up to $1 trillion modernizing and revitalizing America’s nuclear weapons.
Why did the face in the Oval Office change but the policies remain the same? Critics tend to focus on Obama himself, a leader who perhaps has shifted with politics to take a harder line. But Tufts University political scientist Michael J. Glennon has a more pessimistic answer: Obama couldn’t have changed policies much even if he tried.

Is Canadian parliament shooting a terrorist attack?

The situation in Canada is still developing and many reports regarding the violence in Canada are unconfirmed, but what is known is that at least one police officer was wounded when a shooter attacked him at the war memorial in Ottawa. What was described as a “lone gunman” then entered Canada’s parliament building where this person engaged in a firefight with police before he or she was incapacitated.
It seems that early reports which indicated the attack on parliament was the work of a “lone gunman” were inaccurate. At least one Canadian police official told an MSNBC anchor that multiple suspects were involved in the initial incident. He described the attackers as “numerous.”
Police sources later confirmed this source’s claim:
Speaking to MSNBC, Canadian Senator George Baker described what he believed were multiple attackers wearing all black with white bandannas across their face. “This was a concerted effort on the part of terrorists here in Canada,” he said.
Ed Morrissey has posted a video which emerged from the scene that purportedly features the exchange of gunfire between Canadian police and the gunman in the parliament building.
In response to this attack, Canadian officials closed all police and military bases across the country. In Ottawa, the American embassy has also been placed on lock down.
Earlier this month, Canadian authorities broke up what was described as an “ISIS-inspired” plot which would have targeted Canadians and Americans at shopping malls. The plot was described as similar to what occurred in Parliament; a low-technology assault using knives and guns.
Just two days ago, two Canadian soldiers were run down by a suspect described as a radicalized Muslim convert near Montreal. One of the soldiers who were attacked was killed.
In response to this uptick in threats and violence, Canada raised its terrorism alert. “This level means that intelligence has indicated that an individual or group within Canada or abroad has the intent and capability to commit an act of terrorism,” a Canadian official said.
This assault also comes in the wake of massive counterterrorism raids in Australia which were designed to intercept similarly ISIS-inspired low-tech attacks on civilians.
These attacks come just weeks after Islamic State militants urged Muslims worldwide to execute attacks just like these in response to the Western air campaign in Iraq and Syria by executing similar low-tech attacks.
It is too early to definitively suggest that this has been a terrorist attack, but this attack closely mirrors what public reports warned an ISIS-inspired attack would look like.
UPDATE: The honor guardsman who was shot this morning while standing watch over the Canadian war memorial in Ottawa has died, according to reports.
Autopsy shows Michael Brown shot twice at close range

When exactly did the shooting begin in the deadly confrontation that has fueled riots and unrest in Ferguson, Missouri? The results of the forensic investigation show that the first shots came in the police car as part of the struggle claimed by the officer involved in the shooting of Michael Brown, which tends to corroborate his version of the events that resulted in the death of the teen, a version first reported by the New York Times last week. That may not be enough to get Darren Wilson entirely off the hook, however:
The official autopsy and toxicology report on Michael Brown shows he was first shot at close range and had marijuana in his system. Ferguson Police Officer Darren Wilson has told investigators that Brown went for his gun inside the police vehicle. The autopsy shows two close-range wounds, one of which has discharge material inside it consistent with a shot as close as one inch. Brown’s blood was also found on the gun. The evidence supports Wilson’s claim that Brown’s hand was on or near his gun. A forensic pathologist who reviewed the autopsy says the wounds don’t show that Brown was running away or had his hands up. The wound at the top of his head indicate he was falling forward or lunging toward the shooter. A shot in the arm exited from the inner forearm, indicating his palms were not out when he was hit, the pathologist said.
The St. Louis Post-Dispatch’s report is behind a pay wall (the summary above comes from the Daily Beast link), but the New York Daily News picked it up as well:
A source familiar with Wilson’s version of events, as told to investigators, said the ‘incredibly strong’ teen punched Wilson and then pressed the barrel of the cop’s gun against the officer’s hip and fought for control of the trigger, the Post-Dispatch said. …
Separately, St. Louis medical examiner Dr. Michael Graham – not part of the official investigation – reviewed the autopsy report on Tuesday and told the Post-Dispatch its finding “does support that there was a significant altercation at the car.”
DeleteA forensic pathologist in San Francisco, Dr. Judy Melinek, said the autopsy “supports the fact that this guy is reaching for the gun, if he has gunpowder particulate material in the wound.”
This fits Wilson’s version of events, which claims that the shooting started in the car and that Brown took off only to charge at him again in the street. Brown’s blood was not just on the gun, but also inside the patrol car, neither of which would have happened had the shooting all been in the street. Not only does that refute some of the claims made from the Brown family’s private autopsy report, but Melinek asserts that the “hands up, don’t shoot” posture adopted by Ferguson protesters may not have any connection to what actually happened in the shooting:
Melinek also said Brown was facing the officer, not running away, when he was shot twice in the head, twice more in the chest and once in the upper right arm, according to the Post-Dispatch. …
The shooting stirred three months of unrest in the St. Louis area and gave rise to a popular chant among protesters: “Hands up, don’t shoot.”
This may explain why the Department of Justice has shown significant reluctance to charge Wilson with civil-rights violations. The NYT story on Friday afternoon — a typical Friday-night news dump for this kind of bad news for an administration — alluded to some of the facts that emerged in the Post-Dispatch report this morning. The fact that Brown’s blood was found in the patrol car was in the third paragraph, while the Times buried the lede a bit farther in paragraph seven:
The officials said that while the federal investigation was continuing, the evidence so far did not support civil rights charges against Officer Wilson. To press charges, the Justice Department would need to clear a high bar, proving that Officer Wilson willfully violated Mr. Brown’s civil rights when he shot him.
If the fight started in the car and Brown made a play for the gun, then it’s not a civil-rights case. That doesn’t mean the final shots were necessarily justified, though, which is an issue for the local grand jury to consider. CNN’s legal analyst lays out the problem for Wilson:
“That tends to support any testimony that there was some kind of scuffle in the police car,” CNN legal analyst Danny Cevallos said. “And if so, that tends to support Officer Wilson’s testimony and his justification for using deadly force.”
But Cevallos said the details about Brown’s blood on the officer’s gun and on his uniform might only go so far in helping the officer’s case.
“Ultimately, that officer will have to come up with justification not for firing his gun the first time, but for each and every bullet that came out of his firearm — whether at the car or away from the car,” he said.
That’s true, as police officers (like private citizens) have to stop shooting when the threat is neutralized. But that will very much depend on what actually happened when Brown turned around on that street. If he had his hands up in a surrender pose as Ferguson protesters claim, then Wilson will still face prosecution for homicide in some form. If these autopsy results show Brown was charging after originally attempting to go for Wilson’s gun in the initial struggle, though, it will be impossible for courts to conclude that Wilson couldn’t have found that to be a reasonable threat to his safety, especially after being injured in the initial assault. Small wonder that the DoJ wants to wash its hands of the Brown case, and to do so as quietly as possible.
That lovely fellow, The Gentle Giant, who had just robbed a convenience store, roughing up the aged diminutive shopkeeper in the process, was struggling for Officer Wilson's gun with his hands in the Police car when he was first shot.

ReplyDeleteThe Lubbock City Council will meet this week and could vote to approve an ordinance that would ban smoking in all bars and restaurants across the city. The ordinance would not only apply to cigarettes and other forms of tobacco, but to e-cigarettes and vapor as well. The proposed language would also regulate drivers who smoke in certain circumstances.
An organization called the West Texas Smoke-Free Coalition has been in the planning process and attending city council meetings for months. The group is led by Lubbock Attorney Matthew Harris and claim that they are pursuing an expanded smoking ban in Lubbock in order to protect the health of employees at bars and restaurants. Lubbock already has a smoking ban in place at restaurants but Harris and his organization which has been supported by the American Cancer Society, believe the current ordinance does not go far enough.
The proposed language of the ordinance to be voted on during Thursday’s council meeting is much more far reaching than had been anticipated. The proposed smoking ban would ban all products with tobacco and nicotine including the very popular e-cigarettes and vapor which are two products that are popular among ex-tobacco users. The ordinance would impact all businesses in the city of Lubbock with employees.
Director of St. Luke’s Rehabilitation Institute in Spokane, Washington will testify Monday that marijuana — real name, “cannabis” — is not the demon drug the federal government makes it out to be. Accepted science does not justify the listing of cannabis as a dangerous “Schedule I” substance, many say.

Attorneys Zenia Gilg and Heather Burke write that “In effect, the action taken by the Department of Justice is either irrational, or more likely proves … [that] marijuana does not fit the criteria of a Schedule I Controlled Substance.”

Obama administration is about to give its latest puppet government in Iraq some $600 million
As Reuters reports, the U.S. government on Monday said it had approved the sale to Iraq of $600 million in tank ammunition manufactured by General Dynamics Corp saying it would help the Iraqi government establish an integrated ground defense capability.

A written report from Secret Service agents guarding Vice President Dick Cheney when he shot Texas lawyer Harry Whittington on a hunting outing two weeks ago says Cheney was "clearly inebriated" at the time of the shooting.
Agents observed several members of the hunting party, including the Vice President, consuming alcohol before and during the hunting expedition, the report notes, and Cheney exhibited "visible signs" of impairment, including slurred speech and erratic actions, the report said.
According to those who have read the report and talked with others present at the outing, Cheney was drunk when he gunned down his friend and the day-and-a-half delay in allowing Texas law enforcement officials on the ranch where the shooting occurred gave all members of the hunting party time to sober up.
Doctors tell me that someone like Cheney, who is taking blood thinners because of his history of heart attacks, could get legally drunk now after consuming just one drink.
