Taliban kill 1,100 members of Afghan security forces in six months

Casualties have doubled and desertion rates spiked over past year as Nato steps back, figures reveal

The Taliban have killed 1,100 members of the Afghan security forces in the past six months as Nato troops have stepped back and left the local army and police to fight the insurgency, it has emerged.
Philip Hammond, the defence secretary, admitted there had been a doubling of casualties among Afghan National Security Forces (ANSF) over the past year, as well as spikes in desertion rates from the army.
The previously classified figures were given to the Ministry of Defence by commanders at Nato's International Security and Assistance Force (Isaf) to help Hammond and Lieutenant General Richard Barrons prepare for questions from MPs.
Asked about Afghan casualties, Hammond said the evidence pointed to a sharp increase.
"We have to enter caveats about the quality of data and baseline data, but as the Afghans have taken over the leading role in security, clearly their casualties have gone up very significantly. Possibly they have doubled over the last year or so."
Barrons said the ANSF had suffered badly from attacks by improvised explosive devices (IEDs) in the past six months. Without the same medical and logistical support of western forces, the Afghans had been hit hard, he said.
"In the last six months, there has been an increase in IED attacks on the ANSF, and they are taking substantial casualties, roughly 1,100 fatalities. It is a significant issue, but the [Afghans'] ability to deal with it is getting better."
Later, the MoD confirmed the 1,100 referred to deaths across Afghanistan among forces that now have the prime responsibilty to take on the Taliban.
The general admitted the attrition rate for the 350,000-strong ANSF – the number of personnel deserting and not returning to their posts – was also higher than it should be.
The target was to keep the levels to 1.6% of the force deserting every month. But the monthly average was 2.6% – and last October it peaked at 3.1%.
The general said the key to stopping desertions was "good leadership, decent pay, decent food and the end of corruption".
Hammond told the defence select committee an Afghan food supplier had recently been jailed for supplying substandard rice to the Afghan National Army.
He denied the insurgency was making ground, and said two recent Taliban attacks in the capital Kabul had highlighted how desperate the insurgents had become.
One was against the intelligence agency, the National Directorate of Security (NDS), and the second was against the Afghan traffic police.
"All the evidence I see is that the Taliban is struggling to maintain the momentum of the insurgency and there is absolutely no evidence to suggest they have the reserves to press a button and significantly increase the tempo of the insurgency," said Hammond.
"The two incidents that occurred in Kabul were both attempts at spectacular attacks in an area that is pretty safe. The first on the NDS was a failure. The second was on a very soft target, unarmed Afghan traffic police.
"This doesn't look to me like an insurgency with a lot of reserve firepower."
Hammond predicted that when international troops end their combat role next year, Afghan forces would be able to "effectively hold the important parts of the country", such as cities, towns and key infrastructure.
"I would expect the situation to be messier than it is today, but I sense that there is a growing recognition on both sides of this fight that neither side can win outright. The government cannot defeat the Taliban and secure every inch of Afghan space.
"The Taliban sense, and we have some evidence of acknowledgement of this, that they cannot defeat the government in military terms. So I think both sides will want to make progress ultimately to some kind of political accommodation."
Hammond added: "Our own experience suggests that might not be a smooth process. It might go in fits and starts. But I would expect slow and messy progress.”

We aren't fighting a state, not even an organisation that has a structure but a range of disparate groups that for various reasons want the west out of their countries and impose their form government on the people. Isn't the definition of insanity repeating the same action over and over again, and expecting a different result?

    How many more wars will it take before the US realises this is the politics of lunacy? We are now fighting and killing in just about all the countries of the Middle East and East Africa, so as their is no head of state controlling these groups how are you going to know when you’ve won the battle as we are creating more and more enemies every time we attack and use our drones to kill mainly innocent men, women and children.

    If it were a real war those conducting it would not hesitate from hitting the enemy as hard as they could for fear that he might strike back.

    But it ain't a real war as has been pointed out a million times since the phrase 'war on terror' was coined. And it ain't clear who the enemy is. That is until a new group of combatents springs up as if from dragon’s teeth and self-declares by attacking.

    It is more like a lethal struggle with a protean tar-baby and calling it a war which pre-supposes an identifiable enemy and a final outcome when one side prevails militarily over the other is a misleading delusion.

President Obama went to the United Nations and bitch-slapped free expression in front of a global audience on the premise that "Innocence" was the cause of the attack on Benghazi. Our own U.N. ambassador, Susan Rice, took to the talk shows to peddle a line that was either wilfully misleading or simply totally wrong (Rice was the admin's point person in early appearances about Benghazi partly because, as Clinton explained yesterday, she doesn't like doing Sunday morning shows!).

    Contra Clinton, it makes a great deal of difference because understanding how this all happened is the first step to making sure it doesn't happen over and over and over again.

    Congressional grillings of outgoing cabinet members are not the best forum to seek truth and justice and too many of the GOP inquisitors seem determined merely to score partisan points. Then again, the Obama adminstration, at least when it comes to Benghazi, hasn't done much to be the transparent change it says it wants in all areas of government. After a blistering Senate report on the situation found "systematic failures," essentially nothing happened (at least that we know about). Two minor staffers have been booted as a result of Clinton's taking of "responsibility."

    Worse still: As Hillary Clinton leaves the high-stakes world of international intrigue, she's set to be replaced by John Kerry, who somehow manages to be an interventionist and supposedly informed by the nation's experience in Vietnam at the same time.

    So things can - and likely will - only get worse.

      The prime point of my statement Gag is that the lax gun laws in the States have made it very near impossible to control the flow of guns in Canada. The gang bangers have easy cheap access to hand guns and folk are getting caught in the cross fire. In the US the gang bangers are just exercising their constitutional rights but they don't have those rights up here but Canadians suffer the blowback as well.

Deuce gets upset that the IRS wants him to file on income he receives from Costa Rica. He should see what if feels like to live and work outside the US (for numerous decades I might add) and still have the IRS wanting the filings coupled with statements on how much money one has in every bank account one has access to. It is enough to make one want to renounce US citizenship. Unfortunately renouncing won't, for the most part, make that particular issue go away.

    4. Living overseas does not exempt one from US tax obligations. Yes, I have to file and pay in both Canada and the US. The US does give me an exemption up to a certain point but I must still make all the filings and pay tax on anything about the exemption.

      That being said, there are many of us who feel that someone earning 20k a year should pay less of a percentage of their income than, say, someone earning a million a year.

      For example

      20k at 30% would yeild a tax bill of 6k leaving 14k to live on.

      1mill at 30% would yeild a till of 300k leaving 700k to live on.

      I think it would be a horrible imposition to charge the 20k earner that much money in tax. the 1 mill earner, no problem.

      My primary complaint with the US taxation in my case revolves around:

      1. The US is extending its laws beyond its shores by making US citizens residing and earning in foreign countries pay US income tax on income they earn outside the US. I don't believe any other country does this.

      2. When one earns more than the exemption level you are paying taxes to a country but not receiving the services in return. It has been likened to the British forcing the colonists to pay tax to Britain. Those colonists revolted and form the USA.

      3. The filing burden is a pain in the ass. In addition to the Canadian filing requirements US citizens are required to file annually in the US as well. In addition to the normal filing requirements you have to file a U.S. Department of Treasury Form TD F 90-22.1, Report of Foreign Bank and Financial Accounts. If you don't you are subject to penalties of 10k for each account for each year you don't file. Note to Deuce and others - even if you live in the US but have bank accounts overseas I believe you have to make this filing as well.

      It is not a matter of "paying what I owe" but rather a friggin pain in the ass due to the bureaucratic red tape and threat of penalties. If I ever get rich maybe then I can moan about "what I owe" but then I'll have a stack of cash to wipe my tears with.

  42. Al Qaida's number two in Yemen has died of wounds he suffered in a drone attack in southern Yemen last year, the country's official news agency said.

    Saeed al-Shihri, a Saudi national who fought in Afghanistan and spent six years in the US military prison at Guantanamo Bay, was injured in a missile attack in the southern city of Saada on November 28, according to the Saba news agency.

    A similar scenario played out in the higher education arena after 1994 when universities were barred from instituting a mandatory retirement age of 70, said Carl Van Horn, director of Heldrich Center for Workforce Development at Rutgers University. More older professors are staying on the job, making it harder for younger PhDs to get tenure track positions or mid-career faculty to advance.

After the vote was held to approve expansion of UN sanctions on North Korea, the U.S. ambassador to the UN Susan Rice said, “This resolution demonstrates to North Korea that there are unanimous and significant consequences for its flagrant violation of its obligations under previous resolutions.”

    “More importantly, the provisions of this resolution — both new sanctions and the tightening and expanding of existing measures — concretely help to impede the growth of North Korea’s (weapons of mass destruction) program and reduce the threat of proliferation by targeting entities and individuals directly involved in these programs,” Rice said, according to CNN.

    The UN Security Council resolution specifically targets a North Korean bank, the North Korean space agency and a handful of other companies. In addition, four individuals were added to the so-called blacklist.

  45. In Spain, the latest data showed that 6 million people were now out of work, with the unemployment rate rising, but claims for jobless benefits in the US hit a five-year low. Improved Chinese manufacturing data also helped sentiment.

    Quincy Krosby, a market strategist at Prudential Financial, said: "The Chinese data bodes well for demand, which translates into top-line revenue growth. If global demand goes up, it's good for US equities."

    "Leading economic indicators rose, new jobless claims are at the lowest level in many years, and Chinese manufacturing data moved to a positive trajectory," he added.

    No. 4 carrier T-Mobile USA, owned by Deutsche Telekom AG DTE.XE +0.47% of Germany, says it will stop subsidizing smartphones this year and offer interest-free financing to buyers instead. The largest U.S. carriers have yet to follow its lead, but AT&T CEO Randall Stephenson said Thursday he commended T-Mobile for going that route.

    Not Obama. His mission is to redeem and resurrect the 50-year pre-Reagan liberal ascendancy.

    Accordingly, his second inaugural address, ideologically unapologetic and aggressive, is his historical marker, his self-proclamation as the Reagan of the left.
