The aircraft being used are Russian, and the supply chain that delivered them, direct from Russia, as well as through Iran.<br /><br />As stated previously, the downside to no US involvement, increased influence in Iraq of the Iranians and, to a leeser degree, the Russians.<br /><br />The Iraqi have fielded a combined force of 30,000 troops. The regular Iraqi Army, Sunni and Shia militias, both.<br />Would not doubt that the Iranians have advocated for not involving the Coalition. Would not doubt that the Iraqi government would find their advocacy compelling.<br /><br />The Iraqi government has no deadline; of 4JUL2015 to 'win the war', no indeed. They have all the time they need.<br />If the US will not supply them the weapons that they need, make unacceptable demands, or just need to be reminded that the Iraqi are going to carry their own water.<br /><br />Or on the 'Flip Side" the US may think it is so important that the Iraqi gain confidence in their own abilities, their independence.
